Pursuant to notice duly posted in accordance with the
Massachusetts Open Meeting Law, a meeting of the Mansfield
Finance Committee was held on March 12, 1991 at 7:30 p.m. at the
Mansfield Town Hall. Present at the meeting were Charles Joseph,
Chairman, Gordon R. Penman, Ed McQuaid, Barbara Hagg and Robert
Lynch. Also in attendance throughout the meeting were William
Williams, Town Manager, Joan Cutillo, Treasurer and Lawrence
Gallagher, Town Account.
The first item of discussion was the new police and fire
communication system. The Board discussed the different
opportunities to either buy or lease the remaining components,
totalling approximately $75,000, in order to complete the total
system. The Board agreed that completion of the system should be
a priority for the Capital Improvements Committee, and that the
Board's recommendation would be to buy the remaining components
for the system as opposed to leasing.
The Board next discussed the current status of state aid.
The Board next discussed the potential mix of cuts between
the School Budget and the Town Budget.
Mr. Williams then led the Committee through a summary of
various memoranda that were supplied to the Committee at this
meeting regarding potential cuts that could be made in various
departments of the Town under various scenarios. No formal
action was taken by the Committee at this meeting.
