One option that was discussed was to pay Keyes Associates $100,000 from the school budget and then the schools would seek reimbursement after the Town Meeting. The Committee discussed this and were concerned with the legality of this and other complications that could arise at Town Meeting. The consensus of the MBC was to wait and pay Keyes Associates after the Town Meeting vote, if this fails then Keyes could legally pursue collection on the outstanding balances. A memo to IE\IFH and TCI requesting the final balancing report. High School Roof - Carlisle Roof says that this was a maintenance issue, because the roof hadn't been maintained - resulting in the separation of the membrane which allowed leakage into the insulation layer of the roof system Some areas have been covered and have been fixed. Bernie stated that during his tenure as Director of Buildings and Grounds that the roof had been maintained and inspected by a representative of the roof company. (the roof company is referring to the time period prior to the maintenance program that has been established by Bldg. and Grounds) The warranty stated that the Town purchased a Roof system which would include the installation. The MBC feels that this is a School Department issue and that the school's attorney should respond to this. MUNICIPAL PROJECTS: The members of the MBC reviewed the comments with the architect that were made at the site plan review meetings for each of the municipal projects. The Planning Board will review the sites on September 27, 1995. POLICE STATION• MBC MINUTES - SEPTEMBER 26, 1995 Comments included modification of the Cape Cod berm to a monolithic berm, drainage ` - calculations have been submitted and we are awaiting drainage comments, a recommendation to locate a hydrant and Siamese connection in the front of the building the water connections are in the rear of the building, costs would be less in the rear of the building. The Fire Chief reviewed the location and after discussion with the MBC it was relocated to the front north/west comer of the building. Concerned was expressed with the roof drains -existing, lights. A request was made to develop a landscape plan for the Police Station Site. The MBC will take the position to pursue an exemption for the landscape portion of the plan. Traffic directional signs should be painted on the pavement. A request was made to eliminate the access road and car wash pad from the Police Station. The access road and car wash area will not be changed because they were submitted not in accordance to the proper protocol and the late hour of the request. The Conservation Commission has already ruled on this and will be issuing an Order of Conditions for the site. The MBC is in consensus with this recommendation. Emergency Generator: NFPA 110 - recommend 96 hours worth of operation from the generator. We have a 36 hour fuel generator. The re -use of the existing window wall from the side of the building was discussed, due to structural constraints and required modifications the re -use of the existing windows will be at the contractors discretion. Re -use of the interior walls, saving close to 100 feet of existing wall space in the interior administration area. Discussed differences in spec documents for Town Hall and Police Station the numerical code for conveyances will be used for both the elevator and handicap lift. WEST MANSFIELD FIRE STATION: Discussed the site plan review comments. The site engineering work was done by the Town. A special permit needed may be required for the landscape plan portion of the site. Discussed clearing of the site, stumping will be done and then the Town will install the services. The MBC questioned that the services are being installed prior to the site being filled. The added items - painting and kitchen cabinets will increase the cost of the project. TOWN HALL,: Site plan comments, sidewalks are concrete, discussed the drainage for a 25 year storm now they are designed for a 100 year storm, nice gravel base, Board of Health agent will do his own tests, signs are included, discussed abutter boundaries, parking lot buffer, exterior lighting will be added. The MBC is doing the best they can at this point, usage of the rear parking lot is a policy issue. Parking scenarios were discussed. MBC MINUTES - SEPTEMBER 26, 1995 Cable, data specifications, telephone, specifications, are owned by the Town. Concern was expressed by the installation of voice, data and alarm systems. The MBC is doing the best they can with the money that was given to them These are the items that were eliminated when the budget was cut. The Chairman discussed the next phases of the project. He stressed that communications through the proper channels was critical. Any changes that are made that increase the project cost will have a negative monetary impact on the rest of the project. It is important to remember that everyone is on the same team, we could not have done any better, we've done the best we could at the minimum costs for the good of the community. The next meeting of the Municipal Building Committee was scheduled for October 10, 1995. MOTION: To adjourn at 9:55PM.
