OUALTERS MIDDLE SCHOOL:
Mr. Freeman gave an overview of the scope of the project. He highlighted areas of new
construction, renovation and relocation of administrative offices and classrooms.
Ouestions from the Audience:
There were questions raised regarding replacement of the roof and windows.
Mrs. Lankton asked about the size of the gym and the number of the students that can occupy the
building. She also asked about the size of the cafeteria and the proposed cafeteria would be
increased by 3550 square feet. It would be just about doubled. Mrs. Lankton asked about the
set up of the cafeteria. Mrs. Lankton asked about the ventilation and windows and how will they
be updated. The existing windows will be replaced and there will not be a glass curtain wall.
The new classrooms will be a minimal of 750 square feet - approximately (25 X 31). The
classrooms meet the state requirements. Mrs. McCarthy asked if the additional space of the gym
would accommodate a new basketball court. Mr. Boucher asked if we could make the addition
on the gym larger with minimal costs. Chairman Liddick stated that the addition in the gym was
based on cost figures. Mr. George asked if the addition was required because of the State
Education recommendations. Mr. Moretti asked how the seismic code would affect the project.
Ms. Conaty questioned if the same space would be added would be more functional. Mr.
Giordano asked if the space around the perimeter of the gym could be related and the gym could
be turned on 90° angle. Member Feeley asked about the seismic impact on the cafeteria. The
architect stated that this is curtain wall not a bearing wall. Mr. George stated that we are now
concerned with costs and bidding at this time. Mr. MacCaffrie stated that the bid climate is still
very competitive. He stated that we need to have more soil analysis done at this site. He also
stated that the program that was developed 2'/2 years ago was sound and suggested that we work
with this plan and not look to have additions. He stated that there would be increases in costs
due to the code changes. Chairman Liddick stated that Keyes Associates would be working with
the Building and Fire Departments on plan review prior to bid. Mrs. McCarthy asked if the
construction would be similar to the Robinson School construction project. Mr. George asked
what year the school will be completed.

MANSFIELD HIGH SCHOOL:
Mr. May, project architect for the High School, gave an overview of the requirements of the
- State Building Assistant Bureau (SBAB) and the high school project.
Questions from the Audience:
Mrs. Lankton asked about the distance between the schools. It's about 35 fee. Mr. Varley asked
if an elevator would be in the building. Mr. Tartufo asked about the addition of parking spaces at
the school facilities. Member Young stated that there was a committee formed regarding parking
along East Street. Mr. Rosa stated that we need to revisit the parking issue prior to the bidding
of the school projects. Chairman Liddick asked why parking in front of the auditorium was not
desirable. Member Young stated that it was thought that East Street might be reviewed for
additional parking. Mrs. Lankton asked if the green space in the front of the school was used.
There was discussion regarding about the availability of parking. The parking spaces will be
freed up from the Robinson construction. Member Feeley asked about restricting student
parking. Mr. Rosa stated that this was a difficult enforcement issue. Mr. Higgins asked if the
gym would be adequate when the school is at full capacity. Member Antoine stated he would
not support asking for additional funds. Chairman Liddick stated that we have time to review the
priorities of the project prior to Town Meeting. Mrs. McCarthy asked about the addition of a
field house. The committee had reviewed this concept in the past however; costs prohibited
development of this concept.
Mr. Tartufo stated that there might be some other avenues to pursue additional funds from SBAB
to support the inclusion of Memorial Park with the school projects. He gave a history of the
sports program in the Town of Mansfield. There has been an increase of over 2000 participants
in three years. Member Feeley asked if the footprint to Memorial Park was included in the field.
He also asked if we could get the reimbursement included for the renovations. Mr. Gurek stated
that SBAB would be in support of this. Chairman Liddick stated that we are concerned with the
inclusion of this as a whole project. These strategies need to be included in the presentation to
Town Meeting. Member Young stated that we are looking towards going to Town Meeting with
bid figures. There are some economies of scale to be had by bidding the projects together.
There was discussion regarding the procedures at Town Meeting. Mrs. Thorton asked the Acting
Town Manager if we plan to go for debt exclusion or a bond issue for the additional costs of the
school projects. The Chairman asked Keyes if they could give a cost estimates based on
escalation and code changes at the end of October. Mr. Moretti stated that the school department
applied for a grant and will ask the Selectmen to encumber this money for school building
projects.
Mr. George asked about the relocation of the bus loop and if there was a need for additional
security at a new location. Mr. Rosa stated that there was a wall installed on the second floor
between two classrooms. Mr. Moretti asked about the cost of purchasing equipment for a
kitchen. The kitchen at the Robinson School was 75% new at a cost of $125,000. A new kitchen
may cost approximately $200,000.
ROBINSON SCHOOL:
Mr. MacCaffrie presented the committee with cost estimates for aluminum door hardware
proposed change order #44. The "as equal" door hardware does not fit the style of the door.
This "as equal" was accepted by Keyes, however this does not fit the style of the door. JT
Callahan notified Keyes that the hardware does not fit the door. Either the door styles have to be

change or the hardware must be changed. This was submitted to the architect for direction. Mr.
Vogel asked if we had a choice to get a trim line device or was there a problem. Chairman
Liddick asked how often this issue had been discussed. The doors were approved in December.
This issue was overlooked in the hardware shop drawings that were submitted. There was
disagreement over whether this was a coordination problem. Mr. Vogel stated that this was not
the proper response to the situation. Chairman Liddick stated that the device that was submitted
did not fit the job. Mr. MacCaffrie stated that this was the " as equal" as compared to the Von
Duprin hardware and that they put a note on the drawing. Mr. Ashton stated that there are Von
Duprin hardware devices now installed on the door. Mr. Vogel asked what negative impact there
would be if we waited six weeks.
There was discussion regarding to the water issue with the acting Town Manager. The
contractor was told that they can only water between 4:OOam and 7:OOam in the morning. Mr.
Parker stated that he thought the hydro -seed was spread thin. Mr. Boucher asked when and
where they need to water. Mr. MacCaffrie stated that the grass must be watered a minimum of 5
hours a day this was for the entire project not just one spot. A letter will be sent to the acting
town manager with the schedule for the watering.
There was discussion regarding the retrofitting on the ADA hardware. Keyes needs to respond
to this issue. Mr. Parker will review this item with the Building Inspector.
The committee reviewed the breaching in the boiler rooms. The span is longer than is allowable.
This room has a forced draft however, the diameter of the flue would have to be increased and a
stainless steel liner would have to be installed. The heat needs to be turned on by October 1". A
temporary solution could be done immediately so that heat can be activated. There would be
some additional costs associated with this work. This is a dual fuel system. The drawings do not
include a liner.
MOTION: To adjourn (RF/DY —Unanimous)
