Mr. Robert Mangiaratti, Town Counsel, gave an overview of the Town Hall project
closeout. There was a meeting held on the morning of November 4`" with interested
Town Officials at Mansfield Town Hall. The acting Town Manager had a meeting with
TCI regarding the air conditioning unit in the vault.
Mr. Mangiaratti stated that he viewed the roof and observed ponding in various locations.
The Chair discussed that the roof plans show sloping towards the scuppers on the flat
roof. Chairman Liddick stated that the roof should have been installed with a pitch or
sloped insulation. The excess water over flows the area and splashing against the hicks
causing infiltration. Mr. Parker suggested that maybe a downspout with gutter should be
installed to help eliminate the splashing. A suggestion was made to ask the Firestone
representative to state to the concerned parties that the warranty is in place. The
committee reviewed the plans and the installation shows that the area should be sloped to

the scupper. It was the consensus of the committee that resolution of this problem lies
with Consigli and their subcontractor.
There is a hearing with the Board of Health at 7:45pm on November e. Town Counsel
gave an overview of his presentation for the hearing. The architect and sound engineer
will be in attendance. Members of the committee were invited to attend.
The drainage system problems were reviewed. Mr. Hoit has not provided sufficient
information to document the history of the drainage system.
Town Counsel asked about the decision to review as -built drawings. A suggestion was
made to release some money to Consigli Construction Company. Member Young asked
if the change order could be processed.
The only real disagreement between Consigli and the Town appears to be the partition
height.
ROBINSON SCHOOL:
The architect reviewed a list of issues:
1. Landscaping — list of plantings and the season to install at the proper time. A
concern has been raised regarding the planting of certain species of trees that are
seasonally sensitive. Mr. MacCaffrie stated that the red oaks amount to $3,000.
Mr. Ashton will verify this amount. Mr. Parker stated that this has been reviewed
by the landscape architect and he stated that replacements were not acceptable.
Member Young stated that we did not get an updated contract schedule which
states the new completion date. There was discussion regarding shrubs with
berries on in the courtyard. This type of shrub was not to be specified.
MOTION: to not allow any shrubs with berries to be planted in the
courtyard (DY/RF 5-0-0) Member Young asked when was the last day of
plantings was acceptable. The architect stated that this was the beginning of May.
There was discussion concerning the red oaks in the plan. It was the consensus of
the committee that the red oaks need to be replaced with an acceptable
replacement immediately.
2. Widening the asphalt walk — It was the suggestion to widen the walk towards the
building away from the wetlands. MOTION: to have this area paved at time
and materials with coordination by our project coordinator to determine
construction methods.(DY/RF 5-0-0)
3. Drainage pipe: There was discussion regarding sheet drainage on the north side of
the building. The committee discussed modifying the surface drainage to connect
the two runs together into an existing system. MOTION: To add additional
drainage on the T & M basis in coordination with the additional draining.
(DY/RF 5-0-0)
4. Trailers: The trailers have moved off site and some storage space has been
allocated in the building.

5. Alternate locations for gym storage: relocation of sped reading adjacent to the
sped office.
6. The committee reviewed the plumbing plans and the specification of the small
toilet fixtures and sinks. The committee requested Keyes to process change of
fixtures to normal size.
7. Kindergarten Building — Callahan would like to renovate this area, however it
contains the present library that is used daily by the children. Callahan plans to
work during the day time hours and they plan to work while the library is being
used. The chair stated that abatement work would not be allowed during school
hours.
8. Existing Kalwall system — appears to have drainage problem — this area needs
additional drainage.
9. Administration Area: the committee reviewed a proposal from Kennebec
Millwork for the trim and additional work around the metal doorframe. The price
work is $4,625. This was not a detail that was included in the plans. Member
Young asked if this work could be verified. The architect stated that a wall type
was not identified in the plans. The Chair asked about pricing out the door trim,
and glass and infill the wall on a T & M basis.
10. Gym divider: the gym has a power operated roll up divider. The basketball
backstops have electrical power to them. The project coordinator needs to
review the electric power to the curtain it appears that some wiring may have been
missed.
11. Epoxy floor: The manufacturer's representative will come in and review this item.
The project coordinator asked what would be done on this item. Mr. MacCaffrie
stated that this may need to be patched and have the floor coloring matched.
MOTION: To adjourn at 11:15pm. (DY/WA) 4-0-0
Respectfully submitted,
Richard Feeley — Clerk
ignature of Chair
