The Committee then met with Bert Cook, the Building Inspector,
to discuss his budget requests for the coming year. Mr. Cook
explained that his telephone expense for fiscal year 1978-79
was in excess of the budgeted amount as a result of other Town
Dept's using his telephone, principally the Town Engineer.
Finance Committee,
Minutes of Meeting, March 26, 1979 2
We suggested that Account 164-0, Town Engineer Expense be used
to offset any overages in Mr. Cook's telephone expense. He
requested that Accounts 165-8, Vehicle Maintenance, and 165-9,
Gas and Oil, be transferred from Town Hall Office Expense to
his budget account. Since he has exclusive use of the pool
car, he believes that the cost of operating the vehicle should
be reflected in the Building Inspectors office. Mr. Cook
explained that the cost of supplies would be increasing due to
an increase in mandated forms for inspections. We then dis-
cussed the Finance Committee's reduction of his original request
for three assistant .inspectors at $500 each. He felt that our
recommendation for one assistant inspector at $200 annually was
insufficient to cover necessary inspections while Mr. Cook was
on vacation or attending mandatory training programs. We agreed
to increase our recommendation from $200 to $500. Vote 5-0.
We then met with the members of the Recreation Commission to
discuss the Finance Committee recommendations for their budget
for the fiscal year 1979-80. We explained that the Committee's
recommendation of $200 for Account 651-4, Flags, was based on
the assumption that flags would be flown at only two locations
and that -no provision was made for replacement of ropes due to
vandalism. Our recommendation for Field Supplies and Uniforms
did not include an additional $1,000 requested for lime, fertil-
izer, seeding of the football field. In addition, we did not
recommend an increase of $500 in the Maintenance Account for
vandalism at Maple Park. Paul Split, the Recreation Director,
requested that we do not reduce recreation staff and life
guards' salaries or transportation for children from East
and West Mansfield to Memorial Park as this would severely
limit the programs to be offered.
Motion by Robert Powers, Seconded by William Flannery to adjourn;
Approved 5-0.
Meeting adjourned at 9:30 PM.
Respectfully submitted,
C--
Joseph F. Houghton, r.
