MUNICIPAL PROJECTS:
Mr. Bert Cook, Inspector of Buildings and Zoning Enforcement Officer and his assistant,
Mr. Al Bacchiocchi, from the Building Inspectors Office attended the meeting and stated
that they are concerned about several issues in relation to the municipal projects. Mr.
Cook asked for better communications between the MBC and the Building Inspector's
Office. The Committee and the representatives from the Building Inspector's office
AMC Meeting - 5-21-96 page 2
discussed several issues conceiving details on bolts, vapor barriers, changes on plans not
being submitted with architectural stamps and signatures, job responsibility and
notification responsibility. It was the consensus of all present that Changes and Omissions
need to be addressed by the architect, code issues and violations should be addressed by
the contractor and violations must be addressed by the proper party.
Assistant Inspector Bacchiocchi commended the Clerk of Works on his logs and
communications.
(*Bill Williams and Chris Marion left meeting at 7:55 - Amos Robinson arrived 7:40)
The Committee was happy that the representatives from the Building Department came
forward to open communications.
The keying schedule has been presented and it has already been reviewed by Mike Ahern,
DPW,and Lou BartoIK Clerk.
The architect discussed the issues presented in the 5-14-96 letter.
1. Roof Hatch installation and demolition $675.00 and have it reviewed by the
Electrical Inspector (BABL) 7-0-0
2. Windows- reviewed the bricking It would cost $1451.00 -The Clerk will have the
Town Manager to sign off on this 5-1-0 (Carpenter opposed)
3. Sprinkler System estimate from TCI was $24,000, the contractor will be getting three
additional quotes from other subcontractor. This will be a separate contract through
the subcontractor. If the sprinkler will be installed after completion then Chief Sliney
will file an appeal to the State Board for the sprinkler systems.
4. Change Order #4 has been signed by all parties for $15,000.00
5. The architect does not agree with the price of the duct work. This has not been
authorized or approved ($18,000 +installation is TCI's estimate issued price 2 weeks
ago) The submittal for the duct work has not been completed through the process.
The work has been progressing, however, based on our earlier conversations we
should notify that this has not been approved and that they are proceeding at risk - and
that this issue needs to be resolved.
(**Bill Antoine left meeting 8:45)
6. The Committee reviewed C/O A. r Town Hall
7. Issued sketch drawing from computer room change and there may be some charge
associated with the relocation of the electrical
8. Member Feeley asked about the status of the Central Fire Station. The Chairman
informed the committee on that matter.
9. The architect and the committee reviewed and discussed the contract for architectural
E
services. Some items needing contract clarification were printing costs $10,000
actual cost was approximately $16,000 for all four projects (deposits held for non
MBC Meeting - 5-21-96 page 3
returned items is approximately 700.00), Site Survey work - these items were less than
that amount,
10. Requests for additional services by VHB - site plan work and additional calculations
for conservation and planning board hearings - $5,746.00
11. Police Station will be the topic of the meeting on 5-28. A meeting has been scheduled
with the Police Chief.
Chief Sliney asked about the size of his office and the window in the communication
room.. He stated is upset over the sprinkler system stating that the blame is being put on
his office. The Committee discussed the situation.

some of these financial issues.

expertise and also set some goals for improvement.
