Mr. Freeman and Carpenter discussed several items and each stated their opinion of what occurred. Member Liddick expressed concern over the budget and; explained that the successful completions of all three projects are contingent on the Robinson School being completed within the budget constraints. The Chair expressed that there seems to be some sloppiness on a fundamental level on the side of Keyes Associates. He also stated that the committee is not complaining about items that they should pay for, however, they would have liked to be able to obtain competitive prices for these items. Mr. Freeman expressed that Keyes is responsible for omitting the damp proofing and the mistake of the "aluminum" windows. 'Mr. Ashton stated that there was difficulty in matching the size and color of the bricks. The Committee and Keyes reviewed the letter and this response. The Committee and Keyes both agreed that the project is going well based on schedule and overall budget items. i. Incomplete Specifications: It was felt that this was very important to clear up this item and it had taken "too long to close. Mr. Freeman asked if this would result in a lawsuit at the end of the project. There was discussion on the letters from Callahan regarding the acknowledgement of the plans and specifications. 2. Analysis of Cut and Fill of soils: The Chair stated that he wants to insure that the best job is being done for the Town and that the Committee would be willing to discuss additional compensation. Article 2.6. 10 of the Contract was reviewed, Section 3.4.15 detailed quantity surveys.; Member Liddick stated that he is not denying that Keyes has spent many long hours researching these items. He also feels that the contractor has also delayed this item also. The Committee felt that this item has taken too long to resolve. The Chair stated that if there are issues' that need to be resolved then the Committee should be appraised. 3. Missing sections on bid specifications: The Chair stated that items should be included so that a competitive bid price. 4. Roofing: This item was eliminated because only two bids were obtained and the spread was too far. The Committee expressed their discomfort with the bid procedure for the obtaining prices for this roof work. The Chair stated that the magnitude of the problem might have been lessened if the process was cleaner and if the drawings were clear. There was discussion concerning the bid prices, estimates and price for the roof at this time. The contractor's fee for the change order was $15,000, which is a large profit. The Chair felt that if more detail was paid to this item then this might have been minimized. The Committee has not seen the full bid package that went out to the roofers. Mr. Freeman stated that the roof should have been included in the base bid. MBC Minutes — 5-13-97 2 Page 2 of 5 5. Color and finish selection: The committee relies on the architect for their recommendation. 6. RFI' S: This is an administrative detail that must be adhered to. Mr. Ashton stated that he is working closely with the Project Coordinator to answer questions in the field so that RFI'S don't need to be issued. The Committee discussed the schedule. Mr. Ashton stated that the Project Coordinator should be following this closely. Member Liddick stated that we have not received a completed schedule in some time. Mr. Freeman stated that Callahan should be advised that the requisition could be held up if a schedule has not been received. There was discussion on thep ossible delay in completion of the kitchen due to the equipment approval. 7. Project Meeting Notes: Items are not being resolved and the crucial issues are getting lost. These notes contain the same items being repeated week after week. These minutes are not being used as a productive tool. 8. There was discussion on the completion date of the projects, change orders and requisitions. The procedures of submittal were discussed. The Chair stated that the committee is not upset with Mr. ,Ashton's service however, they felt that the needs of the Committee were not being met because he could not meet the demands. The Chair stated that he would like to commend Walter Parker, the Mansfield Water Department and the 7T. Callahan on their quick response to the broken watermain. The Chair feels that the costs of the disposal of the contaminated water and the charges of the water department are the responsibility of 7T. Callahan. The costs of the temporary water heater were discussed and that the contractor has asked that the price of this water heater being split. There was also discussion on the pumping of the groundwater at the site. It was recommended that the oil tank be removed as quickly as possible. This would allow the site to be cleaned up and closed upas soon as possible. CDM has been retained by the School Department to monitor this site. Member Liddick discussed the situation with the costs of the project and he stated that he is trying to project any future costs with the project. Chair Carpenter stated that he feels that the Committee's letter is reflective of the big picture. He stated that the Committee needs to serve the Town's best interest. The Chair stated that the Fire Chief Sliney and Lt. Sarro were here to discuss the Fire Alarm system for the school system. Fire Protection System: This system was reviewed prior to going out to bid. Lt. Sarro stated that he has suggested a proposal. To attach the new construction system to the existing system and that a new panel is provided. Lt. Sarro stated that he feels that this MBC Minutes — 5-13-97 Page 3 of 5 should comply with MGL 148 —26G. Chairman Carpenter stated that he will comply i% with the law not the wants or wishes of the Fire Department. The Chair asked what the law requires. The Chief stated that the Fire Department and TCI have reached a compromise on the Fire Alarm System. This cost was estimated to be approximately $3,000. The Chair wants to make sure that this proposal meets all requirements of ADA and that all issues are addressed at this time. The Chief and Lt. Sarro stated that they want to change the panel to be zone addressable and not indicating which device is signaling. The current panel is zone addressable. The Chief asked if the Architect or the mechanical engineer would review the system and give a recommendation to the committee. Mr. Ashton stated that ICI's opinion was in agreement that the panel compromise was the most economical. Member Young stated that he would like to have the scope of this Fire Alarm System verified in writing by TCI, the Fire Department and the architect. Member Young stated that he would like to verify that the present alarm system meets the current code that applies to the Robinson School construction project today. (The fifth edition of the Massachusetts Building Code) Lt. Sarro will give a memo, which states that he is willing to accept a system that is addressable by zone and not device. Fire Suppression System: Lt. Sarro reviewed the building and stated that he feels that the entire building needs to be sprinkled. The gym is new construction but a sprinkler system was not included. The Lt. and the Chief reviewed the plans and made comments on the layout of the fire suppression system. It appeared that some rooms could have been added because the system ran through the corridor bypassing these rooms. The architect prepared an analysis of the floor plan giving the gross floor space. The size of piping that runs down the corridor needs to be verified to determine if it is able to accommodate the sprinkling of the classroom. The Chairman asked for the Fire Department to issue their opinion in writing regarding the sprinkler system for the renovations at the Robinson School. The Chief stated that this would be forwarded to the Municipal Building Committee. Lt. Sarro stated that there is an appeal process. The Lt. explained to the Municipal Building Committee that he informs all applicants of this procedure. There was review of logic of the pattern that the sprinklersystem. The Chairman asked that the Fire Department please assist in reviewing the entire set of plans for any future projects. There was a review of a March 1, 1995 letter regarding the Sprinkler Systems School Additions for the school projects. The MGL Chapter 148 Section 26G gives the Fire i Chief the right to make an interpretation of the code. The Chief stated that his impression was that only the new additions of the building were being sprinkled. He is now observing that there are areas in the existing building that are being sprinkled. The Project Coordinator discussed the discovery of pipe that will be running in the vicinity of the Kindergarten Building. The Project Coordinator stated that this piping will be abandoned and the Chair stated that the proper capping procedures be followed. 4 MBC Minutes — 5-13-97 Page 4 of 5 There was discussion regarding some trees that have fallen. It was recommended that the r' Project Coordinator meet with the Conservation Agent and review the relocation of the silt fence and hay bales. Additional unsuitable materials were found in the vicinity of the gymnasium some gravel will be added. Location of large rocks in the area of the wetland border will be reviewed with the conservation agent.' The Project Coordinator and the architect discussed the roofing procedures on the kindergarten building. The building needs to meet the existing energy code. Titan Roofing has done an exploratory test on the asphalt shingles. The contractor owes us a new roof overlay, ;The issue is the weight of the existing systems and the present leaking skylight. If this skylight is removed there is adequate lighting in the corridor. There was discussion on what needs to happen to meet the energy codes or if an addition of a layer affects fire code or loading constraints. The architect will determine the roofing system. The consensus of the Committee was to direct to the architect to eliminate the skylight if necessary. Member Young asked about the status of rough plumbing work for the teachers room' sink. My, Parker responded that work has been done. Member Young asked if the Central Fire Station project needs to be reviewed for sprinklers.
