The caller had concerns over the possibility of flooding. Larry Carpenter toured the site that day and informed the committee that the wetlands in the parcel were full of water, however, with the proper attention given to engineering and drainage plans this should not be a problem. 'fiis information will be used later in negotiating geotechnical services and investigation into poor soils. The MBC discussed this and decided to ask the Town to dig some test borings and give a report. MOTION: To ask B. Williams to have the Town Engineer dig some test holes ( on the parcel at the corner of Plymouth and School Streets and to give a report on the materials. (Young/Carpenter) 5-0-0 The members of the Municipal Building Committee are invited to meet with the Finance Committee at 7:30 on Monday, January 30, 1995. Steve MacCaffiie apologized to the Committee regarding remarks made on January 17, 1995, regarding RD. Kimball and Company, Inc. He stated that the remarks were his own thoughts and opinion and not reflective of the committee. PRESENTATION BYKEYES ASSOCIATES - SCHOOL PROJECTS Mr. Robert Vogel introduced the representatives of Keyes Associates, Wallace Floyd Associates and TCI, Inc. These individuals make up the team of professionals that will be designing the three additions and renovations to the High School, Qualters Middle School and Robinson Elementary School. As a results of many hours of research and discussions with the school facility and administrators the firms have put together the schematic phases to be submitted to the State (upon acceptance by the MBC) on February 1, 1995. Mr. Vogel stated that he will be looking for direction from this committee. The school population was discussed, there was a revision to the NESDC projects of an additional 384 students. This will impact the project financially. Representatives from Keyes and Wallace Floyd presented scenarios for each of the schools. These drawings are the `first draft" of the design process. Each of the schools were discussed individually detailing the good and not so good points of the buildings. (NOTE: the audience and the committee were asked to hold questions until the end of the presentation) At the end of the presentation Mr. Vogel told the MBC that the preliminary costs projections would exceed $28 million (closer to $32 million). QUESTIONS AND COMMENTS FROM THE PUBLIC: The public had many questions some of which included cost projections, site constraints, population concerns, possible cutbacks, methods of team teaching and design effect, heating system upgrades and recap. Some residents expressed disappointment about the overage and asked that caution be used in scaling back. QUESTIONS AND COMMENTS FROM THE COMMITTEE: The Committee was concerned with the cost estimates and asked Keyes Associates to meet again with the School faculty and administration to scale back on the plans. They were concerned with renovation costs, square foot costs , second story additions as opposed to expanding first floor facilities, facility utilization and prioritizing needs. The MBC will collectively look at the "WHY's", major renovations and square foot costs. This is not a time to panic but a time to work together to reorganize priorities and necessities. The MBC stated that the education specifications and the schematic designs were excellent. Keyes and Wallace Floyd had done a great job in their preparation. The MBC will schedule another meeting on January 31, 1995. MOTION: To adjourn (Antoine/Carpenter) 7-0-0 PASSES Respectfully submitted, a Maureen R. Doherty Secretary 3
