Questionnaires were collected. After some discussion, the Council members generally agreed that the Chairperson would handle the public relations duties at the present time. This could possibly change in the future as the workload increased in this area. Presentations from Consultants Mr. Brian Dolan, from IEP Inc., provided an outline of the major steps in the master plan development process and a copy of the scope of services that would be provided by the Consultants. He also provided a copy of the schedule for providing the services. Mr. Dolan identified to the Council the three companies providing services connected with the Master Plan: IEP Inc. - Master Plan Study Henderson Planning Group - conducting a market and impact analysis for IEP Connery Associates - conducting a housing study for the towns of Mansfield, Norton, and Taunton (state funded) Mr. Dolan then introduced Mr. Don Kindsvatter of the Henderson Group. Mr. Kindsvatter discussed the ongoing work to determine the projected population growth rate to be used as the basis for the master plan. Mr. Dolan then presented a draft Developable Lot Study. This study provided the basis for discussion of several items. The first item discussed was the discrepancy in the figures for industrial zoned land. The Council agreed that this matter would have to be resolved. The Council also agreed that the issue of special business zoned districts would have to be addressed. The need for a survey of the commercial property in town was identified and the Council agreed to perform the survey. After some discussion, it was determined that the earliest the survey cards could be prepared by the Henderson Group was the middle of October. Mr. Chapman made a motion to reschedule the October Council meeting from October 2, 1986, to October 16, 1986. This motion was seconded by Mr. Seifert and passed by unanimous vote. Dr. Rolf Goetze, from Connery Associates, updated the Council on the status of the "affordable housing" study. He handed out a document entitled "State of the Art Affordable Housing Techniques," listing 12 ways to create affordable housing in a community. He briefly reviewed these techniques, noting that they would not all be applicable to Mansfield. He discussed the need for a regional meeting of the representatives of all three towns involved in the tri -town grant, i.e., Norton, Taunton, and Mansfield. Under the terms of this grant, the representatives must meet periodically to fulfill the grant requirements, and Dr. Goetze noted that as he needed to review the above mentioned document in detail with the Councils of all three towns, this would be an excellent opportunity to have our first regional meeting. Mr. Broderick made a motion that we schedule the regional meeting for October 23, 1986. The motion was seconded by Mr. Madan and passed by unanimous vote. Dr. Goetze agreed to contact the planning directors of the other towns and arrange the meeting. New Business The Council discussed the upcoming special town meeting and the zoning articles on the warrant. A motion was made as follows: The Master Plan Advisory Council will recommend that the Town Meeting indefinitely postpone all zoning articles until the ongoing Master Plan review is completed and the resulting zoning recommendations are presented to Town Meeting. The motion was seconded and passed by unanimous vote. A motion to adjourn was then made, seconded, and passed by unanimous vote. Respectfully submitted, Deborah Hillman, Secretary Page 3
