POLICE STATION:
The Committee reviewed the plans which were presented by Mark Barrett and Allen Lieb
fromLieb Associates. The sidewalk on the cemetery side of the walk cannot be added
due to the location of a stone wall in the front of the property. Windows removed from
the rear side of the building maybe reused in other parts of the building. The MBC
requested that the architects investigate the flashing in the area of the ceiling windows.
The ceiling may remain at the present height. The elevator will be replaced with a two
stop chair lift. If the basement area is to be used for the offices of the Mansfield
Emergency Management Agency (MEMA) it must be made accessible.
The MBC reviewed the correspondence conceiving MEMA. Mr. Robert Button, director
of MEMA was present. It was the opinion of the architects and the MBC that due to the
MBC Minutes July 11, 1995
changes in the construction of the West Mansfield Fire Station that it was possible to build
({ a three bay station. It was decided that if a three bay station (that meets the program
requirements) could be built then the MEMA offices would relocate to the Central Fire
Station - Squad One Bay. The bathroom facilities adjacent to the bay would be
reactivated and upgraded to meet the ADA code. Comments were made concerning the
need for an eighty foot antenna. Due to the specialized equipment used by MEMA
repeaters could not be used. It was the consensus of the Town Manager and the Fire
Chief that if the objectives could be met then MEMA would relocate.
Dick Battles from TCI, reviewed the HVAC system for the Police Station. Some of the
existing equipment would be reused and additional roof top units would be added. The
interior wall construction will be masonry block in the high traffic (prisoner) areas with
sheet rock installed in the low use areas. This could result in a possible savings of
$20,000. The MBC also looked at the use of prefabricated cells with a projected savings
of between four and six thousand dollars per cell. The Committee is awaiting budget
figures for the Police Station. It appears that it is still over the budget allotted for this
project.
In order for the projects to come in within the allowed budget cuts must be spread among
all the projects. The sequencing of the projects in important. Once we have fixed costs
on the other projects then the Police Department can be adjusted accordingly.
(*Dianne Royle arrived 7:45PM)
TOWN HALL:
The connector to Memorial Hall was viewed. The Committee was pleased with the new
plans. The Town Hall project is progressing. The MBC reviewed costs estimates.
The MBC discussed the possibility of adding a cable studio to the top floor of Memorial
Hall. There was no money in the project for renovations to Memorial Hall. Dick Battles
of TCI, reviewed the HVAC plans with the Committee. There would be several zones for
heat and air conditioning throughout the building.
(*Dianne Royle left meeting 9:27PM)
FIRE STATION - WEST:
Plans were presented for a three bay station in West Mansfield. The Committee reviewed
the costs which were still over the amount approved at Town Meeting. The Town would
be assisting in this project by bringing the utilities to the site, clearing and paving the lot,
painting and landscaping. Flooring was not included in the budget. The need for a clerk
of the works was also discussed. The exhaust system for the bays was discussed it would
be similar to other stations in the area with the exhaust fans located in the ceiling that
turned on when the bay doors were opened. The ability to build a three bay station is
contingent of the Town's participation in the project.
MBC Minutes July 11, 1995
FIRE STATION - CENTRAL:
The improvements to the Central Fire Station were reviewed. The improvements included
several items from the list that had been previously submitted by the Fire Chief. The
improvements for the addition of the MEMA offices were also included.
The MBC directed the architects to proceed with relocating MENU to the Central Fire
Station (contingent upon a three bay station being built), reactivating the bathroom
facilities adjacent to the Squad One Bay, applying for a chair lift variance for the Police
Station. The architect for the Police Station was also directed to prepare the most
effective cost cutting measures and discuss them with the Police Chief. The Chief must
decide what is workable for his department. The HVAC system at the West Mansfield
Fire Station will include air conditioning to the communications room, all other areas will
have accommodations for individual air conditioners units (units to be supplied by the Fire
Department).
The committee was informed of a conflict concerning the associate members of the
municipal projects with the next scheduled meeting of July 25, 1995.
MOTION: To adjourn the meeting at 10:45PM (Carpenter/Antoine) 8-0-0
