The Well will be placed on the Jordan/Jackson side of the stream. This will be sent out to bid after Town Meeting. Mr. Goddeau of Buildings and Grounds will come in two weeks to present an REP. Location needs to be decided. Roof spots should be repaired after the winter season and after the instillation. An REP will be developed for MBC review on this project. The preliminary figure is around $10,000. High School Roof Warranty- the attorney for the School department is reviewing the warranty. Discussion about roofing system which involves insulation. The MBC has referred this item to the School Department for their resolution. MUNICIPAL PROJECTS - UPDATE • Strekalovsky and Hoit has sent out 360 sets of bid documents for the municipal projects. • File sub -bids will be opened at 12:00 noon on 10-26-95 for the Police, Town Hall and Central Fire Station. • The opening for general bids for the Police, Town Hall, and Central Fire is scheduled for November 7, 1995 at 7:00pm • The opening for general bids for the West Mansfield Fire Station is scheduled for November 9, 1995 at 2:00pm Minutes - Oct.24,1995 - MBC Members MacCaff c and Carpenter advised the MBC that the companies they work for John T. Callahan and Charlesgate, respectively, may be bidding on the projects. Both members stated publicly that they are not involved in the bidding process, nor are they informed about the possibility of bids being prepared and they would refrain from giving advice or information or engage in discussion concerning the Mansfield projects. FUM STATION - WEST: The File sub bids came in lower than we expected by about 20,000. The low bidders appear to be fine. Discussion on certification of payroll wages took place. The site for the West Mansfield Station needs about $100,000 worth of site work. Can we revamp our responsibilities for site work, if this is included in the contract then it could easily send the project over budget. Mr. Clifford, DPW Director has stated to Chairman Young that he didn't feel that he could handle the grubbing and filling on the site. Maybe with the delay in the bid date discussion could be initiated with DPW. The MBC does not feel that the Town should be responsible for the filling of the site. Roger asked if we can put this site work out as an alternate to determine what the costs of the site work and the building is separately. Either the Town will do all the work, dispose of the stumps, and keep the loam or the General Contractor will be responsible for the stumps and leave 800 +- yards or loam at Plymouth Street. FIRE STATION - CENTRAL: Chairman Young spoke about the need to have a separate bid amount for the Central Fire Station. There is a concern about the timeliness of a ZBA decision, A separate bid amount for the work at the Central Fire Station doesn't seem to be possible. It would have to be delineated as an alternate in the bid. If the variance isn't granted then we could go out to bid on the central fire station. POLICE STATION• Chief O'Neill discussed the possibility of obtaining a generator prior to construction. The generator could be negotiated out of the contract should this occur. Member Feeley has sent in his application to be reappointed to the MBC. Barry Turner - 76 South Main Street. an applicant for the clerk of works position. gave the MBC examples of work samples for their review. The documents were forwarded to the secretary for distribution to the screening committee. Mr. Hoit, asked about reimbursement for printing costs on the bid specifications. SCHOOL PROJECTS - UPDATE Discussion about the Town meeting and the figures that are being put forth. Member Giordano distributed a cash flow statement. If we get a positive vote on 11-6 then Minutes - Oct.24,1995 - MBC Robinson would go forth - Spring of 96, Middle School - Spring of 97, High School - Spring of 98. Discussion followed about bid ding and scheduling. It was the consensus of the MBC that the cost of inflation would not allow the third project to be completed. The financial options are not the responsibility of the MBC. The MBC will follow the direction of the Town Meeting their statement is that the money won't be there because of inflation to complete the three projects.
