Finance Committee was held on January 8, 1991 at 7:30 p.m. at the
Mansfield Town Hall. Present at the meeting were Charles Joseph,

Smith, Robert Lynch and Gordon Penman. Also in attendance were
Joan Cutillo, Acting Town Manager, Lawrence Gallagher, Town

After calling the meeting to order Mr. Joseph stated that the
first item on the agenda was a presentation by Robert Gurek on
the School Committee's request for a Reserve Fund transfer of
forty five thousand dollars ($45,000) to replace the fire alarm
at the Qualters Middle School. After a lenghthy discussion of
where the School Department was with their current year's budget
and what funds they may have available to address this matter,
Mr. Pasquale moved that the Committee earmark $45,000 of the
Reserve Fund to cover the expense of the fire alarm in the event
the School Department is unable to make up the amount from other
funds. This motion was seconded by Phil Smith and was passed
unanimously by the Board. The Board then moved to table transfer
request number one until such time the School Department was in a
position to report back on how much they would actually need
based on what remains in their current year budget.

Committee meeting in order to attend the budget portion of the
School Committee meeting in his capacity as representative of the
Finance Committee to the School Committee.

much discussion, the Committee volunteered to lend its assistance
to the Solid Waste Committee in developing the final proposal and
upon the motion of Mr. Pasquale, seconded by Mrs. Hagg, the
Committee voted to appoint two of its members as representatives

this regard.

equivalents based on the various overtime accounts in the draft
budget; the need to schedule a joint meeting with the Board of
Selectmen for the purposes of a budget workshop; the problems
currently confronting the Town with the Ash Well site;
