At the May 24, 1995, meeting of the Planning Board, Keyes Associates have been scheduled on the agenda to discuss the School Projects. This meeting is not for site plan review but as a preliminary meeting prior to the June 1, 1995, submission date. The MBC was concerned with date discussed for final plans. The plans need to be over 90% complete for submission for site plan review. It was stressed to Keyes that it would not be appropriate to submit the plans and not allow sufficient time for review by the necessary parties. The site plan fees were also discussed. In the January 11, 1995, memo to the Board of Selectmen requesting fee waivers, site plan was not mentioned. MOTION: To request the Board of Selectmen waive the fees associated with site plan review for both the schools and municipal projects. (MacCaffiie/Antoine) 4-0-0. A letter has been sent to Ms. Lark Palermo Commissioner of Capital Planning and Operations concerning the QMS - ADA issues. No communications have been received from this department to date. Dan Freeman - Keyes Associates informed the MBC that the plans were at the 75% completion state. They will be between 80 and 85% complete for the June 1, 1995, submittal date. One June 1, a set of drawings will go to the SBAB and a second set will go to the Architectural Access Board. Submittal of the projects are being coordinated with Dan Freeman and Bob Gurek. A blank set of forms were given to the MBC for their review. Approval of this project is expected within 6-8 weeks from June 1. Keyes expects to go out to bid the first week of August. The bids will be received at the Town Hall and opened that evening at the MBC meeting, details on this will be discussed at a future date. MBC minutes - May 23, 1995 The MBC received copies of the Geotech report. The report does not include the borings plan. The MBC asked that Keyes forward this information as soon as possible. The report will be reviewed when the borings plan has been received. The MBC also received copies of the infrared survey done on the High School RooE Copies of this report will be made for the committee to review and discuss at a future meeting. Copies will also be given to the School Committee for their review. The Committee discussed the condition of the root the possibility of adding the roof as an add alternate to the project was debated. This looks like a warranty problem and should be pursued by the Schools. MOTION: To recommend to the School Committee that they pursue the warranty on the roof at Mansfield High School and take whatever actions are necessary to resolve this situation. (Carpenter/Antoine) 7-0-0 PASSES. (NOTE: Bill Antoine left meeting - due to illness) Dick Battles- TCI presented the plans for the plumbing, fire, heat and electrical systems for the school projects. The MBC viewed the plans and made the following comments: installation of vinyl divider curtains in the Robinson School Gym, the ballast in the light fixtures having the warranty run with the installation date and not the manufacturers date, reuse of the surplus light fixtures at the school department, TV and data outlets, suggestion of the electrical inspector to leave the generators in the present location, adding the emergency lighting at QMS to the specifications, the installation of Air conditioning at the administration offices,(The MBC discussed bringing the power to the offices but putting this in the project as an add alternate. The areas in question are the Principal, Vice Principal and secretarial staff at the Robinson, and QMS) The Committee stressed to Dr. Nicoletti that all these things cost money and asked what he was willing to cut from the project. The High School science labs were discussed. The air flow situation will be further investigated to determine the problem of air flow. A suggestion was made to purchase portable hood vents under the furniture and fixtures budget. The MBC also recommended that the circulation desk at the High School Library be modified to meet ADA requirements and not replaced. The data outlets in the library were also discussed. The next meeting for the school projects was scheduled for June 13, 1995. MBC minutes - May 23, 1995 The MBC canceled the May 30, 1995, meeting scheduled for municipal projects.
