The Committee met with Atty. Robert Mangiaratti and Roger Hoit to discu

on the connector roof of Town Hall. The roof leaked in the rainstorm on August 22,
1997. The Committee discussed the situation and according to the DPW memo that the
leak is caused by water splashing up against the masonry due to the pitch of the roof to
the scupper. The problem is not on the main roof of the building but rather on the
connector. The architect needs to discuss this with the general contractor and the roofing
contractor, Member Young asked if the architect could respond with in the week and Mr.
Hoit responded in the affirmative. Atty. Mangiaratti asked the Committee what direction
they would like to pursue. Mr. Hoit stated that he felt a letter from Atty. Mangiaratti
would be helpful. The landscaping was discussed. It was felt that the contractor did not
take prudent action to protect the landscape. Atty. Mangiaratti stated that we must be
aggressive in protecting the best interest of the Town. He stated that we should know all
the items that are still outstanding. Chairman Liddick stated that he does not feel
confident that all the items have been completed in accordance with the contract
documents. He feels that the punch list was not complete. Member Feeley stated that
some of the electrical circuits in the connector are not working. Acting Town Manager
Boucher stated that they might have discovered the circuit problem if they had received
the promised light bulbs. Chairman Liddick stated that we need to have an accurate list
of all items listed in the past and any new items that have been discovered over the last
few days. Member Antoine asked if we have jeopardized the contract and the Town's
interest when the Board of Selectmen directed DPW to perform landscape work. Atty.
Mangiaratti agreed that this does pose:a risk. Chairman Liddick would like to take the
offensive approach but would like to pursue this with the best possible list. Member
Feeley asked if we should notify the bonding company. Atty. Mangiaratti suggested we
send a 7 -day letter concerning the landscaping on both projects (Town Hall and W.
Mansfield Fire) and let them know there are other issues that we will be notifying them.
There was discussion concerning the ownership of the air conditioning problem. It falls
under Consigh Contract because they are the general contractors, Chairman Liddick
stated that we need to get a letter from TCI stating that unit installed is as specified and
that this meets the contractual obligations. Mr. Hoit stated that the lead blankets would
be installed on Tuesday September 2"a: The acoustical engineer will take additional
readings by the end of the week. It was the consensus of the group to review the items
and make sure we identify who has ownership of the outstanding items. d

Structural steel signed and stamped drawings of the masonry need to be furnished to the
Asst.. Building inspector.
• Sally Port Ceiling: Two hour rated ceiling issue is about three weeks old and no
drawing has been issued yet. A sketch and price needs to be done immediately.
• Cell Area drawings still call for prefab cells with drywall finish. A determination
needs to made on the finish in this area.
• MEV wants a drawing for the chemical tank in the photo developing area that is
below the floor.
• The Chief requested that he needs to have the photo lab exhaust fans installed.
• A sketch needs to be submitted for the flexicore.
• A sketch needs to be submitted for the chair lift support structure.
• Member Young asked for all change orders to be submitted to this office.
Member Young asked how we are differentiating the time allocated for Walter Shuley's
time. Mr. Boucher stated that the clerk has not checked in with his office. Chairman
Liddick stated that we need to have the clerk check in with the Town Manager's Office
on a daily basis. Chairman Liddick asked for a resume from Walter Shuley.
SCHOOL REACTIVATION:
There was discussion of the sequence of events and scheduling for the Qualters Middle
and Mansfield High School. The goal of the committee is to have a bid in hand and be
prepared to go to Town Meeting in the, spring. Due to the delay of the project and
changing of the Massachusetts Building Code the cost of the projects are estimated to be
higher than originally budgeted. The projects would be bid as Qualters Middle School
and as QMS plus the High School. It was the consensus of the MBC that it was not in
their purview to determine when Town Meeting should be held. Member Young stated
that the other Town Boards and Committees need to get together and work on a policy
decision. Keyes will furnish the committee with a new schedule. This will be forwarded
to the Town Manager for coordination with the other Boards and Committees to set forth
the action to be ready for Town Meeting. The MBC would like to be out on the street for
bid in mid-January with bids in hand by the beginning of March. The Town needs to
determine if we need to make a debt exemption. Member Young asked what the number
would be to determine if we will need a debt exemption. Mr. Vogel stated that he would
be reviewing the project to develop a range of prices.
Reactivation Schedule:
1. 20u' august — mid September — Review with Town Departments
2. Mid Sept - early October - Review code changes
3. Early October mid November — finish plans forward to the cost estimator
4. 3 — 4 weeks for estimates
5. 6 week minimum bid period — open mid March

There was discussion concerning phasing in the projects. Mr. Freeman asked how the
phasing program has worked with the Robinson School. Mr. May discussed scheduling
on the high school project. Chairman Liddick asked about the seismic changes that are
being reviewed for other projects. Mr. Davies gave an overview of the changes that will
be necessary due to the code changes regarding seismic loads. Member Young asked if
we could develop the pros and cons concerning the addition on the QMS gym. Mr.
Moretti stated that we would be receiving a formal letter of notification from the
Department of Education. Member Feeley asked Keyes to review with the project
representative from the Robinson School any pitfalls that we would like to change in
future projects.
The Committee asked about asbestos abatement in the middle school. There is the
possibility of doing the work as part of the phasing.
The committee asked about having additional geotech work performed prior to going out
to bid and including this in the specifications.
There was a review of progress of the Robinson School.
