MUNICIPAL PROJECTS UPDATE:
WEST MANSFIELD FIRE STATION:
Louis Bartolini, Clerk of Works - gave an update on the construction work that has been
completed. The Building Inspector's Office is looking for the shop drawings for the joists.
There was discussion on the anchor bolts and the means of installation along the center
partition. Approved documentation is needed for the anchor bolts, and has been
requested several times. The clerk stated that he feels that the contractor is not following
procedure as set forth in accordance with the specifications. The architect stated that we
should be dealing directly with Anthony Consigli. The MBC feels that some measures
need to betaken until the outstanding issues have been resolved. The project is
approximately two weeks behind, there is no reason that it should not be completed in
accordance with their project schedule. Andres Gazzolo, FINCOM, asked about the
sprinkler system. It's approximately $28,000 as estimated for the sprinkler system with an
additional $10,000 projected if the system is installed after construction is complete. The
Board of Selectmen asked the MBC for an update of the costs. The water main is
connected into the building. We need to act on this within two weeks The MBC asked
that the architect put a push on the pricing from Consigli.
(7:55pm- Antoine arrived)
The Committee reviewed the color scheme for the West Mansfield Station. The rendering
shows large numbers on the apparatus bays. The Chief asked that the numbers be located
on the door, in the middle -second panel down, no larger than 12".
MBC Minutes June 18, 1996
MOTION: To approve the colors as submitted (Sliney/Feeley) 6-0-0
TOWN HALL:
The clerk gave an update on the Town Hall project. There are some coordination
problems with the duct work. The electrical and plumbing has been inspected, the
insulation has been inspected and approved. There needs to be a resolution with CAM
HVAC, it is complicating the construction schedule. The site work has been roughed
out. The drainage is ahnost complete. We are awaiting shop drawings to complete the
project. The trades are progressing in accordance with the contract drawings. The roof
top units have changed due to the initial change order. Some of the rooftop units will not
be in until October. The architects have received some drawings on the miscellaneous
metals but they are awaiting for carpet information, and color samples. Chairman Young
stated that we need to pull everyone together to get this issue resolved.
There are still other shop drawings that are needed such as steel for the connector,
information in the roofing package and submittals for mechanicals and samples for
products. The insulation on the third and second floor needs to be reviewed. The entire
building envelope meets code, and the engineer will submit a signed and stamped affidavit
for the insulation. Member Liddick asked that Consigli be notified on items that need long
lead times.
The Committee reviewed the color scheme for the Town Hall. It was the consensus of the
MBC and associate members that the color for the doors would be "Mansfield Green.".
Chairman Young discussed the connection with the Memorial Hall. This needs to be
reviewed with the contract drawings. Member Liddick commented on the Progress
Schedule on the Town Hall Project. He stated that the work is not consistent with what
has been stated on the submitted schedule.
Chairman Young recommended that pay requisition No. 4 for both Town Hall and W.
Mansfield Fire Station be held a week and that Consigli attend the next meeting to review
the projects. All agreed with the recommendation.
MOTION: To send a letter to Consigli Construction Corp. stating that we are
holding the invoice until a meeting can be set and a resolution of the
outstanding items has been achieved (Feeley/Liddick) 7-0-0
POLICE STATION:
The police station layout was reviewed by the Committee. The amount of demolition
was reduced. It was the intention of the Architect to use as many of the existing walls as
possible. The cells are being priced. The price for a fully installed precast cell was
estimated at $17,000. Member Liddick would like to know the price of the a constructed
block cell. It was the opinion of the Chair and some members that precast would be more
expensive. The Chief gave an update on the meeting with the Dept. of Corrections, Tom
MBC Minutes June 18, 1996
Foley, Construction Supervisor, there are many variables based on the available of the
inmate population and demand of the other State jobs. This would be favorable to use
them in the beginning and the end of the job. It was recommended by the Chief and the
Architect that we should proceed as if the Dept. of Corrections (DOC) was not involved.
There was discussion on the scenario of the possibility of using Dept. of Correction
personnel. What happens with the procurement bid laws? It is covered because this is a
labor intensive part of the project. Because the materials purchased would be minimal.
The DOC would also have to bid on this part of the project as well. We could bid the
demolition as Alt. #1. The Architect will fiunish the scope of work to the DOC in August
so that they can respond to the MBC in Sept. Who will pull the building permit and how
will insurance issues be covered were discussed. Member Liddick stated that this has to
be completely laid out. Member Feeley - expressed his concern over the coordination of
the work with the two contractors.
The architect discussed some prices - the demolition was priced at approximately $35,000.
The revised estimate put forward by the architect was $1,188,000 the bid price was
$1,770,000. This is a comparison with the low bid versus the price estimate. It appears tc
be a reduction of $582,000.
According to the Chief, if the project is scheduled properly then they can move out of the
station for a period of time.(Late May - September is not recommended that this time
period be considered due to Great Woods Concert season.) He is hopeful that this may
save some money.
The Town Manager will be recommending that MEMA remain at the present location to
the Board of Selectmen. MEMA mentioned concern over the communications. The
Chief of Police expressed concern over MEMA being so close to his daily operations and
security issues to the location in the building. FINCOM member A. Gazzolo, asked what
is the strategy for the MBC, it was discussed that the prices will be confirmed. Then we
will present to the FINCOM and the BOS and await recommendations from their
respective Boards. There will be more information forthcoming from the MBC in July.
The Chief discussed that this station will be built for the future and we do not want to
repeat the sins of the past. The Chief discussed that the cells are vital. Dept, of Public
Health sets the rules governing the cells. Code requirements cannot be met with the
present cells without completely tearing them out.
(9:12 Bill Madan Arrived, A. Gazzolo left meeting)
The Town Manager expressed his thought on the bidding process. He stressed that we
need to be realists rather than optimists on this project.
The Chief stated that the current station cannot be used as a baseline and that they need
,- the recommended amount of cells. Chairman Young has stated that this cell issue has
been a high priority of the Chief, and he would like to meet the needs of the department.
MBC Minutes June 18, 1996
They will price out the cells both as a prefab and block construction. The MBC felt that
this is a good first step in the process and they were pleased with the work that they are
reviewing.
The next step for Strekalovsky and Hoit is to review cells, mechanical and re-engineering
systems, review ceiling heights, We need to make intelligent decisions by the end of July.
The MBC needs to make a decision to give the Architect the direction to proceed. The
Chief's idea of relocating during construction may give significant costs savings to the
project.
MOTION: To give the architect the direction to move forward with the project
as preliminary designed. (AO/RF) 7-0-0
SCHOOLS:
The MBC reviewed the Clerk of works position for the Robinson School project. There
are several issues that are important. Phasing and work schedules are extremely important.
The Committee will review draft job descriptions and requirements for this position and
report back in two weeks.
The MBC reviewed the request from Keyes for reactivation and shut down costs
associated with the school projects. The Town Manager has forwarded this item to Town
Counsel for a legal opinion. The Town Manager will meet with Town Counsel to discuss
the options and give the MBC direction on this proceeding.
MOTION: To adjourn at 10:15PM (Antoine/Feeley) Unanimous
Respectfully submitted,
