Target is to have all code issues addressed by Consigli for building department to issue a certificate of occupancy on Wednesday. Don Walter is working on getting all required affidavits submitted and the certificate of substantial completion issued. TCI has issued a punch list for mechanical items which needs to be reviewed. Chief Sliney submitted a list of items he would like to see addressed as well. Larry Carpenter asked that the roof be inspected one last time as well prior to release. The committee stressed the need to have all as-builts reviewed prior to submitting the next Consigli requisition. Operation and maintenance manuals must also be in hand. All agreed that the fire department could move their furniture in on Wednesday 11-6-96 but that actual occupancy would rest with receiving an official occupancy permit. Communications tower installation is being arranged through Ed Sliney and is budgeted for about $500. TOWN HALL Project meeting to address the window issues was held. Consigli and Lockheed appear to be in agreement with the required revisions and have agreed that they own all costs. Therefore recommended Stekalovsky and Hoit (S&H) revisions will be implemented. Larry Carpenter requested that S&H issue a formal written agreement and Rich Feeley asked that S&H issue a plan with it that indicates what is to be done at each window. Don Walter agreed these would be done. z% General discussion on the South Main Street entrance sidewalk and its poor condition. Lou Bartolini updated the project status of the other trades. CAM is catching up and has been staffing the project with 6 plus people daily. Electrical subcontractor is falling behind now. S&H to send appropriate letters expressing concerns to them, Consigli and DCPO. Will call a project meeting to review issues if need be. Expect final paving in about a week. Wood fence in parking lot being installed. Request to have all building repointing checked and done prior to cold weather. Lou B. and S&H to coordinate. POLICE STATION Update on design status at next MBC meeting. ROBINSON SCHOOL PROJECT The first project meeting was held on Monday November 5, 1996. Ron Ashton provided a brief overview of that meeting. Also the construction contract has been signed and the official completion date is April 27, 1998. Ron Ashton and Walter Parker are working on getting the property line and survey benchmarks resolved by obtaining the required information from HSI who did the most recent survey. The gas line installation will be coordinated with all appropriate parties and Bob Gurek will notify the gas company of our desire to have it installed. The ground breaking ceremony will be coordinated by Jim Liddick with the School Committee and school staff. All agreed a Saturday morning would be best and a potential date is November 23, 1996. All project correspondence from project meetings should go to attendees, the MBC, Building Dept, Fire Dept., Town Manager, School Superintendent, and Project Coordinator. All RFIs should be addressed to Keyes Assoc. Jim Liddick has reviewed three proposals for material testing firms provided to him from Keyes Assoc. Costs for each are similar. Jim has checked references for all and recommends Haller. MOTION: To authorize Keyes Assoc . to subcontract with Haller Testing to provide (` material testing services for the Robinson School project (Carpenter/Liddick) Approved 5-0-0. Ron Ashton has received and reviewed a schedule of values from Callahan along with their first pay requisition. He recommends approval of both. The requisition is mainly for the contractors bond costs on the project. General conditions will be billed on a percent of completion basis. MOTION: To approve Callahan Pay Requisition No. 1 in the amount of $47,450 and the associated preliminary schedule of values (Carpenter/Antoine) Approved 5-0-0. Keyes Assoc. will be working on processing change order no. 1 to address the filed subbid amount errors and to address the value for the missing ADA hardware. Callahan will be directed to provide pricing on the asphalt shingle roof alternate. Steve MacCaffrie from Callahan distributed a preliminary phasing plan and schedule for discussion. He reviewed their methodology behind the plan. A four phase plan is being evaluated. Several suggestions to revise the plan were made. Leo Sciarappa stated he is willing to put up with some reasonable hardships in order to help get the project done earlier but that some things will be difficult to accommodate. The most difficult issue would be to ask teachers to move their rooms multiple times during the construction time. Potentially acceptable items might be having students eat in classrooms for a short duration of time or to close specific bathrooms etc. A request to have the phasing plans done on the actual design plans was made so that it is easier to review and coordinate. Callahan will revise the phasing plan and bring an update version based on input received to a future meeting. Site offices trailers will be on-site within a couple weeks. Building permits have been filed for and site work on the revised bus loop may start within the week. Walter Parker's contract was signed and he is officially on board. MOTION: To adjourn at 10:30 p.m. (Carpenter/Feeley) Approved 4-0-0 Respectfully submitted, David F. Young Signature of Chair / y / Date of Acceptance - Vote 1`4
