The members discussed the connector to the memorial Hall Building and expressed approval on the revised connection. They particularly liked the way the linkage was used to `meld" the two buildings together. The options of having an a roof extension from the connector to the sign was discussed. If this roof is not serving as a necessary aid to the drainage of the roof flow but rather a decorative feature than the committee felt that the costs the deciding factor over this addition. The comments from the department heads have been incorporated into this plan. A comment conceiving the relocation of the Treasurers office was made. The treasurers office was moved to allow the lunch room to be located at the South Main Street side of the building. The architects will work on the development of construction documents for the July 11, 1995, meeting. MBC Minutes - June 20, 1995 FIRE STATION: - WEST The revised plans for the West Mansfield Fire Station were presented. All comments were incorporated into this plan. The construction will be steel stud, plywood face with vinyl clad exterior. The interior doors will be all pre -cased and the windows will be standard vinyl clad Anderson(or comparable brand). Most of the construction will be under the control of the General Contractor, this will keep the construction costs to be kept down. Costs were discussed, with the changing to this type of construction, it was felt that the project could come in very close to budget. The Town will explore the possibility of clearing the land, using the Town bid for paving and using excess materials from other Town projects to keep the costs down. The Committee also discussed putting this project out to bid by itself as the scope of work has changed significantly from the original plan. Chief Sliney stated that he was happy with the changes and the construction type of the West Mansfield Fire Station. The architects were instructed to develop construction drawings for the next meeting. (*R. Feeley arrived 7:45PM) FIRE STATION: - CENTRAL Chief Sliney submitted the following list of to be included in the renovations of the Central Fire Stations. Overhead Door Replacement 1. Replace emergency generator Chief Sliney prioritized the list stating any work to the building itself should be considered first then work to the outbuildings and yard would follow. The committee recommended that the architects cost of the items. A determination of what may be included or bid as add alternates will be discussed when the costs estimates have been received. MOTION: To approve the schematic design of the Central Fire Station with the revisions as discussed. To authorize the architects to proceed with the design development phase of the Central Fire Station. (MacCaffrie/Antoine) 8-0-0 Unanimous (*D. Royle left meeting to attend School Committee 8:1 OPM) POLICE STATION: The Committee reviewed the site plans for the Police Station Project. The smaller windows in the rear of the facility will be replaced with energy efficient windows. There will be a minimal of site work needed on the project. A recommendation to extend the sidewalk on the cemetery side of the driveway to West Street was made. The on site parking exceeds the zoning requirements. Zoning calls for 73-74 spaces there will be 93 spaces. A possibility to establishing a walkway linkage to Union Street would allow some of the excess parking to be used for Town Hall. The architects will prepare a waiver application for the use of a three stop chair lift to replace the need for an elevator to access the basement and MEMA offices. The basement will remain unfinished but the HVAC, electrical and plumbing systems will be brought up to code. The armory room will be approximately 9'6" x 13'6" and contain 5 fire arms lockers, a work bench and discharge chamber. The Chief will supply a lists of weapons to the architects to insure the armory will have sufficient space. Confiscated weapons will be stored in a secured area in the evidence vault. r MBC Minutes - June 20, 1995 The architects felt that they were getting closer to the overall approved budget. It was suggested that each facility manager should develop a lists of costs cutting measures. The Committee expressed concern with the costs of the Police Facility and requested that Chief O'Neill be prepared if his facility exceeds the amount approved at Town Meeting. (*Chief O'Neill left meeting to attend to police business 8:40PM) The Town Manager expressed concern of the situation with the location of MEMA. MEMA will remain in its present location until further notice. This is a programming issue that will be determined by the Town Manager. Committee member MacCaffrie commented that he feels that his position on the MBC is to keep costs down and incorporate cost cutting measures to the projects. He feels that comments made to incorporate other non essential items should be closely monitored. Committee member Carpenter feels that we may have to cut from all projects, we could run into serious trouble with change orders if we don't curtail excesses from the beginning of the projects. The Municipal Project discussion closed at 8:50 PM. LIBRARY/COA: The Committee met with Leslie Pasch, director of the Library and members of the Board of Library Trustees to discuss the problems with the library roof and air conditioning unit. The coil in the au conditioner system burst flooding the building with hundreds of gallons of water. This may have been a result of the lack of maintenance of the system The DPW will handle the maintenance of the unit. The roof was leaking in the vicinity of the skylight. The skylight was replaced and then the roof leak became severe. The roof was repaired again and this second repair appears to have been the correct fix. A suggestion was made to have vents cut in the all to help dry out the soaked insulation. Leslie will look for the warranty information on the roof shingles and forward them to the Committee. The Committee will pursue this matter. MINUTES: The Minutes of Juue 6, 1995 were reviewed. MOTION: To approve the minutes as wiitten.(MacCaffiie/Feeley)6-0-0 PASSES.
