MBC Minutes August 13, 1996
Ron Ashton and D. Nicoletti had conversations in regards to the relocation of 2
Kindergarten classrooms to the back extension on the second wing of the Robinson.
Keyes felt that it may be cost effective however, it needs to be reviewed with the engineer.
It should not be a problem with SBAB as the numbers and types of classrooms will not
change.
Leo Sciarrapa asked about the courtyard design: none has been done at this time, maybe
there will be an allowance. Asked about potential hazards with berry producing plants.
Discussed the need for 18 feet of chalk board specifications. Both marker board and chalk
boards are included in the specs. Ron asked about the percentage of tack board versus
chalk board. Leo will agree to 8 feet of chalk and 16 feet of tack board. The Fire Chief
mentioned that tack board needs to comply with the code or else it will need to be encased
with glass.
Dr. Nicoletti asked to have the health fitness trail moved - it was recommended that the
School Department move the trail because it would be more cost effective. Dr. Nicoletti
agreed to do this.
MOTION: To direct the Architect to proceed with the revisions as
recommend by the School Dept. representatives, assuming there
was no design costs increase (Liddick/Carpenter) 3-0-0
Discussion on changing the roof from metal to shingle would be a potential savings of
$150,000 to $250,000. There could be an advantage on the reduction of sliding snow.
Comments were made on any cost savings on the fire protection services. The Fire
Department asked for copies of the construction meeting minutes. There was also
discussion on the removal on the oil tank and any handling of contaminated soils. There
may need to be an addendum that the replacement of the oil tank in Phase I. The old tank
would be removed and the new tank will be installed during Phase I. The DEP said to fix
the pipe, but they were informed about construction, while the contractor was on site and
this was the time to do the wok. The idea was to have this project start with the clean-up
completed. The School Department needs to be informed that the soils needs to be
cleaned -up prior to construction. There was discussion on the need to have an
underground oil tank. It is allowed by code, the Fire Chief stated that these tanks are
being removed throughout the Town. MBC member Liddick stated that the new tanks are
entirely different from the tanks that were installed in the past. This needs to be addressed
through TCL Mt•. Sciarrapa agreed to tell the school department to address the soil
situation and they need to get together with Lt. Sarro - Mansfield Fire Department and
the DEP to rectify this situation. All known contamination needs to be removed from the
site prior to construction. We do not want to leave anything that is known. This has to
be directed through Robert Gurek - Business Manager for the School Department.
Comments on the review from the project. Discussion on project management. Mr.
Gazzolo asked about the possibility to maintain the original schedule and update from
MBC Minutes August 13, 1996 2
there. The committee would like the project schedule tied in with the monthly
requisitions. Member Liddick was reviewing the plans for cost savings measures, roof,
windows, VCT, carpet grade and removal of carpet in certain area, down grade of ceiling
tile and on the need to plan on items that can be modified to realize cost savings. There
could be some negotiations with the low bidder.
Bids - will be received no later than 2pm on Tuesday opened at that evenings meeting.
Chairman Young asked Dr. Nicoletti about the status of the concerns raised by the
Building Inspectors Office in regards to the permits for the Chapter 60 renovation
projects. Dr. Nicoletti will review this and see that any issues are resolved.
MUNICIPAL PROJECTS:
Discussed the status of work at the Park Row School, it's progressing well. awaiting
arrival of materials for completion and closure of interior walls. Member Carpenter
commented on the installation of the walls on the exterior of the connector. The arrival of
the fan coil units are still on schedule. There was discussion on the scuttle opening it still
needs to be installed. All other openings have been made. The project is still on schedule.
Change Order Status - Memorial Hall - piping $1,400, radiator $980, exterior wass
insulation $1237 and there's no price associated with the electrical work.
The MBC discussed the paving of Park Row. The trailers will be moved to the back lot.
MOTION: To direct the architect to move forward with the change orders for
the piping, radiator and insulation for the $3,617
(Carpenter/Liddick 6-0-0)
Note: it will be submitted with requisition)
Discussed the tile in the bathrooms, the 2 x 2 was spec as 1 x 1, that was not available,
wall time spec 2 x 2, there was a change to 4 x 4.
Discussed safety issues associated with the Park Row connector. A letter was sent by the
architects office and a copy will be forwarded to the MBC office.
WEST MANSFIELD FRE STATION:
The roof is completely installed, wall board is up, and all rough mechanicals have been
installed. The sheet rock is taped. The ceilings are remaining opened. The site will be
brought up to fill when the flag pole and the associated electrical work is completed. This
should be done within 3 or so weeks. Pine veneer doors are not available for the project.
Strekalovsky and Hoit has approved a change to a birch door. Member Carpenter
commented on the changes with the doors and the possibility of mismatched staining
MBC Minutes August 13, 1996
finished. The Architect stated that samples will betaken and that a test for stain matching
will be completed.
Estimate for DPW work in comparision to Consigli's work. Information, was received
on the sprinkler system pricing from another company interested in doing the sprinkler
system. Member Liddick stated that we need to confirm the price fiom Consigli for this
work. There was a verbal suggestion from Consigli to have the project extended with no
additional costs. Member Liddick expressed his displeasure over the service in regards to
this pricing. Mr. Gazzolo stated his opinion that Jim Liddick was right on target with his
expression. We need to know what the exact amount of the figure will be.
We need to know the exact funds that are needed to complete the project. The warrant
amount is $80,500. The clerk will call Consiglito confirm. Chief Sliney stated that he
had received a price from Bristol Fire System Company. Chairman Young commented on
this price quote for the sprinkler system. The Chairman explained that the system needs to
be priced in accordance with the plans. He felt that until the quote was based upon the
designs by the Architect that it was not a fair comparison. It should also be noted that this
will be marked up in accordance with Consigli's costs. Mr. Gazzolo asked if we received
$80,500 would there be other items that need to be included. This will be the number that
will complete the project, and allow the project to get a building permit. Chief Sliney
stated that the tower is $3,000, from Grinaldi Construction in N. Attleboro, Chief Sliney
informed the MBC that he and Mike Ahern, DPW, reviewed the pad and determined that
it is inadequate. Member Liddick stated that if this Tower is brand new copies of
specifications for installation should be available for review. Until that time that the
specifications for installation are reviewed - the adequacy of the pad can not be
determined. There could be additional costs for the pad. The costs now would be
$85,500. Dave Dineen, Kings Aviation, was asked by the Chief to review the air distance
between the fire station and the police station tower. Selectman Madan asked about the
installation of a pole and a pipe to reach the tower at West Mansfield. They commented
on the need of the size of the base for the 100 foot tower. This will have to be reviewed.
There was discussion on the installation of less than the entire Tower. Alternatives to
installation of the antenna tower. The Town Manager does not know what makes up the
actual costs. The operational issues need to be addressed. The Chief stated that he was
informed that the generator pad being poured not in accordance to the plan. The Clerk
will review this and report back to the Committee. The Chief stated that the piping and
location needs to be verified against the shop drawings.
POLICE STATION:
Mr. Hoit presented the Committee with a revised budget estimate for the police station
project. Construction costs are estimated at $1,252,000, Total all inclusive costs are
estimated at $1,682,000 (two items included $50,000 for casework for booking cabinetry
and $75,000 for finnishings. Furnishings will be removed and are recommended to be
included in the he Police Department's FY97 budget cycle.) Meetings have been held
f with the Engineers for plumbing heating and electric. There is presently $852,000 in the
MBC Minutes August 13, 1996 4
budget. Mr. Hoit stated that he is comfortable with these numbers for a fall bid with a
f, start date of February, 1997. To complete the project will be approximately double of
what we have allocated. Three architects have given us this number and the MBC feels
that the architects have demonstrated that there is not a cheaper way to get the
programming that's required.
The Town Manager asked about the additional revenues $200,000 from Paine School,
$100,000 from Park Row, (there is approximately $65,000 on for the Central Fire Station
project) There's a need of $465,000 - (includes revenues and remaining) No cuts have
been made by the MBC - they have been made through the Police Department. We
cannot dictate program. Presently there needs to be a request made for and additional
amount of $465,000 - not from available funds. Selectman Robinson asked what the entire
costs for the Capital Plan will be. Member Carpenter stated that we cannot predict these
numbers, i.e. inflation, construction costs, there are no set dates in which calculations need
to be. Chairman Young stated that the amount needs to be $1,600,000.
Chief Sliney asked about the status of the Central Fire Station - The Town Meeting will
dictate this decision. Mr•. Gazzolo stated that he feels it does not make any sense to start a
project if it is already this far into the whole. Member Carpenter stated that there are no
other plans to meet the needs of the Police Station.
There will be a presentation for the drawings for the Selectmen on August 28th - This will
be a "dress rehearsal" for Town Meeting. So that the information will need to be available
for public presentation.
The MBC will not do the presentation, it will provide technical assistance.
Chairman Young discussed the format for the Selectmen's meeting. Member Carpenter
asked for square foot costs - bid versus estimates. It was stressed that there needs to be a
comparison with other towns
MOTION: To adjourn the meeting at 10:30PM (Carpenter/Liddick)
