project is almost complete. Compilation of the punch list will begin by Friday. Affadavits
must be filled out by the architect and engineers. The contractor was given a directive to
correct the drainage system. The consensus of the Committee was that the contractor was
responsible for overlaying the pavement on Park Row. The Committee will not accept a
substandard drainage system.
MBC Minutes 12/30/96
The status of the acceptance of the vault was discussed. TCI must submit a certification
to the archives division for approval. Mrs. Scott stated that she did not want the ceiling
tiles. She also expressed her displeasure about the air conditioning unit at the lower vault
because it takes away from the storage. The air conditioning unit is located in accordance
with the approved plans. The MBC directed the architect to verify the composition of the
ceiling tiles.
There is power on the elevator, we are waiting for the telephone installation.
MOTION: Send a letter to the Town Manager directing the DPW to expedite
the installation of the telephone line to the elavator.
(Carpenter/Antoine 5-0-0)
The committee and the clerk reviewed some of the outstanding items for the town hall. A
storage closet adjacent to the engineer's office and electric closet does not have heat. The
architect will send a directive on this. The roof leak on the connector has still not been
resolved.
MOTION: To send a letter to the Town Manager asking for direction on the
outdoor keying for the gate, dumpster, transformer and chiller.
(Feeley/Antoine 5-0-0)
Mrs. Scott commented that the building looks very nice.
The architect will explore the installation of a heat/loss (flashing alarm) indicator for the
Town Hall. TCI has been contacted and will respond to the architect on this matter.
The Chair asked when the contractor will be elegible for substantial completion. The
architect responded that this is when all original contract work and inspections are
complete. Most of the exterior sitework should be completed. Member Carpenter stated
that he would like to see the exterior of the site cleaned.
Selectman Madan told the Committee of some of the items, (hole in carpet, crack in wood
paneling) he has seen in the building. The Committee responded that they were aware of
these items and they would be included on the punch list.
Concern was expressed over the sprinkler head in the currently unheated storage room.
Precautions must be made to insure that this will not freeze immediately. Member Liddick
asked that we start compiling a list of items with a monetary value that would not be
completed by occupancy.
Police Chief O'Neill asked about the lighting in the hallways. He stated that he was
concerned about safety and security for his officers. All rooms and storage areas would
have individual room controls, however, the hallway lights would be on a timer. Deputy
Chief Bellavance stated that the emergency lights in the fire department do give adequate
lighting for safe egress.
MBC Minutes 12/30/96
Mrs. Scott is now soliciting prices for the vault shelving and date for delivery.
FIRE STATION:
The hot water heater is still not working regularly. The Fire Alarm System is still having
problems. The door coil has not been corrected. The upper exhaust fans had tripped their
breakers. The Chair asked that the Clerk be present when this work is being done.
Chief O'Neill expressed his displeasure that the title of "Chief' was not added next to
Edward A. Sliney, Jr.,on the plaque. Chair Young stated that the committee had included
this however, the Town Manager had removed this from the list wen it was submitted for
review.
POLICE STATION:
The Chief stated that he is able to relocate to accommodate the construction of the Police
Station. Member Liddick stated that he would not want any active police work taking
place in the building. File, computer security and clerical location was discussed.
The Chief is looking towards Norton, Easton and Foxboro for possible use of their cells.
It appears that the cells cannot be completed ahead of the rest of the contract. The
Committee should review the Town Meeting presentation prior to the Board of Selectmen
presentation on January 15, 1997.
The MBC instructed the architect to block up existing windows that won't be utilized.
The architect will be revising the cost estimate within the next few weeks.
MOTION: To deny the request for payment from J & G Electrical
(Antoine/Liddick) 5-0-0.
The Committee discussed the traffic flow for the signage at Town Hall. The traffic flow
has always been from Union Street onto Park Row.
