SCHOOL PROJECTS:
Keyes Associates has been on hold since July 18, 1996. We are asking Keyes for a project
schedule, construction schedule and the coordination issues with the School projects.
The full construction program for the Robinson School will move forward as a result of
the Town Meeting vote this spring. It should be approximately 4 -'6 weeks before
substantial energy can be devoted to this program. Keyes personnel is committed to meet
the June 1 deadline for 6 other school projects. They will be available for Mansfield for
the fist week of June; ready to go out to bid for the end of summer and have a contractor
hired by mid fall - (October 1st.) Keyes needs to coordinate the scheduling with in the
specifications. Permitting was in order, a question was asked in regards to the walkway to
the Jordan/Jackson School. Cost factors were also discussed. It appears that costs have
gone up in the 5% range. We might also face a lot of competition in August. Keyes
would like to have their price estimator do another estimate prior to going out to bid.
Timing of bidding is crucial The Robinson School budget is $7,100,000. Keyes asked
the Committee to review their budget and report back. Mr. Ron Ashton would like the
documents to be brought closer to completion before getting estimates. Phasing has to be
determined prior to bidding, this will have an affect of the price. The Chapter 60 project
will encompass some of the work that will be included in the renovation projects. There
will be a recommendation in regards to the awarding of the contract for the Chapter 60
project. This information will be forwarded to Keyes. Keyes needs to prepare a cash flow

statement for the Town Treasurer which is reflective of their costs through construction of
t this project. We need to look at reductions through deduct alternates as we cannot alter
the program that was submitted to SBAB.
Bob Gurek stated that if any work that was included in the project was contracted then it
would lock in the rate of reimbursement. This could be costly to the project if it was sent
out separately. The School Committee recommended that the Robinson School asbestos
removal be included in the bid documents. The asbestos in the Robinson was minimal.
Leo Sciarappa, Principal of the Robinson School asked how sequencing will be
determined. Bob Vogel stated that it is up to Keyes to coordinate with the principal his
program The general contractor should meet with the school administrative staff on a
regular basis. Safety is the highest priority, it will be for both the contractor and school.
There will be some inconveniences. Flexibility will be key for the success of the project.
There will be many changes as the construction program progresses. A suggestion was
made to have the team leaders meet with the Committee and Keyes Associates to discuss
the potential issues. A suggestion was made that the new areas be constructed first. A
calendar will be forwarded to the MBC. The most difficult time for the school would be
the fall of 1997, when the new areas are being occupied and determining how access will
be maintained to the existing space. Location of the library was discussed.
There was a discussion on communications with the coordination of the school
construction project. There would be a clerk of works that would be available to act as a
conduit between the contractor, the principal and the architect. Jim Liddick willbe the
member from the committee will who be responsible for the Robinson School.
When would Keyes will be available June 11th. Keyes will forward two full sets of
plans and specs to the MBC.
Larry Gannon discussed start-up costs. These are the cost that we would not have
inured if the project went through start to finish. Bob Vogel will put together an
estimate for the June 11th meeting. Dave also noted that the project was originally
scheduled that the projects would run one each year so that the contract with Keyes was
reflective of this.
The committee reviewed a draft guest column. The committee recommended that the
articles be submitted monthly. We get our invoices monthly.
The discussion of keying the building was discussed and it was recommended that it be
keyed from scratch and design a master system. Who gets keys and how it will be decided
is a program issue.
