MASTER FLAN ADVISORY COUNCIL

Date of meeting: February 19, 1987
Members Present: Kelli Spedden Richard Callinan
Stephen Calvin Steven Chapman
Joanne Colella Willam Madan
Carl Nelson
The meeting was not formally called to order due to the lack of a
quorum. Those members who were present informally discussed the
following issues.
Mr's. Colella and Mr. Calvin briefed those present on conversations
they had had with Bill Vernon, State Representative, in regard to
possible developments in the state legislature concerning transfer
taxes. Due to the tax cap referendum passed last November, it is
possible that if communitie=s pass transfer- tax legislation the state
may subtract a pcarcentage of the amount raised from state ,.aid to those
communities. Members discussed the possibility of inviting Mr. Vernon
to <s -peak at a future Council meeting.
Ms. Spedden outlined a tentative meeting schedule for the month of
March, as follows:
Thursday, March 5 -• Normally scheduled monthly meeting, since
no quorum tonight, to discuss Conner-y's
Draft Housing Plan for Mansfield.
Thursday, March 12 - (not March 11) tentatively planned
meeting with Connery Associates, IEP,
Board of Selectmen, and Planning Board.
Thursday, March 26 - tentatively planned public hearing on the
future of residential growth and housing
in Mansfield, with both Connery
Associates and IEP present.
Members present discussed details concerning a public hearing,
including the need for an excellent presentation, the inclusion of
the effects of "0 Growth" on a town, and possible other dates for this
hearing if it cannot be held on March 26.
At approximately 8:30 those present agreed that a quorum would not be
reached and agreed to postpone further discussion until the next
scheduled meeting, Thursday, March 5.
