Municipal Projects Review:
Mr. Roger Hoit distributed copies of the original drainage calculations for Town Hall.
Mr. Robert Berens, acoustical sound engineer, from Acentech gave an overview of the
sound testing for the chiller. The testing level rated approximately 49dB — 61 dB 12(+-)
dB above ambient level at 6:00pm. Mr. Hoit asked if another test would be done during
the daytime hours. The level is 53dB (8dB above background) in Mr.Calhoun's back
yard. The lead shields give a 3 — 5 dB reduction in noise. Member Feeley asked what is
acceptable. There is no Town Ordinance for Noise Levels. State requirements are
floating 10dB above background noise. The sound engineer has to review the state
requirements for tonal acceptability. The official reading is determined at the property
line and the nearest residence. Mr. Hoit asked about the design of the sound barrier. The
sound engineer stated that he feels that a wooden stockade fence is fine with 3/4" plywood
to cover up holes in the fencing. There are other exterior panels that are better to use for
sound deadening properties. Mr. Hoit asked if a recommendation could be made for a
proper exterior application. Member Young asked what would happen if the entire fence
was removed. The sound engineer stated that the no fence would worsen the situation.
He also suggested that the barrier could be higher. Members Young and Feeley stated
that they feel that there needs to be testing during the day — this will be reflective of the

ambient sound during the day. It was suggested that an enclosure over the compressor
units could be added. Member Feeley asked if there were fixed recommendations that
would be better and asked if a masonry structure would be a better solution. The sound
engineer stated that if you installed a "gold brick" wall — there would not be any
significant sound changes over the present enclosure.. It was also suggested that the
fencing should be made higher. Mr. Hoit asked if a cap was installed - would this make
a significant sound improvement. The sound engineer stated that this would not make
much of a difference. The acting town manager stated that he needs a letter stating that
the chiller is the unit that was specified.
There was discussion regarding the drainage problem with the Town Hall site. Mr. Hoit
submitted the original drainage calculations for the site. Copies of drainage calculations
were requested to be distributed to all concerned parties. When the drain line was
corrected an independent contractor took measurements to insure that the line was
installed per plans and specifications. The acting town manager stated that he needs to
resolve this problem immediately.
Mr. Hoit stated that he has been in contact with CNM (electrical contractor) and all the
parts have been ordered. They will be on site in a few days to complete the outstanding
items.
Member Young stated that he had requested the Town Hall sign be moved and the acting
town manager never followed through on this.
There was discussion regarding the clean up of the contaminated materials at the Police
Station site. This is being handled through the Town Manager. This is beyond the
scope of the police station project.
Chief O'Neill discussed the rough plumbing in the photo room. The Chief asked about
the finish in the cell work. The finish schedule was in conflict with the plans.
MOTION: To approve change order #4 for $37,275.00 for BBC masonry
work (DY/RF 3-0-0)
MOTION: To adjourn. (DY/RF 3-0-0)
Respectfully submitted,
Richard Feeley — Clerk
