Clerk's Reports
Robinson School= Proiect update:
Mr. Parker gave the committee an update on the progress of the Robinson School. He
explained the steps that were being taken to install the fire alarm panel. This panel has
been approved and it's been ordered. The panel may not be installed for school opening.
Air Conditioner —`ChillerUnit:
Member Liddick stated that we need to discuss and formalize the final closure to resolve
the chiller problem. The Board of Health is still restricting the hours of operation. The
dB level has been dropped significantly. The Town had representatives from Great
Woods take dB readings for the Town of Mansfield. The readings are registering in the
50's dB level. There are old issues remaining. 1.) Doing a pure tone test required by the
Board of Health. 2.) The architect stated that the test would be done after the sound
attenuation jackets. Mr. Richard Carney stated that Trane has agreed to extend the
warranty from one year to five years. The Trane engineers will install the sound jackets.
The Chair relayed the concerns from the building department. The Chair expressed his
appreciation for all the efforts that were put forth by the Architect. The Chair discussed
the original specifications for the chiller that stated that this equipment should not be used
in sound sensitive issues. The Chair asked if there is anything additional that we can do
to that barricade that will further reduce the sound levels emitting from the machines.
The Chair stated that he feels that all the tests should be done after the preventative
measures have been taken. The Chair stated that the present enclosure couldn't be left as
is. The materials are not acceptable for a structure that is exposed to the weather. Mr.
Carney stated that all preventative measures should be taken, additional readings done
and then determine what the final preventative measures. Chairman Liddick stated that
Trane needs to accept the additional fencing enclosures and certify to the Town that these
materials will not impede the proper operation and functioning of the machine.
The Chair outlined the steps that need to be followed:
• Wraps should be in within the next three weeks and will be installed
• Sound and Tone test will be done
Municipal Building Committee Minutes — August 5, 1997

• if we are above the threshold then additional sound measures will be reviewed
f . If we are below then we need to insure that the sound fence is permanent.
TOWN HALL — Punch List
There was discussion regarding the paint for the front parking lot. The paint that was
applied was not in conformance with the specifications.
The Acting Town Manager stated that he was concerned that the patch was never
repaired.
We have not received the quotes on the completion of the landscape.
0 & M manuals need to be reviewed.
POLICE <STATION — PROJECT UPDATE:
The Chair discussed several issues that are critical to the project.
The project coordinator from the Robinson School reviewed the project. BBC stated that
the flow of the paperwork has been flowing smoothly. Gary Brait stated that they have
been working well together. The Chair stated that he has concerns regarding from the
work schedule for the Clerk of the Works for the project. He stated that it is the opinion
of the Town that their needs are not being covered. The architect stated that the clerk has
been on the site on a daily basis. The contractor stated that the clerk has been on site
more lately. This was discussed in mid June and we were told by the architect that the
clerk would be there full time starting July 23`d.
The Chair stated that the contractor is moving ahead. There was a question regarding the
`integrity of a masonry wall because there was no clerk of the works to view the
construction of this wall. The Chair asked that the architect have the structural engineer
review the project. ` The chair stated that beginning tomorrow the clerk must be there full
time.
The Masonry bids were transmitted to the committee. The architect stated that there was
a discrepancy in the bids because of the restrictions. The work was re bid with Bertone
being the low bidder. However, his schedule did not allow him to proceed in accordance
with the project schedule. Bertone could not commit to staff the job until September.'
The work was bid by BBC for $77,000 + GC mark-up.
Member Feeley discussed the following items:
1. finish on cells
2. additional steel panels to be installed in the cell area - spec and drawings don't
concur
3. Ceiling in sally port and wall - fire rating.
4. Clean out in sally port - T & M
5. Change proposals for primers
6. Status of sprinkler design — at TCI

7. Scope for sewer line
( 8. Bond beam in hallway by cells. (There was concern over the span — the architect
needs to submit a SK drawing)
9. Exterior studded wall in the cell area — it was recommended to install channels to
support the 10 -gauge mesh. The detention equipment contractor also stated that the
mesh should be changed to 16 gauge.
10. Air Conditioning unit - all set
11. Envelope insulation concerns have been satisfied with the Building Inspection Dept.
The Chief stated that he hopes all issues are brought to the table from the inspection
department. The Chair stated that there is a perception of whether the job is being done
correctly or not. This is a result of the limited part time hours that the clerk has been
keeping. ;He stated that we must be proactive on this job so that we can insure that the
job is being done correctly. The contractor stated that there is a one way paper trail from
their office to the Building Inspector's Office, The contractor has not received written
instructions from the Building Inspector's Office. The Chief stated that the Records
Room is too small and the MEMA office is too large. The Chief is pleased with the
construction progress. He raised the issues of the E911 and stated that he needs to have
advanced notice for scheduling.
The contractors installed a temporary electrical service.
There was discussion regarding Central Fire Station and an extension date. We need to
send a letter to the contractor requesting a 30 -day extension. (September 1, 1997)
Handicap Chair lift issue has been resolved.
MOTION: To adjourn at 10:25pm. (Antoine/Feeley 3-0-0)
