MUNICIPAL PROJECTS - UPDATE:
Chairman Carpenter discussed the outstanding items.
Air Conditioning: Mr. Richard Battles, TCI, reviewed the sequence of events` concerning
the problems with the chiller. There was an overview of the problem with the chiller.
The noise problems originated with Compressor A and the lack of oil flow caused the
screaming of the machine. A plywood barrier has been added and only one compressor
has been running. The temporary fix has been installed. The Acting Town Manager
stated that the Board of Health has received a complaint and ordered the machine turned
off. However, the Health Agent has not taken any additional readings. The consensus of
the committee was to request additional readings. Mr. Hoit outlined the sequence of
action for the remedies for repairing the chiller and noise reduction techniques. The
architect stated that we are set up to add a hood to the fencing, though he sees this as a
maintenance problem. Member Young asked when the acoustical blanket would be
available. On Thursday, July 3rd, the machine parts will be in and the repair work will
begin. The Chair asked if a temporary insulation could be installed. The architect stated
that a polystyrene insulation' board could be installed. The Chair stated that he would like
to see this installed on Wednesday July 2"d. The Chair stated that the Board of Health
must supply the proper readings. There are three types of insulation blankets that will be
installed. The present readings are at the 64db level. Member Liddick stated that we
must have all insulation measures approved and signed off by Trane so that we can insure
that the warranties won't be voided. The Acting Town Manager will be sending a letter

to the Health Agent asking that additional readings be taken He will be sending the draft
report from TCI to Mr. Leite to verify that the action has been taken.
As builts maintenance, O & M manuals, and training issues are still coming up. A
completed set has not been forwarded to the Committee. Mr. Burns is working with the
new electrical contractor. The fire alarm system needs to be addressed and labeled
immediately. This is a life safety issue.
Heat and controls have never been working completely. The Chair stated that condensate
drains were not on the punch list. He stated that we have never received a copy of the
mechanical punch list that was put forward by the architect. The Chair discussed lack of
response in completing simple punch list items. The Chair stated that those 14 out of 84
items were completed. Mr. Burns asked for direction.
u
Mr. Hoit stated that his biggest issue is the Certificate of Occupancy. Mr. Hoit asked if
Consigli was going to complete the project. There was discussion regarding the lack of
concern over the action. Mr. Hoit discussed the need to sequence the work to be
completed. The committee discussed the political situation in the Town.
Mr. Burns has been working on a status report and will be issued by Thursday and a walk
through must be schedule with a representative from S & H — a final list must be
submitted. Mr. Burns would dike to complete all this items by the end of July. Mr. Burns
stated that the interior handrails and the So. Main St. are change orders items.
Member Young asked Consigli what was needed to complete this work.
Mr. Burns stated that they would prefer not to do any additional work outside of the
scope of the project. The outside lighting and the alarm switch will be handled
separately. There was discussion on the landscape and use of mulch and making beds.
A walk through has been scheduled on July 1 I'h at 8:30am. Mr. Hoit would'like to see
that Consigli make every effort to have all items have been completed by July 150,
Member Young discussed the parking lot.
All items will be reviewed again on the July 22nd. Member Liddick stated that the
meeting should be scheduled for July 15`h. It was the consensus to change the meeting to
July 15th
Mr. Hoit stated that TCI has been outstanding in their response to the Air Conditioning
crisis.
Member Young asked about the status of the temperature alarm switch/beacon.
POLICE STATION:
Mr. Walter Blanchard stated that the existing air conditioning units would be rebuilt so
that all the items are in good working order. Member Young stated that comments were
made concerning the re -use of the air conditioning units at the Police Station. The fire
suppression system must be addressed.
Mr. Hoit stated that the Police Station Project is progressing well. The Project
Coordinator will be working in the vault; this is okay with the architect. The project _
coordinator has been on site part time. The Masonry Bid came in at $12,000 above our
masonry allowance ($77,000). The committee must act on the award of the other
masonry items. The committee asked about the status of the change orders. The
members asked about the certification of the air conditioning equipment prior to the re
installation. Member Young asked about the swapping of doors between the Police
Station. The members looked at specifications of the refurbishing of the air conditioners.
West Mansfield Fire Station The temperature control for the dispatch room air
conditioner must be put in the manual mode until the repair is made.
It was the consensus of the Committee that the color for the signs at the Town Hall and
West Mansfield Fire Station will be Cabot - Evergreen.
Member Feeley will be acting Chair while Chairman Carpenter is on vacation.
Future Agenda items include: furniture consultant, progress of Robinson
Mr. Freeman and Keyes will be scheduled to discuss reactivation; - Memorial Field
issues meeting.
Respectfully submitted,
Richard Feeley Clerk
