Minutes of Finance Committee Meeting
Held on January 26, 1991
TS
Pursuant to notice duly posted in accordance witli'hd
Massachusetts Open Meeting Law, a meeting of the Mansfield
Finance Committee was held on January 26, 1991 at 8:00 a.m. at
the Mansfield Town Hall. Present at the meeting were Charles
Joseph, Chairman, Joseph Pasquale, Gordon Penman, Edward McQuaid,
Barbara Hagg, Philip Smith and Robert Lynch. Also in attendance
throughout the meeting were William Williams, the new Town
Manager Select, Joan Cutillo, Acting Town Manager, Lawrence
Gallagher, Town Accountant and various members of the Board of
Selectman throughout the day as their schedules permitted. The
purpose of this meeting was to meet with various department heads
to review their proposed budgets for Fiscal Year 1992. First on
the agenda were Loralee Fish and Ron Reeves to discuss the
Recreation Department budget.
The Committee next met with Bob Swanson, Director of DPW and
Gerry St. Hiliare, Director of Water and Waste Water. After
discussion of the water and waste water budgets, upon motion of
Mr. Pasquale, seconded by Mrs. Hagg, the Committee moved to place
two articles on the Town Warrant that would serve to convert both
the Water and Waste Water Departments into enterprise accounts.
Mr. Joseph then opened the motion for discussion. It was agreed
by all members that the motion to put these articles on the
Warrant would not represent a motion to support these articles at
this time, but rather between now and the date of Town meeting
-1-
the Committee would undertake a comparison of the pros and cons
of converting these into enterprise accounts. The purpose of
putting the articles on the Warrant at this time would merely be
to allow the Town meeting to vote on those articles if the
Committee determines that they should be converted to enterprise
accounts. If the Committee determines that they should not be so
converted, the Committee will move on the floor of the Town
meeting to withdraw the articles from consideration. Following
this discussion, it was unanimously voted to place the articles
on the Town Warrant.
The Committee then met with Mr. Swanson, John Rhind and Betty
Amicone for the purpose of discussing the winter maintenance,
motor pool, and building operation and maintenance budgets. The
Committee then discussed the engineering and refuse budgets with
Mr. Swanson.
Next, the Committee met with Sandra Walgreen and Gail
Farrugia in connection with the Senior Citizens budget.
The Committee then met with Dinah Amsden, Linda Lipson, Nancy
Breef-Pilz and Collin Caldwell to review the Library budget. One
issue that was discussed in connection with both the Senior
Citizens/Council on Aging and the Library representatives was
whether the maintenance on the Library/Council on Aging Building
should be turned over to the DPW building operations and
maintenance division. It was the feeling of numerous Committee
members that this would be more efficient and both the Council on
Aging and Library Trustees agreed to consider this and to adjust
the proposed budgets accordingly.

The Committee then met with Bob Marshall on behalf of the
Veterans to review that budget, which is largely unchanged from
last year.
The Committee then met with Scott Leite, the Health Agent and
Michael VanSplinter to review the Health Department Budget. This
discussion included the budget for the Hazardous Waste Disposal
Budget.
Next the Committee met with Sean Burke, Bill Madden and
Steven Quinn to discuss the Planning Board budget. As part of
this review, the parties discuss the need to better control and
budget for legal counsel fees both with regard to the Planning
Board in particular and the Town in general.
The Committee next met with Sean Burke to discuss the Zoning
Board of Appeals budget.
The final meeting of the day was with Marilyn Powers and John
Rhodes on behalf of the Conservation Commission. Review of this
budget included a discussion of the Conversation Commission's
request for capital outlays to limit vehicular access to the
lands that the Conservation Commission controls.
At the end of the meeting the Committee was reminded that the
next meeting is scheduled for Tuesday, January 29 at 7:30 p.m. at
the Town Hall.
There being no further business, upon motion duly made and
seconded, its was unanimously
VOTED: To adjourn.
