MUNICIl'AL PROJECTS:
MBC Minutes -April 16, 1996 2
Chairman Young discussed the status of outstanding items with the Architect. The MBC
requested updates for shop drawings, cash flow reports for the Town Hall and Fire Station
Projects, Change Order for Central Fire Station, evaluations and quotes for firms to do
testing, the revised contract amendment - showing that S & H will coordinate testing
under their contract.
The Architect, Roger Hoit, gave a brief overview of the projects. The members of the
MBC, architect and Clerk reviewed the requisitions for payment (Town Hall $102,184.83 -
Fire Station Project $23, 053.58) from Consigli Corp. Chairman Young reminded Mr.
Hoit that we have not seen the cash flow statements for either project and the consensus
of the MBC was to withhold payment to Consigli until we have received the cash flow
reports. Mr. Hoit stated that he will fax over the cash flow statements by 9:00am.
(7:30 - Mr. Madan arrived)
MOTION: To approve the requisitions as submitted. AMENDED TO
INCLUDE and will be forwarded to the Town Manager for
approval, once the cash flows are received, after review.
(Carpenter/Antoine) 6-0-1 (Williams abstained)
NOTE: The Town Manager requested that he be allowed to review the construction
requisition with the Clerk prior to the meeting.
The status of the shop drawings were discussed. The MBC requested that the log be
forwarded to the MBC secretary for distribution to members.
(7:40pmMr. Gazzolo arrived)
The Architect presented invoices for his services for construction administration.
Mr. Gazzolo asked about tracking the finances for the projects. Chairman Young
explained the MBC system.
The Clerk and Mr. Hoit gave status report of the construction meeting of 4-16-96. The
footings are in place, forms are in place for the walls, for the West Mansfield Station and
they will be poured within the week - depending on the weather. The HVAC work for the
Town Hall was clarified, a deduct C/O had deleted the returns but because of the
conditions of the ceiling some of the duct work needs to be added back into the project.
(Mr. Madan (serves as Mechanical Inspector for the Town) asked that the copies of
changes be forwarded to the Building Inspectors office) Larry Carpenter mentioned
concerns of Asst. Bldg. Inspector in regards to the ceiling holes. The clerk asked that if
something is brought up then it should be consistent. (i. e. In a discussion at a meeting
previously, the Asst. Building Inspector stated that this patching was not necessary
however, he later stated it was necessary.) Member Carpenter also asked that the
structural steel details be submitted and framing of the floor for previous box outs be
addressed.
MBC Minutes - April 16, 1996 3
The Buildings Inspectors Office has requested that tests be performed on the footings for
the Fire Station. As well as the concrete cylinders testing be obtained for pouting of
concrete. The members discussed the need for the testing. It was the consensus of the
MBC that although it appeared to be an excessive amount of testing at additional expense
to the project that the Building Department was within it's rights to request this and it
would eliminate the possibility of any challenges made in the future to the stability of the
site and foundation.
The Clerk also brought up the irrigation sprinkler - for the So. Common, the removal of
the lights poles on Park Row. The Light department will be removing the pole with the
electrical panel for the South Common.. This was referred to the Town Manager for this
work. This need to be coordinated as soon as possible.
The Board of Health Officer requested an internal window be added to his office, as well
as the location of data and voice ports be verified, this was referred to the Town Manager
as it is a programming issue.
The issue of pulling cable for voice, data and cable TV was also discussed. This needs to
be coordinated at this point. The walls will be closed in within two weeks. Chairman
Young asked that the Town Manager review the budget for the cable, voice and data, and
will bring up with the Selectmen. Former associate MBC member Doug Ronald did a walk
through of the site with the Clerk.
The Architect discussed the meeting concerning Change Order No 2 (West Mansfield) for
the filling of the site at West Mansfield. This was for 1,000 yards of fill for $7,500. Mr.
Hoit reviewed the' specifications. He stated that he has taken some of the responsibility of
the unclear writing of the specifications and will deduct $2,000 from his fee for the West
Mansfield Fire Station. The Claim could have been for $36,000 and with the payment for
the 1000 yards will release us on the claim and now we will be able to move forward on
this. Chairman Young thanked the Architect for coming forward with resolving this issue.
Mr. Hoit has gone the extra yard for the Town.
MOTION: To approve change order #2 for $7,500 for fill for 1000 cubic yards
of fill, (Feeley/Liddick) 6-,1-0 Williams opposed.
NOTE: The Architect was asked to firmish a letter to the Committee that releases the
Claim from Consigli Construction Corp.
SPRINKLER SYSTEM - WEST MANSFIELD FIRE STATION:
Mr. Williams gave an overview of the inquiry of the sprinkler system by a resident.
Member Feeley asked if this went through site plan review and why was a building permit
issued if the sprinkler system was necessary. He felt that the review process should have
caught this item. Mr. Madan replied to Mr. Feeley's comment. This is an optional state

law adopted by the towu.(MGL Chapter 148 -Section 26-G) An apparent oversight was
made. it concerned Member Liddick that the plan was modified and no one noticed this.
Chairman Young asked that the town's position of the sale of proceeds of the West
Mansfield Fire Station go towards items that are needed. Member Carpenter stated that
we cannot spend money that we do not have. Mr. Gazzolo asked if there are any other
discrepancies or other area of concerns. Mr. Madan asked how much the more will be
needed.
MOTION: To authorize S& H to move forward with a sprinkler system design
for the West Mansfield Fire Station from Contingencies.
which is sufficient to get a change order for the subcontractor.
(Carpenter/Antoine) AMENDED TO Authorize the chairman to
move forward with design if the fees for design services from
Strekalovsky and Hoit do not exceed $3,500.00 8-0-0
Chairman Young read a letter from D. Clifford stating that he will not continue work on
the West Mansfield Fire Station site until he has received approval from the Town
I
Manager and the Board of Selectmen. The MBC had received estimates from DPW for
$56,000. The Town Manager will bring this forward to the Selectmen. A delay in this
will result in possible claims for delay and coordination issues. Mr. Madan clarified the
DPW procurement situation. Member Feeley asked the Town Manager and Chairman of
the Board for their support in recommending that the DPW continue their work on the
site. The Town Manager clarified the position of the DPW. The MBC has supported
DPW and their work in the project.
Irrigation Systems - for the South Common. The Town Manager wants a pipe to go to
Town Hall and the South Common. Chairman Young asked that the Town Manager
coordinate the future lawn irrigation system and suggested that Mr. John Buckley, Asst.
DPW Director meet with the Clerk to discuss this.
Authorization for the Central Fire Station needs to be decided. - Mr. Hoit was asked to
prepare Change Order for Central Fire Station. This will be discussed at the May 7th
meeting.
