Counsel will also be attending the meeting. There is no executive session planned. A
traffic study will be conducted. The Planning Board can give the number of parking
spaces. We could have a change in the Zoning Regulations brought before Town
Meeting.
CONSTRUCTION MEETING - FIRE STATION:
Anthony Consigli, Greg Burns and Michael Cordianne represented the Consigli
Construction Corporation. The discussion involved the relationship with DPW. Some of
the work has already been started. The area will be evaluated once some of the material
has been excavated. Lowest point of the site is at 139 feet. The highest elevation is at
141 feet. Consigli felt that it would be to their advantage to start this work in the winter,
prior to the heavy rains of spring. A possible start date would be coordinated with DPW.
Work should begin by February 1, 1996. Weather and soils conditions need to be
considered. Once the loam is out and the gravel has been brought it the job would not be
difficult. There would be a need to bring it approximately'3 feet of fill While the
foundation is beingcompleted, the Town can coordinate their site work. The water table
is at 136.5 feet depending on water level. Test pits were done 11/94. Completion date
expected to be August 31,1996. Dan Clifford and Mike Ahem arrived and were given an
overview. DPW agreed to work with the proposed schedule. The permit application for
the West Mansfield Fire Station will be prepared and submitted within the next few days..
The dewatering program will be completed by DPW. Once DPW has completed thea
work and more dewatering is needed then Consigli would be responsible. Consigli has
vast experience with site work. The members of the Committee reviewed the schedule of
values and a time line for the project. Consigli will forward to the MBC a cash flow
statement for the Town Accountant.
Chairman Young asked about the price for the work at the Central Fire Station:
Members Antoine and Carpenter will coordinate a meeting to discuss prices.
Prices for Town Hall Carpet Consigli has been working on this project. Mohawk
Carpet is approximately $6.05 more than the competitor. The committee discussed
concern over the use of Mohawk from past experience. The woven interlock carpet is the
recommended type of carpeting, a manufacturer has not been determined. Suggestions
were made to explore other reputable carpet manufacturers.
Windows: This item was researched and there could be a possible savings of $500 - $800
in the project. The architect does not recommend going down a step on this item The
Committee recommended the use of the Lockheed windows, as designed.
MBC -minutes t-2-96 2
The MBC will be putting together a list of persons authorized to visit the construction
site. Mike Cordianne stated that for insurance reasons he does not allow anybody on his
construction sites
(*Amos Robinson arrived 8:00pm)
Chairman Young gave Selectman Robinson an overview of the project . He explained the
scope of work that DPW has been hired to do. Selectman Robinson commented on the
compaction testing. Compaction testing can be done through Strekalovsky and Hoit as a
reimbursable expense. He wants the foundation to be put lin correctly so that we don't
have to be worried. We will be hiring an independent contractor to do the testing portion.
The Committee discussed the letters in the press. They reviewed the article written by the
Chair. Selectman Robinson stated that there will always been criticism, and we should all
look forward. He felt that it's very late in this point of the project to start objecting to this
process. The Town Manager stated that this has become an operational problem as
members of the Board as they have now taken a position against the program that the
majority of the people and the Board of Selectmen support.
In recent newspaper articles joint fire and police facilities in Seekonk and Saugus were
being priced at a cost of over 5.5 million dollars.
The next meeting of the MBC was scheduled for January 9, 1996 to discuss the school
projects. The meeting of January 16th will be a workshop to discuss the police station.'
