Chairman Young attended the Finance Committee meeting and updated the attendees on
the status of the School Projects. In summary, there are options that need to be
considered, ono option includes using the Town's portion of the share to do one of the
projects now. Some of the attendees asked about using other town fronds to bid the
projects prior to the October Town Meeting. D. Young thought little would be gained in
doing so (MBC members agreed). He also noted that insufficient project funds would
exist if the project construction was delayed past next spring.
MBC Minutes - August 8, 1995
MUNICIPAL PROJECT UPDATE:
Mr. Don Walter discussed the renovations required for the Central Fire Station to
accommodate the offices of MEMA. The committee gave the direction to proceed with
the toilet room renovations, changes to the interior door and to incorporate a man door in
the roll -up door on the squad one bay.
The committee expressed displeasure that the project was at the 40% phase of completion.
The MBC advised the architects to get on target in accordance with the schedule that was
submitted. A letter will be sent confirming the dates and expressing the concern of the
MBC. The next meeting of the municipal projects will be scheduled for August 22, 1995,
at 7:30PM. Strekalovsky and Hoit should be at the 75% completion phase at this date.
The municipal projects will be presented to the Board of Selectmen on August 9, 1995, at
8:00PM.
SCHOOL PROJECTS UPDATE:
Representatives from Keyes and Wallace Floyd and Thompson Consultants, Inc. attended
the meeting. They expressed concern that the projects were put on hold. Mr. Williams
and the committee gave their assurances that the outstanding invoices would be paid as
promptly as possible. There is a tentative date for a special Town Meeting in October.
Members of the MBC were concerned with the delay on the projects and discussed
alternatives to bidding, construction start-up and completion schedules, asbestos removal
and accessibility issues. The following motions were approved.
MOTION: To discontinue any work on the school projects due to the ruling
fiom bond counsel - until we receive direction from the Board of
Selectmen, as the financial advisors of the Town.
(MacCaffie/Antoine) 5-0-0 PASSES
MOTION: To advise the Board of Selectmen that should the school projects
delay beyond this construction season that the increases in the
projects will be in excess of $2 million, which might eliminate one
full project increment. The currently approved fiords pertaining to
ADA issues are not sufficient to cover the required work at the
Qualters Middle School if the projects do not go forward. The
AMC also feels that in order to complete all the projects, within the
funding allowed, they must be constructed as one encompassing all
the renovations to the High School, Middle School and Robinson
during the same time period. (MacCaff ie/Antoine) 5-0-0 PASSES
