Hoit RE: Fire Station and Police Station bid review. • Analysis of Project budget review MUNICIPAL PROJECTS: Roger Hoit reviewed the bid documents with the Committee. References have been checked for the apparent low bidder and they appear to have good references. The MBC asked about the number of change orders and how the contracts were completed in their other projects. Provided the scope of the project does not change then we can make changes up to 15% of the project. Discussion of cost figures fiom Consigli Construction Company with review of the West Mansfield Fire Station. Discussed and reviewed the project analysis for Central Fire Station and Town Hall. How close are the figures: Town Hall - $200,000, West Mansfield - $75,000. Can we get the figures for air conditioning. Can we scale back the office space in West Mansfield. The Town Manager would like to review this with the finance committee. We need to discuss this situation and see if there is any flexibility. We need to see what can be done legally for the Town. Bill asked that we receive a viable set of options for the committee to review. Members of the Committee commented on concerns over fumes and unsafe buildings, N. Attleboro went out to bid three times. Using fire department personnel to paint was not an acceptable alternative. Can we direct the money allocated to Central Fire Station to West Mansfield. Chief Sliney would prefer to get Plymouth Street moving. Member Ronald feels that we should move forward we can review the Police Station later, we should move towards Town Hall and West Mansfield. Member Royle asked if it is in Town's best interest to go out to bid again. Concerned with the connector to Memorial Hall. It would be better to connect. Chief O'Neill does not feel that the Police Station is the least of the problems. We should watch the budgets so that the money is not taken from the Police Station. The Police Chief will work with the Department of Corrections to do demolition's, and probably for finish work. We should be creative with work and labor on the projects. We are committed to complete all the projects. We may to need to sell the Paine School and West Mansfield Fire Station. Cable has money to give as rent if they could get space for a studio. A full report will be given at the next meeting. MBC- MINUTES NOVEMBER 14, 1995 INTERVIEW - MR. LOUIS BARTOLINI Gave an overview of himself and the various projects that he worked on.
