Lawrence D'Afile9 Chief Of Police Subject: Overtime Date: September 59 1974 Dear'Mr. Hannon: M Sergeant Edward P. Wynn of this department has applied to the Bristol County Retirement Board for an accident disability retirement effective August 169 1974• As a result of this., he is.no longer on the payroll as t of August 169, 1974. It was necessary to fill his shift with an ex- perienced officer paid at the rate of time and one-half. Due to the many complaints of disturbances around the center of town an extra walking man was assigned to duty. He is being paid from the Overtime Account. The amount appropriated for the Overtime Account was X69500.00. Due to extra men being assigned and being paid overtime,, I expect that more money will be necessary in the Overtime Account before the end of the 1974-75 fiscal year. Very truly yours., NLD.pe N. Lawrence D'Afile9 Chief Of Police September 119 1974 MEMORANDUM T0; Board of Selectmen, Finance comm7i,[tt}ee$ and Planning Board : _. 1 FROM: Town Manager Dennis Hannonf,, SUBJECT: Dustin Well Development The Capital Improvement Committee met Thursday, September 5, to review proposed capital improvements in the water and sewer systems. . Concerning the Dustin Well article proposal for the Special Town Meet- ing, the Committee voted unanimously that the Dustin Well was an im- mediate and top priority. The Committee agreed that funds should be appropriated for the well itself and for all the distribution mains from the well to the downtown area. The consensus was that approxi- mately $150,000 to $175,000 should be appropriated from Free Cash and the remaining balance of $625,000 to $6509000 should be financed through a long-term loan. This approach would permit the Town to prepare plans immediately for the well and the water mains so that unforeseen construction cost increases could be minimized. In that regard, I am enclosing three alternative votes which should be considered by the Selectmen and the FinCom (attached). The first vote would propose an $800,000 bond issue with no appropriation from Free Cash, except for certification of the bond issue. Another vote alternative, which the Capital Improvement Committee is recomend- ing as the best alternative, proposes the amount of $150,000 to'$175,000 from Free Cash and $625,000 to $650,000 from bonds. The third alterna- tive proposes the appropriation of Free Cash only for the well and the water mains up to the East Mansfield Common. Gilleran, Chairman Finance Board Town Hall Mansfield, Ma. 020118 Dear Mr. Gilleran: During the fourteen years that the Direct State Aid Grant Program for Free Public Libraries has been in progress, the municipality of Mansfield has chosen not to apply for several or more years. Because the Board of Library Commissioners, the administering body for the grants—in-aid program,. encourages greater participation, this is being sent as a reminder that the Bureau of Library Extension will continue to offer advice to those municipalities which decide to participate in 1975 or in subsequent years. If the municipality of V,AfmPjj were to participate and could establish its eligibility to receive a 1975 state aid grant, the amount to be paid by the State Treasurer to the Town Treasurer for free public library service would be $ 1.727.11based on a 1970 Census figure 02 -21939 at 37 V2 cents per capita. Eligibility to participate in the Direct State Aid Grant Program is based on compliance with the Minimum Standards for Free Public Library Servi (see enclosed copy) established and adopted by the Board of Library Commissi If a municipality is participating for the first time, two factors should be considered when reviewing the standards: 1. In order to protect all present incumbents, librarians -in -charge will be exempted from the personnel standards. Only new appointees will be required to meet the standards set forth for your municipality's population group. 2..Minimum standards for recommended hours open per week and annual percentage expended for books and periodicals may not be met upon the.date of application. However, the municipality will be allowed a three-year grace period in which -to meet these standards. - over - When a municipality has been eligible to receive a grant in preceding years, this principle of gradualism is not applicable to personnel, hours open, and book budget. Please review the enclosed materials. Thereafter, if you should like to obtain additional information about participating in fiscal 1975 or in subsequent years, please contact me at 536-4030. Sincerely yours, C'L anet C. Price Educational Specialist JCP/h Eno. 2 ccs Chairman, Dr. Sheehan Board of Library Trustees THE COBMONWEALTH OF MASSACHUSETTS DEPARTMENT OF EDUCATION BUREAU OF LIBRARY EXTENSION Minimum Standards of Free Public Library Service as established and adopted by the Massachusetts Board of Library Commissioners in December 1960 and amended in August 1961, May 9, 1962., March 14, 1966, October 26,, 1967, December 12, 1968, and further amended July 20, 19732 in accordance with Chapter 78, Sections 19A and 19B of the General Laws of the Commonwealth. 1. "Be open to all residents of the Commonwealth" means that all residents of the Commonwealth shall have access to reading and reference rooms under the same conditions as residents of the community. 2. "Make no charge for normal library services" means that no charges shall be levied on residents of the local community for the with- drawal of library books in the regular circulating collections of the community's public library or libraries. A charge may be made, however, for duplicate pay and/or rental collec- tions; for reserving books; for the lending of special media of communi- cation such as recordings, films, pictures, etc.; for special reference or research services such as preparation of bibliographies, photocopying, photostating, abstracting. 3. "Be kept open a minimum number of hours per week" means that library service should be available to the community a minimum number of hours per week according to the tabulation below. These hours of service should be planned in relation to local community needs; and the hours and days selected for service should reflect the maximum potential use. In communities which have more than one independent library unit sup- ported in whole or in part by public Hands and in communities which have branches or stations of a central library, the qualifying number Of hours open will be considered as the total number of hours during which library service is available to the community or any of its parts without overlapping or duplication. Libraries in communities with population I under 2,000 II 2,000 - 4,999 III 5,000 - 9,999 IV 10,000 - 14,999 V 15,000 - 24,999 VI 25,000 and over Recommended Minimum Hour$ Open Per Week (Sumner Schedules,Excepted) 10 including some evening hours 15 including some evening hours 25 including some evening hours 40 some part of 5 days, including some evening hours 50 some part of 5 days, including some evening hours 63 open 6 days, including some morning, afternoon, and evening hours Libraries which do not meet the minimum standards of hours of service upon the date of application for a state grant may establish eligibility for same provided a statement is filed indicating that the minimum standard will be reached within a three-year period from date of application. Libraries al- ready participating in the state grant program but who do not meet the 1966 revision of the minimum standards of hours of service upon the date they take effect will be granted a similar grace period providing there is filed a statement of intent to achieve the minimum standard. 2 e 4. "Employ a trained library worker" means that libraries serving communities within the population groupings listed below should maintain the minimum personnel standards as listed. In order to protect all present incumbents, the personnel standards will apply to new appointees only. New appointees to librarian -in -charge posi- tions in libraries serving a population of under 10,000 will be allowed a five-year period in which to qualify Icy special training, as defined below. College graduation means graduation with a degree from a college accredited by a regional accrediting association recognized by the National Commission on Accrediting. Professional training means graduation with a degree from an approved library school. An approved library school is one that is accredited by the American Library Association and/or approved by the Massachusetts Board of Library Commissioners. Effective January 1, 1970, a municipality will be considered ineligible for direct state aid if the library has had an acting librarian -in -charge or an acting chief librarian for three or more years from the date that the position became vacant.* In any case where it is certified that application of these personnel standards would work a hardship on the library involved, the Board reserves to itself the right to exempt a community from the standard. Libraries in communities Personnel Standards with population I Under 2,000 Librarian -in -charge: graduation from high school with special training either received or to be received within a five-year period by courses in the basic library techniques of administration, book selection, catalog- ing end classification, and reference offered through a university extension program, state library extension agency, or by profession- ally qualified personnel instructing in in- stitutions of higher education or in a re- gional library system approved by the Board of Library Commissioners. Qualify for a certificate of subprofessional librarianship issued by the Board of Library Commissioners. II 2,000 - 4,999 Librarian -in -charge: completion of 2 ,years of college with special training as indicated above for communities under 2,000. Qualify for a certificate of subprofessional librar- ianship issued by the Board of Library Commissioners. ZII 5,000 - 9,999 Librarian -in -charge: college graduate with special training as indicated above for com- nunities under 2,000. Qualify for a certi- ficate of subprofessional librarianship issued by the Board of Library commissioners. By vote of the Board of Library Commissioners, December 12,1968 I IV 10,000 - 24,999 Chief Librarian: college graduate with a do gree from an approved library school; ex- perionce in library work; plus a certificate of professional librarianship issued. by the Board of Library Commissioners. At the dis- cretion of the Board of Library Commissioners, appointees will be allowed up to 5 ,years to attain a library school degree. V 25,000 - 49,999 Chief Librarian: college graduate with a Te—gree from an approved library school; ex- perience in library work, preferably in a supervisory capacity; and a certificate of professional librarianship issued by the Board of Library Commissioners. It is under- stood that appointees in this category must be fully qualified upon appointment. VI 50,000 and up Chief Librarian: college graduate with a degree from an approved library school; ex- perience in library work including super- visory experience; and a certificate of pro- fessional librarianship issued by the Board of Library Commissioners. It is understood that appointees in this category must be fully qualified upon appointment. 5.. "Expend a reasonable portion of the library's total budget for books and periodicals" means that the Board of Library Commissioners in determining "a reasonable portion" will be guided by the tabulation given below. Trust funds may or may not be included in computing and reporting the total budget. Monies received as state or federal aid funds for the operation of a regional library system program must not be included in computing a local library's expenditures for books and related materials. Libraries in communities with population Minimum Percentage of Library's Total Annual Budget for Books and Periodic s I Under 5,000 20% II 5,000 - 9,999 i9 III 10,000 - 14,999 16 IV 15,000 - 24,999 15 V 25,uo0 - 49,999 13 VI 50,000 and over 12 Libraries which do not meet the minimum standards of expenditures for books and periodicals upon the date of application will be granted a three-year period in which to meet these minimum stand- ards. Libraries already participating in the state grant program but who do not feet the 1966 revision of the minimum standards of expenditures for books and periodicals -upon the date they take. effect will be granted a similar grace period provided there is filed a statement of intent to achieve the minimum standard. -4- 6. "Lend books to other libraries in the Commonwealth and extend privileges to the holders of cards issued by other public libraries in the Commonwealth on a reciprocal basis" is interpreted by the Board in accordance with Chapter 78, Section 8 of the General Laws as follows: a. "lend books to other libraries in the Commonwealth" means that any free public library accepting a state grant must be willing to lend its books to any other free public library also accepting a state grant for the use of the residents of the other community under such conditions and/or regu- lations of inter -library loan procedure as may be made by the board of trustees or other authority having control of the library so lending. b. "extend privileges to the holders of cards issued by other public libraries in the Commonwealth on a reciprocal basis" means that all public libraries Participating in the direct state aid grant program must be willing, on a reciprocal basis, to extend direct access and services to non-residents who are card holders in other libraries participating in the state grant Program and on the same basis as accorded to residents of the municipality in which the library is located. c.libraries which do not meet this revision of the standard on July 1, 1974 the date it takes effect, may establish eligibility provided a statement is filed agreeing that reciprocal borrowing arrangements among libraries Participating in the state grant program will be phased in and the charging of a non-resident borrower's fee discontinued within the specified time Period as follows: (1) Area --between and among the public libraries located within each one of the fifteen sub -areas within 2 years. There must be evidence of some compliance in the intervening period. (2) Regional System --between and among all public libraries located within one of the three regional public library systems within 4 years. Evidence of compliance will be the existence and use of a regional card. (3) State --between and among all the public libraries throughout the State within 5 years. There must be evidence of some compliance within the intervening period. d. books and related materials held by local libraries under trust agreements to the contrary or purchased by local libraries out of trust monies and appropriately marked as having been so obtained shall not come within the Purview of this requirement if it appears to local boards of trustees that such non-discret.'.onary use either by non-residents having direct access to the library or via inter -library loan would violate the terms of the will or other instrument establishing said trust. e. local libraries should reserve the right to refuse to negotiate an inter- library loan for local registered.borrowers who are flagrantly delinquent, and local library administrators should agree to cooperate Hilly with one another in effecting the return of overdue books borrowed by non-residents. of Revised July 20, 1973 Please destroy previously dated copy.
