MUNICIPAL PROJECTS:
The specifications for the projects were reviewed and comments were made by the
Committee. The MBC discussed the floor tile at the Park Row School, the removal of the
floor tile should be the work on the general contractor however, it needs to be noted that
the tile may contain some asbestos. The new guidelines do not specify containment for
removal, there was concern that the interior of some wall sections that there may be some
piping. The other asbestos removal work should not be bid out but it should be listed as a
unit price under the general contract. A staging area needs to be determined a possibility
of using Park Row and closing it to through traffic by the means of fencing was
discussed. The rear parking lot area will not be used for staging of materials the only
work that will be done in this area is for the improvements to the parking lot only. Put in
the classification for the rate for janitorial rates for the final clean-up on the project. This
must be asked for up fiont. The Town's affirmative action plan will be included in the
specifications. Painting needs to be included in the Fire Station Specifications.
Bidding was discussed. The bid specifications should be separated into each project.
Central Fire and Town Hall will have a combined bid form. The Police Station will have
it's own bid form and there will be an addenda which combines all projects on a bid form.
The Committee is satisfied with the bidding plan.

Station Renovation Project. Discussion included the type of berm that will be installed,

system is separate from the project belonging to the Town. The Chief asked if the Town
will install a fire hydrant in the rear of the building. A flag pole will be added in the front
of the building. Grading and curbing was reviewed. Kitchen and communications
casework was discussed and would be included in the project, all other casework would

A staging area needs to be delineated. The area discussed was Park Row with the
possibility of closing it off with fencing. A memo will be drafted on the closing of the

sign will say Mansfield Town Hall. The relocation of the Town Bell and clock are not
considered part of this project. The Planning Department and the Board of Health Offices
will be switched to the proper locations.
The Town Manager forwarded a memo in regards to the appointments of the MBC. The
appointments were discussed and a memo was drafted to confirm the correct expiration
dates.
A brief overview of the Finance Committee and the joint department meeting was given.
The Special Town Meeting warrant article for the East Street well was discussed. This
well would be used to water the soccer field at the Jordan/Jackson Elementary School and
extended to the fields on East Street. FinCom requested that the money for the wells
come out of the balance of the Jordan/Jackson School account. A memo will be sent to
the appropriate parties on this matter.
Geotechnical issues and the RFP were discussed. Larry Carpenter did a wonderful job in
the development of the RFP. The Committee thanked him for volunteering for that task.
