The minutes of the September 25th meeting were read, and after
discussion, it was agreed that they be amended to include
certain items of business and pertinent points which were
discussed at the September 25 meeting and not included in the
draft minutes as distributed. Such items included (but were not
necessarily limited to): the Council's discussion and action on
the expiration date of the Council Charter; certain additional
details regarding Dr. Goetze's presentation; and clarifying
details. It was agreed that Ms. Hillman, acting as secretary,
would revise the minutes of the September 25 meeting to be
presented at the November Council meeting.
The Council discussed the format for the minutes of future
meetings. The need for more detail was agreed to by the
Council, as these minutes represent the permanent documentation
of the Council. Mr. Seifert made a motion that the minutes
include the name of the person making each motion, the name of the
person seconding the motion, and, if not unanimous, the names of
those members voting "aye" and those members voting "nay". The
motion was seconded by Mr. Madan and passed by unanimous vote.

MASTER PLAN ADVISORY COUNCIL
MINUTES OF MEETING
Old Business (cont)
The Council discussed the differences in population projections
made by a variety of sources, and the information available from
earlier reports and studies of town committees and departments.
Based on discussion of the effectiveness of previous town master
plans, the Council discussed including in this Master Plan certain
"trigger points" based on increasing population, i.e., when the
population reaches certain levels certain actions must be taken in
regard to town departments, resources, etc. Mr. Broderick made a
motion that the Council express to IEP Inc. that it wishes them to
include as part of their study a proposed outline of actions that
need to occur that are tied into population growth as opposed to
actions which would occur on the basis of specific dates.
Mr. Willis seconded the motion, and it passed by unanimous vote.
Mr. Callinan distributed the Henderson Group Commercial Survey
Forms, and the Council discussed procedures for completing these
forms. It was decided that they should be completed and returned
by November 5, 1986. Mr. Callinan provided copies of maps
outlining areas to be covered by this survey and the Council
distributed them as follows:
