WEST MANSFIELD FIRE STATION: The Committee reviewed the work that is being done on the site of the West Mansfield Fire Station. The site is being stumped by the Department of Public Works (DPW) The building inspectors have asked for a geotech engineer to review the removal of subsoils. The code and egress issue has not been resolved. There are several ways that this can be resolved. The contractor can price out the changes of the glass and the fire rated sheet rock. The architect stated that the building inspector has given several suggestions to resolve this issue. The members of the Committee felt that it is up to the architect to design the area to meet the Massachusetts Building Code - Fifth Edition, which is currently, in effect. There appears to be some confusion to which code is being referenced such as the 1987 BOCA or the Massachusetts State Building Code - Fifth Edition. The MBC discussed this situation. MOTION: To send a letter to the Building Inspector asking that any code compliance issues that may arise are referenced, in writing, to the Massachusetts State Building Code - Fifth Edition - by article and section, in order that they may be properly addressed by the architect, contractor and MBC.(Feeley/Antoine/Carpenter)7-0-0 MOTION: To hold the letter to the building inspector until after the Town Manager can meet with the building inspector and architect to resolve the code compliance issues.(Williams/Carpenter) 7-0-0 (NOTE: a draft letter will be written and reviewed at the next meeting of the MBC) MBC Minutes - 2-26-96 2 PRECONSTRUCTION MEETING - PARK ROW: On February 20, 1996, representatives from Strekalovsky and Hoit Architects, Consigli Construction Company, and Al Bacchiocchi did a site walk through with the Park Row. The assistant building inspector did an inspection for asbestos. The 9x9 and 12x12 floor tiles were suspect to contain asbestos. The architect took samples and will have them tested. The specifications called for these tiles to remain. Because of the conditions of weather and no heat the tiles have been lifting from the flooring. Mike Codianne from Consigli stated that he had a crew remove some of the loose 9x9 tiles and it took about 6 man hours to remove about 700 square feet of tiling. (the building contains approximately 5000 square feet of 9x9 and 7000 square feet of 12x12) Member Carpenter expressed concern over the cost of disposal - ($3;000 per dumpster, we could use 2 dumpsters) The architect is asking that the construction company explore the removal of the 12x12 they will work on this on Tuesday. A determination of the 12x12 needs to be made. Consigli feels that the removal of all tiles will result in a better final product. The consensus of the Committee is to remove all the 9x9. MOTION: To authorize the Chairman, after careful consideration and consultation with the architect, to approve a change order for the removal of the tile and have the Town Manager sign. (Catpenter/Feeley) The light fixtures were discussed. The contractor asked if the Town would like to reuse any of these fixtures. The Town Manager suggested that DPW do the walk through with the electrician and give their recommendation. There is no reuse recommended for the plumbing fixtures. The contractors are working on the schedule of values. They would like to requisition for the bond cost. Chairman Young asked for an overview of the project schedule. The fence could be installed as soon as Wednesday or Thursday. Park Row will be used as the staging area. The MBC would appreciate it if the workers would not park in front of residences. the schedule of work in the building was discussed. The next month should entail demolition, some gravel may be installed in the first level. (8:10 Roger Hoit Left, 8:15 Amos Robinson arrived) Member Liddick asked for a list of subcontractors that will be working. Consigli feels that most of the work during demolition will be done by their workers. The subcontractors will be from the filed sub -bids. Consigli asked that we furnish them with a list of the persons that are allowed on the site. A recommendation was made that other interested parties can visit the site with notice given through the Clerk's office. The MBC members, public safety officials and inspectors have access to the site at any time. Other visitor toms can be coordinated € through the clerk of works. The MBC will prepare a memo to be distributed. MBC Minutes - 2-26-96 Respectfully submitted, Clerks trailer is 8X16 - Lou asked about receiving copies of requisitions. Chairman Young asked that we get one fully outfitted trailer at the Park Row and delete the trailer at the West Mansfield Fire Station site. Consigli will get the costs and report back to the Committee. WEST MANSFIELD FUM STATION: (continued) Top soil is being removed. The Committee was under the impression that this issue was resolved. Consigli stated that they expect to be paid $12.50 per cubic yard of fill. Chairman Young stated that Consigli review the grabbing section and that Consigli owns the fill. He feels that this is clearly the responsibility of the contractor. Dave will talk to Roger in regards to this issue. The Committee and the contractor reviewed the addenda. The Town Engineer discussed his observations of the site. DPW has stumped the lot and they have set up the pump and will begin trenching the site. The Town Engineer forwarded a copy of a memo he had written to the Conservation agent. Procedures for communications need to be established. A memo will be drafted asking that the MBC is copied on all communications concerning the projects. The Clerk asked that he be included on the correspondence and requisitions as well.
