The project will be finished and ready for occupancy for November 1, 1996. Bristol Sprinkler should be able to install sprinkler system within two weeks of approval from the Fire Chief. Fabrication of the system can be started now. Member Carpenter had reviewed the specifications for the antenna, installation and foundation. He recommends that the antenna should be installed and the foundation be constructed using the reverse bevel design with the concrete pad as specified. This bevel is key for wind uplift. The MBC would like Consigh to install the pad and the antenna (as supplied by the MFD). A price quotation is needed for this work. Strekalovsky and Hoit is doing the pad design with their structural engineer. MBC Minutes - September 24, 1996 There was discussion of the exterior wood doors and they will be stained. The Chief stated that they looked great and he preferred stain to paint. The Conservation agent will be requested to review the site prior to close-out of the project in case there is any cost increasing issues. TOWN HALL: Don Walter of Strekalovsky and Hoit gave an overview of the Town Hall Project. Lockheed window is ready and Consigli is not. There is a full crew of masons. The committee discussed paving and relocation of trailers at Town Hall. Coordination needs to be made through the Police Chief. The roof drains are being reviewed through Roger Hoit and must be resolved this week. We are still missing 60% of the mechanical equipment (roof top unit and interior boxes) There was no charge in the requisition for this equipment. The need to have the transformer fenced at the Town Hall site was discussed. Don is coordinating this with the Electrical Inspector. Member Carpenter asked to have the fence be vinyl coated and color coordinated. A question was raised on the timing for the announcement of this need (transformer fencing) and why it was not addressed prior to this in either site plan review or during the inspectors' review. Member Liddick stated he hopes Don Walter would be responsible for close out of these projects. The door color selected was Dark Ivy - similar to Mansfield Green. Chapman Young asked Strekalovsky and Hoit to review the specifications for signs and fixtures at Town Hall. CENTRAL FIRE: Chief Sliney asked about the status of the Fire Station at North Main Street. He stated that if his office was to remain at this location that the plans need to be reviewed to included female toilet facilities. The MBC stated that this will be looked at when the Police Station is done. POLICE STATION: Strekalovsky and Hoit submitted a schedule for the Police Station project for review. Member Liddick asked what was being done such as revisions - things that can be done as base bids versus alternate bids. This needs to be done to assure that the project is built according to the budget projected. The Chief discussed the phasing of the cells. He stated that it was critical that he have cells for use fiom mid-May through mid-September. All other fimctions have flexibility. Schematic design has been submitted. Chairman Young stressed that a base plan with alternatives needs to be developed with the Architect MBC Minutes - September 24, 1996 and the Chief. The MBC discussed the possibility of an incentive(bonus) for completion of the cell block. The consensus of the Committee was to recommend Strekalovsky and Hoit proceed with the schedule as proposed. The Chairman stressed that regular updates are necessary. Town Manager Williams presented the Committee a letter from Town Counsel Bob Mangiaratti regarding the responsibility of MBC and Town Manager on construction projects. The Town Manager and the Committee discussed the position of clerk of works and the possibility of other levels of supervision of the construction project. The Chair stated that the MBC has been having ongoing discussions concerning the responsibilities and duties of the "clerk" position. The Town Manager wants someone with authority or a professional stamp. The consensus of the group was that there is a need to have a more experienced person for the School projects. However, we do not need this expertise for the Police Station. We need to see what benefit that this will bring to the Town. The Town Manager asked about the need for associate members or members of the staff with voting rights. The Chair explained that this has been a long standing practice of the Town and the MBC to have voting associate members and staff members that have specialized knowledge to serve on the committee. The Committee will invite Consigli, Strekalovsky & Hoit and the Clerk of the Works to the October 15, 1996, meeting to review completion schedule of both projects. The Committee asked that Strekalovsky and Hoit respond to the Committee within a week on the status of the outstanding issues. SCHOOL PROJECTS - REVIEW: Ron Ashton returned the phasing plans to the Committee and discussed the errors in printing of the specifications. The Committee discussed that Addenda number 3 did not include phasing plan. It will be issued after the filed sub -bids. It should not have an impact on the sub -bids on Thursday. The committee had expressed, their displeasure. The revised plan does not impact any of the recommended parts, it gives a little more breathing room. The effect that this will have on the pricing is unknown. The verbiage was included in the addenda but the plans were not. Clerk of Works Interviews: MBC Minutes - September 24, 1996 The Committee reviewed Philip Hoel and Harvey Marron for the clerk's position. Each applicant gave an overview of himself and his professional accomplishments. They applicants and the committee asked and responded to questions for 45 minutes. The Committee will review three additional applicants on October 1, 1996. The Committee reviewed the roof proposals for the study of the Jordan/Jackson roof. Member Carpenter recommended the need to have a firm with extensive litigation experience such as Simpson Gumpert. However, after some discussion, it was decided that Gale Associates had submitted a better proposal. Member Feeley will coordinate the procurement of their services.
