There were questions asked about the roofing specifications. The architect will be delivering new sketches on the roof details. New prices should be submitted in this week. The Change Authorization form should be used for T & M work. Mr. Loeper suggested that Mr. Parker be given the authority to sign it on behalf of the Committee. Member MBC Minutes — February 25, 1997 2 Carpenter stated that he would like clearance from the Committee and that he would like tf the MBC to set a policy. The Committee discussed the situation with the soil. The contractor has been given direction to put stone under the foundation slabs. Mr. Loeper distributed prices $34.50 a yard for 3/4" stone. The price includes digging dirt up, picking up the stone and putting it in place is $46.00. The Project Coordinator has been waiting for a written response from Geiser Engineering regarding the stone. The amount of stone should be approximately 100 ton. Member Feeley asked if pumping would rectify this. Mr. Parker discussed the discovery of organic soils in the rear of the school. Geiser engineering okayed the completion of removing these organic (peat type consistency) soils. This is located in the line of the foundation and footing. Geiser wants to excavate to dry clay area. The Chair and Member Carpenter stated that unsuitable materials must be removed from the foundation area. Mr. Loeper expressed concern over the direction that is received from Geiser Engineer. All instructions must be clear and direct, Member Liddick stated that we need someone who can make a decision that day. All direction must be given and writing with clear, concise and timely responses. 'Keyes and Geiser must be working together on this. Mr. Loeper suggested that we have the Geiser Engineer on site for the duration of the foundation. Geiser is responsible for Soils, footing inspections. Back filling foundations are with 95 with a 95 -compaction rating. The hours that Geiser is on site are dependent upon the excavation work. Mr. Loeper distributed copies of the Specifications Section 00800 -Supplementary Conditions regarding changes in the work. Mr. Loeper gave his overview of the interpretation of the specifications. T & M change orders for JT Callahan include 17% profit and over head 1.44% for overhead bond issue and allowance for supervisor. For Subs it should be 8% o, 1.44% of overhead bond and a time allowance for the supervisor. The time allowance will be worked out on the site. Mr. Loeper asked that the Committee Took into the proposal and agree that the project supervisor is an actual hard costs for the project. There was discussion concerning the costs of the supervisor, Member Carpenter stated he has no problem considering the addition of the contractor's superintendent costs on a per item basis fee. These items should be submitted. It was the interpretation of the architect that the bonding costs were included in the 17%. The committee discussed the clarifications of the costs and hard costs such as supervision, insurance, bond costs. Bond, Insurance and GLI are included in the 17% and then the supervision will be considered on a case by case basis. This pertains to additional work such as change orders. Chair asked to have this discussed in the field and coordinated prior to the submission of any billing. Member Feeley asked about if the loam could be delivered to the Otis Street ball Field There was also discussion on the delivery of suitable materials to the Fruit Street site. The calculations of material quantity need to be finalized by the contractor and the architect. MBC Minutes — February 25, 1997 3 The architect will send the sketch of the elevations of the ball field. This issue will be t" resolved within two weeks. Mr. Ashton gave an over view of his meeting with the fire inspection personnel regarding the fire alarm system and asked that TCI revisit the alarm. Lt. Sarro asked to have the old system tied in and make it an addressable system. The Fire Department has a letter asking that the old system be made compatible with the new system. Mr. Ashton will speak with his engineers. Keyes Associates reviewed the contract specifications at Callahan's office. The architect will send a copy of the corrected specifications to the general contractors. A structural engineer looked at cracks in the locations of the music room. It was determined that they were due to lack of control joints. The report will be forward to Callahan for instruction. Mr. MacCaffhe commented about the lack of response of RFPs and the length of the meeting minutes and lack of prompt response. Member Liddick asked about the dates that are put on the RFPs. The RFPs should be responded to within two weeks. Chairman' Young asked about shop drawing submittals. Mr. Loeper stated the turn around time for shop drawings is very good. There was discussion of the additional classrooms. There will be no fewer classrooms than the school presently has now. Classroom relocation is under the jurisdiction of the school administration, not the contractor. The hardware upgrade is being reviewed. There are two ways to do this, either all new hardware or a retrofit. This will be resolved within two weeks. Member Liddick asked about the status of the Qualters Middle School and the High School. The code changes in June. The MBC will send a letter to Mr. Freeman - asking for Keyes current schedule to bring up to code and work with a bid schedule for summer/fall. There was discussion on asbestos abatement contractor. There is limited work to be addressed. There is only a few days worth of work. There is a 10day notification for abatement work. Most of this work was addressed. The Project Coordinator has three prices for this type of work. 'Mr. MacCaff ie stated that most of the abatement work has been run under the general contractor as a change order. The Chair expressed concern over scheduling conflicts and recommends that the abatement work is under the jurisdiction of the general contractor. It was the consensus of the Committee to recommend that this be coordinated through the General Contractor. MBC Minutes — February 25, 1997 MOTION: To authorize 7T Callahan to hire an asbestos abatement contractor 1 based on the unit prices as procured by the PC.
