Meeting called to order at 7:36 P.M. for LIB/COA business
Minutes of the Feb 14th meeting accepted as ammended.
It was noted that the project is not overbudget at this time however,
we are close to budget. D. Amsden noted that the design changes to date
are encroaching on the funds available for moving.
It was also noted that the change to oak veneered plywood was allowed
as an option in the design.
S. Garret noted that he felt the total number of change orders were
excessive and that the MBC should start litigation to recover costs
from the architect. In addition, turn around on design changes is too
long. He also commented on several other project problems to date.
S. MacCaffrie noted that the committee had an understanding that the
project would go on regardless of "whatever" and that at the completion
of the project, the MBC would review all changes and settle up then.
He also noted that the committee could begin litigation for delay damages
at any time should it wish. Any settlement made will be with the agreement
of the town manager and counsel.
A discussion was held regarding the light boxes. It was noted that one
light box fell and that the mounting design was inadequate. The architect
presented documentation showing the correctness of the design. The MBC noted
that the actual field conditions prevented installation of the mounting
in a fashion to be 100 percent as good as the architect stated. The MBC
noted the design was not the best and suggested a workaround to be
implemented immediately to ensure good mounting (install pine planking
painted out white) on the ceiling.
A date was requested from the general contractor as to when she could
move. The date was set as April 12, 1989. D. Amsden noted this date will
be held firm as she needs to arrange for book movers.
It was requested again that the architect review the total change
orders to date. This data is to better define all change orders
(rather than making them mostly "betterments"). The committee wants
to know all types be they betterments, oversights or field conditions.

S. MacCaffrie also noted that the MBC should be made aware of all changes
implemented in the field.
Based upon the curent state of completion of the building, the
monthly payment submittal from the contractor was deemed to not
have enough funding to complete the project. This observation
was made after reviewing the total money left in balance to finish
plus retainage. Based upon this criteria, a motion was made, seconded
and voted unanimous to reduce the requested funding by $15,000.
Meeting adjourned at 9:10 P.M. for LIB/COA business.
Meeting opened at 9:11 P.M. for school business.
A letter was read from the town manager regarding teh school project.
The architect noted the site survey was incomplete and that he
recommended to not pay the final $900 invoice from Flynn Engineering.
Motion made, seconded, and voted unaninous to not pay the final
invoice of $900 to Flynn Engineering.
It was noted the building square footage is 127,000 which is in
line with our guidelines. The schematic cost is estimated to be
$15,182,146 ($119.54 per square foot).
The architect also noted that there is a problem with site sewerage.
He was under the impression that a sewer line went in front of the
property and town plans indicate one does not. S. MacCaffrie notes
one terminates near a corner of the property and that this cost must
be considered separately.
The architect does not believe there will be any problem with wetlands
at this time however.
The architect also noted there are new rules for funding/plan approval
from the SBAB. We now need clearance (plan review and approval) from
the SBAB before the bidding proces can start. Taking this into account
along with the architect's proposed project plan places the project
ready for this approval process in September 1989. This is much later
than the committee wants and the plan MUST be accelerated/ shortened.
SBAB reimbursement is currently at $125 per square foot. The design
proposal estimates cost at $119 so we are currently o.k. However, if
cost exceeds the SBAB guideline, the town will have to finance the
difference.

Minutes of meeting of February 28, 1989
A motion was made, seconded and voted unanimous to have the architect
procedd with the design development phase.
The MBC also directed the architect to deal directly with the school
on "programming". The MBC will only get invloved with the building
phase itself.
A meeting wil be held on March 21, 1989 at the High school library
at 7:30 P.M to follow up.
Discussions were also held regarding the buidling environmental
design (air conditioned or not). It is felt that the design should
have an air conditioned core with unit ventilators in each room.
Meeting adjourned at 10:45 P.M.
