MUNICIPAL PROJECTS:
Members of the MBC had received 11 proposals to review for the meeting and were given
a proposal review form for each applicant. Tonight the firms were reviewed according to
the review form and compared numerically. The four top rated forms were: Donham and
Sweeney Architects, Inc., Strekalovsky and Hoit, Inc., The Preservation Partnership, Inc.,
and Maguire Croup, Inc. Discussion involving interviewing three firms as opposed to four
firms took place. Dave Young suggested that Maguire Group be included in the interview
process, he felt that as a local firm they should be included.

• A letter to Dr. James Anderson, Dept. of Education, RE: Phase I and Il submittals.
The members of the MBC discussed the letter from J. Cutillo, it was the strong opinion of
the Board that if the secretarial salary was taken out of the projects then there would not
be enough money to complete the projects on the municipal side. The school projects are
already being scaled to meet the approved amount.
Steve MacCaffrie responded to the request fromFINCOM. He stated that the MBC will
be extremely busy with the upcoming projects and there are appointed members from the
respective departments and Board of Selectmen. He felt that the members of the AMC are
giving up enough and should not be asked to make any more sacrifices.
MBC MINUTES FEBRUARY 14, 1995
The Committee responded to the letter from D. Nicoletti on the code compliance work. A
letter will be sent to Mr. Bacchiocchi requesting that the work can be done in conjunction
with the capital projects.
SCHOOL PROJECTS:
At the last School Committee meeting, some members of the MBC were in attendance and
viewed the revised schematics for the projects. Discussion followed concerning the scope
of the project. The members of the MBC felt that the work to be completed should be
based on needs and necessities. Larry Carpenter prepared a draft memo to be sent to
members of the School Committee, Dr. Nicoletti, W. Williams, members of the Board of
Selectmen, FINCOM, Chief Sliney, Chief O'Neill, B. Cook, Keyes Associates, and
Wallace Floyd. The letter was reviewed and is read into the record as follows:
In light of the recent comments and concerns voiced by various citizens, public
officials, and municipal employees during the development of preliminary
designs and budgets for the school projects, the Municipal Building Committee
(MBC) feels it is necessary to remind all parties of the intent behind the
original proposals developed and presented to the voters for their approval at
the October Town Meeting and on the December 6, 1995, special election.
Both the selected recommendation ofNESDECfor school construction and the
municipal building plan were intended to make the maximum use of the
Town's existing facilities and bring these facilities into a condition which
would make them serviceable to the community for the foreseeable future
without considerable future expenditures.
In order to make these projects financially feasible, budgets were developed
based on needs not wants or wish lists. In addition, these budgets were
conceptual in nature and will be defined substantially as the design process
proceeds.
Due to population data now available some money previously allocated to the
much needed repairs to our school buildings is now being used for additional
classroom space. Therefore, many repairs recommended in the schools
facilities study prepared by Gale Associates can not be implemented. It is
clearly in the best interest of the Town to proceed with repair of our existing
facilities as they are now renovated prior to electing to spend money on desired
additional or expanded facilities which are not mandated. Any repairs to our
existing facilities which are deferred will most assuredly be required long before
the currently approved bonds are paid off and may not be eligible for any state
reimbursement should they require implementation on their own. In the same
light any additional, or expansion of facilities could take place at a later date
upon approval from the voters and be reimbursable under the formula which
may prevail at that time.
MBC MINUTES FEBRUARY 14, 1995 3
There is no great contingency built into the school or municipal construction
budgets, a major effort will be required by all parties to build what we need
within the approved costs. While add alternates may be developed in the bid
documents to allow for the inclusion of wanted items it should not be
anticipated by anyone that these items will fall within budget when the project
bids are received.
In light of comments received in regard to preliminary school designs (all of
which have definite merit) we would anticipate similar challenges to confront
us on the municipal projects as well. We must jointly resist, however great, the
temptation to neglect what we have to acquire something newer or better. To
do such would be a disservice to the Town of Mansfield.
Representatives from Keyes Associates and Wallace Floyd presented the members of the
AMC with the revised schematics for the school projects. The MBC had comments on the
project. There was an addition of anew library at the high school. Comments included
the cost of the addition vs. reconstruction of the present library. The members reviewed
the drawings and discussed the possibility of expanding the library in the present location.
The cost of expansion is about $45 per square foot as compared to the cost of an addition
at approximately $100 per square foot. The MBC instructed the architects to revise the
schematics to expand the library in its present location (this would be a gain of 900 square
feet) the new construction would add 1000 square feet. The changes recommended by the
MBC would be reduce the budget by approximately $160,000. This upgrading of the
library is not a mandated requirement of the SBA. Dr. Nicoletti stressed the need for
natural lighting in the library. The option of the new library may be included as an add
alternate.
The Committee reviewed the estimated construction costs. A request was made to change
the contingencies to 5%. Questions and Comments included direct expenses,
recommended items and reduction of costs to fall within the amount approved.
Jim Hays of Wallace Floyd had a meeting with the State Department of Ed and informed
the MBC of the concerns that they had involving the projects. They recommended
keeping four kindergartens at the Jordan/Jackson Complex, adding and atrium and home
economics room at QMS, the High School looked okay.
SHARED ENERGY SAVINGS PROGRAM:
Mr. Dick Battle, President of TCI, updated the MBC on the Shared Energy Savings
Program. He stated that the program is based on a reasonable payback period. The
schools would carry the same amount in their budgets, however, due to a projected
savings the amount budgeted over savings would be applied to the loan.
MBC MINUTES FEBRUARY 14, 1995 4
(D. Nicoletti left meeting 10:25PM)
The members discussed this and had comments on the estimating of savings. Some of the
renovation work will include work that will update the energy efficiency of the building.
This work should be planned in coordination of the project so that construction costs and
destructive investigation costs are kept to a minimum. The MBC requested that the
guidelines and detailed be prepared on this project for the March 7, 1995, meeting.
The neat meeting of the MBC is scheduled for February 28, 1995. The MBC will
interview the architects for the Municipal Projects.
MOTION: To adjourn. (Antoine/Feeley) 6-0-0 PASSES
