(MacCaffie/Antoine) 5-0-0 The Committee discussed the cost of bonding the projects. This has to be a group decision between the MBC, FINCOM and Treasurer. A workshop meeting should be set up and the appropriate members should be invited. A discussion concerning the lines of communication between the members of the MBC and Town Manager took place. Mr. MacCaffie stated that in past projects, the MBC dealt with the department beads on project related issues. This was based on the fact that the Department Head could make a decision, an assistant must check with the appropriate manager for authority. In construction projects a decision might be needed immediately. MBC MINUTES - MAY 16, 1995 2 TOWN HALL: Mr. Roger Hoit and Mr. Don Walter - Strekalovsky and Hoit, presented the plan for the Town Hall Renovation Project. The offices of the present Town Hall will be moved to the Park Row School located on Park Row across from the South Common. The site plan was reviewed. Parking is a concern for the complex. There are approximately 79 proposed parking spaces. The MBC viewed the parking situation and discussed options of designated parking areas, one way streets, sensitivity to abutting neighbors. The committee viewed the proposed floor plans for the project. First they discussed the elevator tower. The necessity of this project is to connect the Park Row Building with the Memorial Hall Building. This would make both facilities accessible to the handicapped. The Committee felt that the floor plan and relative adjacencies were a program issue and should be decided by the Town Manager and his staff. Their main concern was with the elevator connection. The recommendation was to make this connection smaller and to have only the front portion of the connector be handicap accessible. The architects will work on a new compact design for this connector and present it to the MBC at the May 30, 1995, meeting. The Committee also discussed the vault. The proposed vault will be a two story structure, containing 250 square feet on each floor. The vault technically will be a structure within a structure, completely independent from the building. lie second level of the vault will be used for the Town Clerk's Office and the first level of the vault will be for general storage. The first level of the building needs to have the floor raised by approximately 34 inches. A decision on the method used to raise the floor has not been decided. The committee also discussed the need to have a generator at Town Hall. (NOTE: Judy Scott and Doug Ronald left meeting) POLICE DEPARTMENT: Mr. Allen Lieb and Mark Barrett - Allen Lich Associates, presented the plan for the Police Department. First, they showed the site plan for the property and demonstrated the traffic Dow for the civilians, prisoners and staff. A question was raised concemhig the possibility of a drive through sally port. This option was not feasible due to the costs restraints of the projects as well as the adjacency of the Rumford River. A drive through sallyport could costs as much as $150,000. The programming issues need to be fine tuned, the Chief and Town Manager will be working on these prior to the next meeting. Chief O'Neill would like to go on record stating that lie is opposed to the size of the Mansfield Emergency Management Agency (MEMA) expanding from 486 square feet to 1425 square feet. MBC TVIlNUTES - MAY 16, 1995 MEMA has tripled its size. The potential for second story expansion has also been reviewed. This might be an option for the future it is not a possibility for this project. The possible re -use of the cells was also discussed. The cells may not be re -used. The code on cell construction has changed and there cells do not meet the requirements under the law. The cells could not be adapted to meet the present code. This option was reviewed and it is not possible. Anew cell block needs to be built. A suggestion was made to relocate the female shower doors for more privacy. FIRE DEPARTMENT: (Chief Sliney responded to an emergency call - Lt. Towne joined the meeting as his non- voting representative.) WEST MANSFIELD STATION: Roger Hoit and Don Walter presented the plans for the Fire Department Projects. He showed the site plan for the West Mansfield Station. It was a tight fit without any alterations to the wetlands (this would keep costs down). The floor plan for the new station was also discussed. There were several alternatives on this project. The architects met with Chief Shiley and discussed the priorities of the department. It was decided to present the project with add alternates. The first being to add an area to expand the classroom, fitness and kitchen areas, the second was to add the third bay and the third alternate was to add office space for the fire administration staff. The Committee looked at these options made some suggestions to keep the construction costs down. this will be further discussed when the Chief is present. NORTH MAIN STREET STATION - CENTRAL: The renovation project with the North Main Street Station will be minor. A limited budget dictates the amount of work that can be completed with this project. The scope of the work will consist of grading the floor, redesigning the doorways and installing roll - up doors. This work will be done to keep the integrity of the appearance of the station, and it will be the most cost effective. If there is money not spent on these renovations it will be used for upgrades for man -power or to possibly install devices to top -fill the tricks. The Architects will incorporate the comments made this evening by the committee into the project. In two weeks there will be revised plans and cost estimates for the projects. The next meeting for the municipal projects is scheduled for May 30, 1995. The Committee discussed the attendance and necessity for all members to participate in the entire meeting. The secretary was directed to note the departure time and attendance of all members (regular and associates). d NIBC MINUTES - MAY IG, 1995 The Town Manager presented the plans to build a salt shed. The Committee reviewed the plans and made the following motion: MOTION: To approve the plans of a predesigned Salt Shed. The MBC additionally recommends that this project meet all applicable building and Zoning Codes as determined and enforced by the Town of Mansfield and as long as the construction is properly supervised under the direction of Mr. Dave Archard, Asst. Town Engineer, the MBC does not need to personally monitor the construction of this building. (MacCaffiie/Antoine) 4-0-0 PASSES The MBC offered to assist Mr. Archard at any time with this project. Mr. MacCaffiie stated that he investigated the roof at the COA/Library. It was his opinion that the shingles have deteriorated and cracked due to a manufacturing defect. MOTION: Send a memo to the directors of the Library/COA stating that the condition of the shingles appears to be due to a manufacturing defect and request that they forward a copy of the warranty to the MBC for action. (MacCaffiie/Antoine) 4-0-0 PASSES MOTION: To adjourn at 10:00PM. (Carpenter/Antoine) 5-0-0 PASSES Respectfully submitted, Maureen R.
