As of this date the MBC has not received notification of the resignation of any associate members. The proper procedure of appointments was discussed this matter was referred to the Town Manager for his review. MUNICIPAL PROJECTS - PROJECT REVIEW: POLICE STATION: The Architects from Allen Lieb Associates presented the revised schematic design plans for the Mansfield Police Station. Conservation issues concerning the site plan were discussed with the environmental planner. There will be a total of 94 parking spaces on the site. The necessity of paving was discussed, maybe this could included as an add alternate. The floor plan has been revised. Some of the changes were a direct result of cost. The project appears to be over the approved budget as of this date. However, there may be some flexibility with the renovation budgets. Some costs cutting ideas were discussed. The ideas were to review the window situation, eliminate construction in the basement and use this area as storage, eliminate the elevator and replace it with a chair lift, quality and grades of products, elimination of furnishings and equipment items. Chief O'Neill also asked about opening the wall between the impound area and the sally pori. Cost figures for this request will be developed. (MBC estimated this cost to be approximately $9200.) MOTION: To approve the schematic design of the Police Station with the revisions discussed. To authorize the architects to proceed with the design development phase of the Police Station. (Carpenter/MacCaffiie) 7-0-0 PASSES Summary: To delete the renovations to the basement with the exceptions of the armory space (to include proper exhaust system and weapons storage cabinets), and E911 system { operations area. To replace the elevator with a chair lift and to investigate the windows to Municipal Building Conunitte - Minutes - June 6, 1995 determine if the windows have been replaced, if not then the windows should be brought up to current code standards. FIRE STATION -CENTRAL:. The renovation work on the Central Fire Station will mainly consist of replacing the bay doors with 11' x 14' roll up doors. The rolling mechanism will not interfere with the exiting apparatus. The front facade will look similar to the existing entrance way. The MBC requested that the architects look into purchasing matching brick rather than go through the labor intensive process of re -using the present bricks. The floor in the bays will be adjusted in the front so that additional height can be obtained and equipped with a proper drainage system This amount of work will be approximately $100,000. Chief Sliney would like the architects to replace the doors on the small bay and rear of the building. All bay doors need to fled into the ventilation system to automatically turn on the exhaust system when the apparatus exists. FIRE STATION - WEST: The architects showed the committee a site plan of the West Mansfield Fire Station. There was no filling or replicating of wetlands in this site plan. There are 11 parking spaces in the rear of the facility for employee parking. The apparatus will have a drive through bay with the driveway having a width of 22 feet. There was some discussion concerning the scope of the project and the ability to build the project that was sold at Town Meeting. The MBC felt it was important to build the footprint of a full facility three bay building leaving the lower priority items to be included as add alternatives to the bid documents. Several options were listed as negotiable items, such as land clearing, ordering standard (off -the shelf) windows, paving, painting, use of prehung doors and floor finishes as well as type of construction (stick frame, metal stud or masonry). The MBC will discuss with the school project architects the predicted amount of excess material that will be removed from the schools. This material may be used for the Plymouth Street site. The plans will be revised to include all the comments including the illustration of storage units, public toilets. The construction materials will determine if the building needs to be equipped with a sprinkler system Members of the MBC commented that they felt the members of the Mansfield Fire Department have great pride in their facilities it is evident in condition and maintenance of their existing stations. MOTION: To approve the schematic design of the Fire Station - West with the revisions discussed. To authorize the architects to proceed with the design development phase of the Fire Station. (MacCaffrie/Antoine) 7-0-0 PASSES Municipal Building Committe - Minutes - June 6, 1995 TOWN HALL: F The architects had revised plans of the connector between the new Town Hall and Memorial Hall. There was one option that showed no connection to Memorial Hall. It was the opinion of the MBC that the connector was important. Memorial Hall needs to be made accessible. The elevator and connector would serve this purpose for both buildings. The revised connector would be 3920 square feet, a reduction of almost 2000 square feet Rom the original plan. The elevator would still have six stops there would not be enough room to do ramping in the interior of the connector. Both the front and the rear doors must be accessible to handicapped individuals. The entrance will beat the fust level of the building. Comments from residents included, size, access issues, aesthetic design of the connector, sensitivity of historic features and styles of both buildings. Comments from the members includes, entrance at first level, access from both the front and rear of the building, multilevel elevator stops. A representative fiom Cable Access inquired about establishing a cable studio in the upstairs conference of Memorial Hall. Both the Town Manager and Town Hall representative agreed that the proper adjacencies for departments have been established. The needs of the community could be met with the number of meeting rooms that were proposed. A comment was made on the necessity of the slanted walls in the thud level meeting room The walls were slanted to improve the acoustics of the setting. MOTION: To approve the schematic design of the Town Hall with the revisions discussed. To authorize the architects to proceed with the design development phase of the Town Hall. .,,. (MacCaffiie/Antoine) 6-0-0 PASSES The Architects were instructed to have the plans available by June 15, 1995 for delivery to the Committee.
