TOWN HALL:
Discussed issues with the Town Hall. The architect submitted a drawing that shows the
front platform step being replaced with a ramp. Member Feeley asked to send a letter to
the Architect with the proper notice that the stairs are not in compliance with the code or
the contract documents - Al2 and L1,3 (Note: Clarifying the directions of the
committee). Member Carpenter stated that if the stairwell were built according to the
architect's drawing then there wouldn't be a problem. Member Feeley asked that the
architect verify the measurements that were taken by the MBC are accurate.
Interior site signage: The Committee asked that all building directories and elevator
changes be furnished as requested.
The Committee asked that the structural report for the building be supplied. The
structural integrity of the building was questioned during an analysis of space allocations
for a 5000 pound safe. The safe was never discussed during the programming phase.
The Committee reviewed a memo regarding the scope of work for storage area at
Memorial Hall.
The Committee discussed the width of the ramp at the south side of the building. The
consensus of the committee was to have Consigli fix this to meet the current code. The
Town Manager stated that he did not want to apply for a variance, he would prefer that
this ramp was corrected to meet the ADA requirements.
There was discussion on the possible violation with the South Main St. sidewalk. This
stairwell was pre-existing.
MBC Minutes - March 4, 1997
The committee reviewed the door on the mechanical room. The architect will check with
TCI and respond back to the Committee
The Town Manager asked about the windows on the fire doors. The committee discussed
the possibility of adding magnetic door hold opens for the fire doors. The Town Manager
stated that we should not have doors with this type of window in the police station.
There was a discussion concerning the heating system at the Town Hall. CAM needs to
look at balancing heating areas. Many areas are over heating. The system is also very
loud, particularly in the Town Manager's Office and in the Selectman's meeting room.
The air conditioning needs to be charged. The air conditioning system is not able to run
over the winter.
POLICE: STATION:
There was discussion concerning the roof. A note was vague regarding the shingling. A
note should be added to say the new shingles should match existing. The two flat roofs
are being redone. The Committee asked for as much detail as possible to aid in the
clarification of the roof note.
Chief O'Neill discussed location of the temporary evidence and armory areas.
There was discussion on the record storage area and the size of the dispatch area. There
was also discussion on the corridor in the detective's area. There was also discussion on
the need of separate offices for DARE and Traffic Control.
There was discussion on the armory. The chief asked about increasing the size of the
lockers from 18" to 24". The architect will review. The committee thought that the
increase of size would increase the budget and also decrease the number of lockers. The
Chief would like to have 40 lockers. however, if the size was increased the number would
be reduced by 10 lockers. The architect will review the layout and if possible make
changes in locker size so long as the number of lockers does not decrease.
The Fire Chief discussed the fire connection in the front of the building. The Fire
Department will forward the comments of the fire alarm system tomorrow.
The committee reviewed the site plan.
The Chiefs will review the radio room. The electricity in the room must be maintained 24
hours a day. If power is lost to this room either Chief Sliney or Chief O'Neill must be
notified immediately. An electrical connection needs to be maintained so that the if the
power goes out then a connection can be made for a generator.
MBC Minutes — March 4, 1997 3
The committee reviewed the door schedule and the asked about wood doors versus
hollow medal. Member Liddickasked about including corner guards. The Chief would
like wood doors on all the offices and hollow metal on the hallway.
A see through mirror will be added in the interrogation rooms.
There was a discussion on the height and material ceilings in the cell area.
The Committee reviewed the specifications. The Alternates are buried in section 1030.
How is the alternates been established in the filed-sub bids. The base bid includes the
emergency generator. This can be deleted by addenda if the Chief finds a suitable
replacement.
The alternates have been set as follows:
Alternate 1 - renovations to the Central Fire Station
Alternate 2 - exterior mounted cameras
Alternate 3 - additional paved parking area.
The plans and specifications will be available on March 12, 1997.
The itemized cost estimate was reviewed from the committee.
Member Feeley says that he would like to see the Central Fire station located as alternate
three.
MOTION: The meeting was adjourned at 11:OOpm.
Respectfully submitted,
Lawrence Carpenter, Clerk
