MUNICIPAL PROJECTS:
Mr. Bartolini - Clerk of Work's - Town Hall and Fire Station Projects, gave an overview
of the project schedule at Town Hall. Comments were made about the schedule and there
was concern over the slow progress.
There was discussion over the location for the roof drains at Town Hall. There is a
potential for a change order to be issued because more drains are needed pending final
coordination of the locations.
The lot was surveyed and the property line was marked prior to the installation of the
fence which would enclose the rear Town Hall parking area.
The Committee discussed the paving at the Town Hall. Mr. Dan Clifford said the DPW
will not hold their price of $18,888. Efforts are being made to contact Consigli to
complete the job with their paving contractor. The Town Manager will review this with
the DPW Director. MBC will pursue with Consigli unless directed otherwise by the Town
Manager.
WEST MANSFIELD FIRE STATION:
The Town Meeting passed the article which requested additional funds for the completion
of the West Mansfield Fire Station. Progress is being made to coordinate the completion
of the sitewmk, casework and flooring. Bristol Fire Alarm company has not responded
with a written quote of the work to install the sprinkler system. The Clerk will verify this
information and coordinate.
The Clerk informed the committee that the interior doors had been returned to the
supplier. The Clerk needs to verify with the appropriate parties the type of glass that will
be installed in all doors.
The communications tower was discussed. Purchase will be coordinated through the Fire
Department. The bill and purchase order will be forwarded to the MBC for processing.
Member Feeley recommended that the tower be installed by a professional. The Chief will
be get the manufacturer's installation details to the MBC
Casework and flooring materials - will be reviewed according to manufacturer's
specifications. The sitework was discussed. The 200 yards of loam that was stored for
the project will be available to Consigli at Plymouth Street.
Strekalovsky and Hoit was asked to give a schedule for the Police Station. Chief O'Neill
asked when this project would be going out to bid. Chairman Young stated that it should
go out before the end of the year and that this is a good winter job as it is mostly interior.
MBC Minutes - September 10, 1996
The Central Fire Station project was discussed. There will be no need for the renovations
of the bay and ground level toilet facilities if MEMA is not being relocated.
The Town Manager thanked the MBC Secretary and the Committee for all their hard
work in preparing for the Town Meeting. It produced very positive results for the Town
and it was reflected in the press.
MOTION: To authorize the work to complete the West Mansfield Fire Station
for not more than the individual prices that were quoted and for the
extension not to be more than 30 days from contract date.
(Carpenter/Liddick) 4-0-0
Note: The Chair was given the authority to sign the change order because there is no
meeting scheduled for September 17, 1996.
SCHOOL PROJECTS:
The Town Manager has been trying to call Mr. Gannon in regards to resolution of the
reactivation fees.
Plans and specs are available to review at several different locations. It has been listed in
the Central Register. To date there are two sets of addenda for the plans.
Mr. Ashton, Keyes Associates, reviewed the phasing plans that were sent out as addenda
with the Committee. Member Liddick made comments on Phase 11 - asking if there
would be access prior to the June date. The architect stated that we should discuss this
at the prebid meeting. Member Carpenter asked if we have adequate language to give the
MBC flexibility in the project schedule. Both the architect and member Liddick stated that
this language was throughout the specifications. The contractors will be required to
submit a schedule to the Committee. The phasing plan and associated addenda will be
revised as commented on by the members.
The MBC requested that Keyes be responsible for the technical notetaking at the pre-bid
meeting.
Mr. Sciarappa discussed recess and the use of Wonderworks. The recess schedule was
adjusted to accommodate the construction. There are approximately 200 children at a
time at recess. The Committee stressed that Wouderworks will be closed once the project
starts. The hard top area and the grassy area (the former Kindergarten playground ) could
be fenced off. The addenda will reflect the installation of a vinyl coated 6' or fabric coated
on the other side of the Kindergarten building, and the hard top. A request was made to
include a unit price for additional fencing of 4' to accommodate the movement of
students. All work storage and staging areas will fenced in.. Mr. Sciarappa and the
MBC Minutes - September 10, 1996
teachers commented that a fenced in area for the use of the children would resolve most of
the problems with recess. The staff was pleased with this resolution.
A list of contractors that have inquired about the plans and specs was furnished to the
Committee.
JORDANUACKSON SCHOOL:
The Committee were given copies of the proposals for roof consultants for the
Jordan/Jackson. There was a motion made at the April 30, 1996, meeting to allow
$750.00 for the roof consultants. This will be reviewed at a later date.
Review of Clerk of Work's applications: The Chair asked Mr. Ashton if he would like to
sit in on the interviews. He will sit in if his schedule allows. The members discussed their
needs for the clerk's position.
Five candidates were chosen for interviews. The interviews will be on 9/24/96 and
10/1/96.
