MUNICIPAL PROJECTS UPDATE:
WEST MANSFIELD FIRE STATION:
The first item was to name the fire station, leave it as the `hew West Mansfield Fire
Station".
Discussion on the site - we would be sheet draining all the paving into the wetlands and
the floor drains would go though a gas separator into a man -hole and into a pipe. Town
Engineer made recommendations that there would need to be some modifications. S&H
have stopped their contour work and grading of the site waiting for the input from the
Town Engineer. A meeting was held to discuss the engineering of this site. A memo was
drafted to D. Clifford, B. Swanson, S& $ B. Williams, Dick Battles, TCI.
The construction drawings were reviewed. They are now in the 85% range of completion.
Discussed the installation of an acoustical tile ceiling (ACT ) in comparison to sheet rock
drywall cost 1.60 - 1.90, lighting fixtures were not a consideration to costs. The Chief
commented that he likes ACT because it leaves area accessible to cabling etc. Dick
Battles discussed mechanical systems. Comments on the grinder pumps, can roof vents to
tied together so that there will only be one roof cut, code will be checked on this situation.
The Chief asked about forced hot air with central air being installed. There is no fimding
for full air conditioning in the living units. The units may be in the f rruiture allowances.
The costs were prohibited to do anything other than wall -units. Discussed heated bay
areas - would maintain the heat for the trucks not for the comfort of personnel. The Chief
was concerned with enough power for the ice and snow melting. A recommendation was
made to down size the boiler and using four gas heating units (similar to the system
installed at the North Attleboro Fire Station). It was the consensus of the Committee that
that was acceptable. John Johnson - electrical engineers - discussed cabling for telephone
and data. A gas emergency generator will be added. Electrical and telephone service
could be run overhead from School Street.

CENTRAL. FIRE STATION:
Reviewed doors, HVAC,. New exterior light fixtures will be added as well as flag pole
fixtures. We will review the replacement of main door after the bids come in.
(Doug Ronald left meeting)
POLICE STATION:
Discussed prefab cells, car washing facilities, floor plans and demo plans, can the
management offices can be refigured to use existing walls and also explore the opportunity
to leave walls in the front of the building. It's the same uses of the same room. Cut and
patch items can add up the costs considerably. The holding cell will be built out of block.
Hollow metal door in the detention areas, and birch doors in the office areas, Can the
existing doors in Town Hall be re -used. Discussed bidding of the case work, and
mechanical systems. The water main will need to be upgraded for the sprinkler system.
There will be many changes to the electrical systems due to floor plan. A diesel generator
is recommended as opposed to gas. The Fire Chief asked if the generator be relocated to
the cement pad during construction. The code will be reviewed to verify what must be air
conditioned off the emergency generator. Discussed exterior lights, request the lights, and
water main and electrical be absorbed by the Town. Installation of the floor drain and gas
trap in the sally port will be reviewed for the code issues. A floor drain will be included in
this project.
(Doug Ronald returned)
TOWN HALL:
Parking has been recalculated four additional parking spaces has been obtained. A sign
will be added to designated employee parking. Cedar fencing will be added for privacy
and as a sound barrier in the lot and timed lighting fixtures will be included. Five sub-
division polls would installed - straight down lighting, they would be lower. A
recommendation to change the existing lighting fixtures at the front of the Town Hall
Doug will discuss this with the light commissioners. Doug would like the lights to match
the light fixtures now on North Main Street. MBC in agreement on the proposed light plan
for the front of the building. Landscape plans are being developed. Steve was concerned
about the extension of the canopy to the sign for Town Hall, this will be recalculated and
reduced. Mechanical Systems were reviewed. The lights for the meeting rooms were
discussed, accommodations for presentations were not included. Dave recommended
turning the layout of the room by 90 degrees with the elimination of the two smaller
rooms, the cable room must be accommodated. Changing the flow of the room would
eliminate spectators from the hall.
BIDDING OF THE PROJECTS:
MBC Minutes - August 22, 1995
Roger Hoit feels that this should be bid as three separate projects. There may be some
complexity due to the funding of the W. Mansfield Fire Station. Town Hall should be bid
separately and the Police Department should be bid at a later date due to price changes.
Central Fire Station can be included with the Town Hall. Larry feels that the West
Mansfield Fire Station should stand alone due to the nature of construction, the Central
Station can be included in the other projects, Town Hall and Police Station is unclear.
Concern was expressed over the caliber of the contractor that we would get with the
smaller outfits. Most concerned with this involving the Police Station Projects. Can they
be packaged as all three or with one projects. Will this be a strategy problem concerning
the selling of the package to Town Hall. Direction from the MBC is West Mansfield Fire
Station willbe bid separately. The other projects could be bid individually at three prices
or what is the lump sum prices to do all three. Roger Hoit feels that it is not in the best
interest to include the Town Hall and Police Station, concerned over carrying the money
for 18 months. Is the Town willing to pay for stored materials at today's prices - The
items would be bought and stored. Roger would like to ask the opinion of other
contractors in the field. Lag time must be included in the Police Station start date.
Discussed geotecht services for the municipal projects. Will be reviewed by all members
and returned with comments by the 12th. Discussed clerk of the works position.
The next meeting is scheduled for 9-12-95.
MOTION: To adjourn the meeting at 10:55PM. (Carpenter/Feeley)
Unanimous.
