Cook RE: request for information. All requests have been addressed. An additional
request for a drawing on the corner detail was made by the Asst. Building Inspector.
Reviewed documentation for the HVAC Change Order $56,000. TCI has reviewed the
duct work and modifications due to change in equipment. At today's construction
meeting, Consigli mentioned that there were changes to the electrical. Some work was
roughed in prior to approval of the HVAC - therefore, the consensus of the committee
was that they would not authorize any change orders in regard to this installation of
unapproved work.
Member Liddick asked that all correspondence from Consigli and CAM be attached as
documentation for the Change Order.
Roger Hoit discussed that when the wall was removed and there was a difference of
several inches on either side of the partition. Member Carpenter stated that he discussed
this with the contractor and they viewed the tile floor and was given the impression that
this was the area in question. The Committee would like to have an even transition that is
smooth and no humps.
MOTION: To authorize propose Change order for $500.00 for the contractor
to proceed with the filling in the areas that are uneven.
(Feeley/Carpenter 5-0-0)
The Committee reviewed the West Mansfield Fire Station Scope Changes. The Committee
discussed this and thought some of the prices were high in comparison to the estimates
from Strekalovsky and Hoit. The consensus of the Committee would like to negotiate
with Consigli with an agreement that would only be binding based on Town Meeting
Approval. The Chau asked if the Architect would go out and discuss this with the
Contractor so that we will have prices that can be presented at Town Meeting.
The Committee asked for prices for the sprinkler system at the West Mansfield Fire
Station. The architect has two prices and a third price will be coming in. Chairman
Young stressed that the prices needed to be resolved immediately. We have been asking
for this since April 10, 1996. The Committee stated that we need all quotes in writing
with documentation. The Chair asked if the price for installing the sprinkler system was
still $28,000. Roger Hoit stated that he will contact a company and get an independent
contractor to confirm the prices given by Consigli. We need to get a final date from
Consigli to install the sprinkler system and to confirm if there will be a price change under
the General Conditions section of the contractors contract.
MOTION: Request the architect release the colors, for Town Hall, so that the
contractor can order his supplies with the exception of the wall
color. (Carpenter/Feeley 5-0-0)
NOTE: Helen Christianson - Asst. Town Clerk, (sent as a designee for Judy Scott) liked
the colors that were presented and commented that she thought the wall color should
have a soft hue.
Reviewed proposed change orders for Mansfield Town Hall and West Mansfield Fire
Station.
Reviewed Schedule of events of Municipal Capital Plan projects.
CAPITAL PLAN - SCHOOL PROJECT:
The Superintendent informed the MBC about a situation where water came in the
basement because of the construction at Town Hall. It was suggested to Dr. Nicoletti to
write a letter to the General Contractor informing them of this situation.
Ron Ashton - Keyes Associates, discussed the access road. The recommendation was
made to repave the wonderworks playground with a rubberized asphalt. There was a
comment to replace the stone with a handicap accessible mulch. It was recommended
that the Architects meet with the various code enforcement officials. The architects have
already had an initial meeting and it went well.
Member Carpenter gave his comments on his review of the plans. Specifically, he
mentioned the cutting of the floors to accommodate plumbing. Some ofthis area is
adjacent to occupied areas. Also, he discussed relocation of the electrical panel and
telephone cable in regards to the installation of the elevator. The issue of bus
transportation access was discussed. This needs to be done almost in the beginning of the
project. Member Liddick gave an overview of his review of the project. He made
comments on phasing of critical areas, such as the cafetorium and kindergarten area. Dr.
Nicoletti commented on the notification of the teaching staff so that accommodations can
be made. The Chair stressed that coordination of play areas need to be handled through
the principal and superintendent's office. Egress must always be maintained.
Clarifications and drawings would be made available for prior to bidding . A guideline for
phasing would also be issued with the bid specs. There was discussion on the possibility
of liquidated damages on the cafetorium schedule. It was the consensus that the
liquidated damages would not be included. But it would be emphasized as a critical date.
A request for a project schedule was requested to be submitted with the requisitions.
Preferably on Project or P3 with a disk forwarded to the Committee (clerk of works).
A clarification on the window type was requested. An alternate for window replacement
throughout the entire school was requested by Dr. Nicoletti and Emil Giordano. The
MBC felt that this was a big project that may be better addressed with the QMS project.
(9:30 Bill Antoine left meeting)
TCI needs to forward the Chapter 60 information for the Robinson School so that it can
be covered in the construction documents.
Dr. Nicoletti stressed that he did not want to make the foundation to accommodate a
second level. He felt that it would be too large, there would be 1200 children in the
school, an addition of 22 classrooms would be too large.
Members of the MBC were given copies of the existing job description for Clerk of Works
and asked to review.
MOTION: To adjourn at 9:30pm. (Carpenter/Feeley) Unanimous
Respectfully submitted,
Maureen R Doherty
