Mr. Rick Goddeau has discussed with A.Marin of A & M Roofing about a 10% retainage
until we have a six inch snow storm - we need to forward this to T. Council for
preparation
MUNICIPAL. PROJECT UPDATE:
Discussion on estimtes to complete fire station sprinkler system, quote on the landscaping
was less than Consigli's price and there should be a reduction for the paving in regards
cape cod berm There was also discussion on the case work for the day room.
A change for the drainage pipe under the driveway needs to be forwarded to the
Conservation Commission for their review as a field change.
The chair reviewed a draft memo that was prepared for the Board of Selectmen, Finance
Committee and the Town Manager. There was a discussion on the possibility of a reserve
fund transfer for the installation of the spinkler system - and reduce the amount of the
request at Town Meeting. B. Madan asked about stopping work. Members of the
Committee stated that the cost of stopping construction would be higher than installing
the system later. It was strongly recommended not to stop construction. The Chair asked
B. Madan for guidance - A. Gazzolo stated that fiscally it would save money - it will be
up to the BOS. The Chair will appear before the BOS to discuss this.
The chair asked for an update for the Change Orders.
There was a discussion on the Carbon Monoxide system at the West Mansfield Fire
Station. The Chief had a conversation with the contractor in regards to an installation of
a CO2 system as compared to a CO system The Chief stated that he has not spoken to
the MBC about a change in this system Member Carpenter asked to have the Architect -
review this. There was also discussion concerning the lights coming on during an alarm.
A price estimate was received for moving the radiator 1,019. We are awaiting a price for
the cost of the moving a telephone and electrical cable at the connector opening at
Memorial Hall. R. Hoit was directed to write to Consigli in regards to the delay in
receiving price information.
POLICE STATION:
The DOC has eliminated the work crews. He expressed his regret over the elimination of
this program
The cost estimate for the Station is approximaely $1,099,000 with the cell number reduced
to 7. This estimate is for construction only with the other items included would bring the
cost to $1,352,000. We are still approximately $200,000 short on the best case scenerio
on the Police Station. The Chair asked if partitions could be utilized to save money. The
Architect asked for guidance, he stated that this is bare bones for the programming. The

layout and circulation works, alternative floor plans were reviewed for savings. Any
reductions would not be prudent planning for the Town.
A. Gazzolo asked what the options are for construction. The Chair stated that we are
confined to the existing space. A. Gazzolo asked if the only option is financial or to
totally cut the program. Cutting the program would not be serving the Town's interest,
we would be throwing good money after bad. Selectman Mahana asked about Great
Woods building a holding facility on site. The Chief stated that a situation of off site cells
would be dangerous. Even cutting the cells would not make up for the extra costs in the
program. Bill Madan asked the Chief if he is comfortable with this program and going to
Town Meeting. Maybe this could be funded through Free Cash. Member Carpenter
stated that this is the third study of this building by architects. It is the most cost effective
program. The Town Manager stated that the Town Meeting can vote to raise the bond
issue. A. Gazzolo stated that a transfer from Free Cash might be the best option. There's
only a 5% contingency being carried. Holding the bid for Spring Town Meeting - would
increase construction costs by 5% per year. Chief Sliney asked about the money allocated
for the Central Fire Station. The Chair stated that this money is still in the Town
Hall/Central Fire Station Project.
Member Carpenter asked about the presentation for Town Meeting. We need a good
construction estimates. There will be a three month process period for the bidding. The
warrant closes on August 14th - it was stressed that it is not wise to amend the amount.
The Chair would like to give credit to Roger Hoit for sticking with this project.
We need this submitted to the MBC - by August 9th.
A. Gazzolo asked 1. To define the real number and who will sponsor the article for Town
Meeting.
Respectfully submitted
