CAPITAL PLAN UPDATE - SCHOOL PROJECTS:
The School Committee and the Municipal Building Committee held a joint meeting to
discuss the School Projects. Chairman Young stated that the role of the MBC was to give
technical support not to sell the project, Charman Chilson stated that the School
Committee will sponsor a Warrant Article for all three schools. The Committee discussed
the bid prices for the municipal projects and stated that the decision to package the bids
creatively did have a financial benefit to the Town. However, there was no benefit for the
Police Station project which was slated to begin after the Town Hall conversion was
completed.
Keyes Associates had been advised not to begin work on the project until after we
received direction from the School Committee. The MBC still feels that the best option is
to package the projects together. Chairman Young asked where the School Committee
will go from here. The consensus of the School Committee was that the process will have
to be redefined and will become apparent noticeable during the budget process that the
impact will be felt dramatically.. In April we should have more financial estimates from
the architect. There will be more information from the legislature in July. The School
Committee stated that they are meeting weekly and will advise the MBC of their intentions
by February 1st. It is up to the School Committee to move forward on the projects.
The School Department is still researching the Chapter 60 fiords for the energy
conversion. MBC member, Larry Carpenter, suggested that if Town Meeting is not
favorable for the school projects then the School Committee should move forward with
the energy work. There may have to be some minor revisions to the documents. The I
coordination between the two items could be handled with the issuance of an addenda.
`School Committee member, Emil Giordano, welcomed members of the MBC to
participate, with the School Department, in the Chapter 60 program.
Chairman Young suggested to wait until after Town Meeting to ask Keyes to proceed. A
decision on how to proceed with bidding needs to be addressed. The Committee learned
that the combined bidding on the Municipal Projects was more complex due to the filed
sub bids. School Committee member, Andrea Micheli, feels that we need to decide what
is the best for the Town and children which is to proceed with all three projects. Due to
the inflation factor will could be an increase in the estimates that presently have. Emil
feels that we should look at the Chapter 60 program and review the capital plan to change
the mechanical plans. The School Committee will advise the MBC by February 1st on the
direction they wish to pursue.
JORDANUACKSON UPDATE:
MBC - Minutes - January 9, 1996 2
Review of the RFPs for the roof repair and the installation of wells at the Jordan/Jackson
School. The members feel that there needs to be some modifications to these bids. We
need to have the snow guard work completed prior to any other work being done. The
comments on the RFP were turned over to the School Department for their review.
MUNICIPAL PLAN -UPDATE:
Review of the Board of Selectmen meeting, we should be receiving a traffic study this
week. Chairman Young, will speak with Roger Hoit on the redesign on the Police
Station. Chief O'Neill will have information to the MBC on his discussion with the
Department of Corrections by January 12th. A representative from the Dept. of
Corrections may be attending the next meeting on January 16th.
