Mr. Dan Freeman gave an overview of the asbestos abatement portion for the school renovations projects. Mr. Ammar Dieb, Universal Engineering Co., spoke to the committee regarding his experience with asbestos removal in renovation projects. Chairman Liddick asked how much of the asbestos containing materials must be removed. Mr. Dieb stated that if any area that contains asbestos is disturbed than that the asbestos removal contractor must abate area. He also said that he has done removal work in phases. Members Young asked about the coordination of the scheduling of abatement work while there are two contractors on site. Chairman Liddick stated that a phasing plan has not been developed for the projects. Mr. Freeman stated that the specs could be written and developed to incorporate a phasing plan that calls to the attention of the General Contractor that abatement work must be included. Mr. Vogel added that the phasing plan specification could be very specific including dates for completion of each stage of the phasing plans. Mr. Dieb stated that he has always discussed abatement work at the pre construction meeting and usually asked for 10 -day notification for access to this area. Mr. Vogel stated that the phasing plan is developed with the users of the facility, which would incorporate their needs. Mr. Parker asked about damages that are caused by the abatement contractor. Mr. Dieb stated that his specs state that the contractors must exercise 100% care. Member Young asked about air quality testing. Mr. Dieb stated that his company is responsible for air testing, certification and monitoring of the abatement area. He also stated that his company would have a representative on site at all times. Mr. Vogel asked Mr. Battles about heat loss potential due to removal of the asbestos insulation. Mr. Battles stated that this piping would need to be reinsulated. Mr. Dieb discussed his proposal for hazardous material abatement engineering inspection design, project monitoring and laboratory services for Qualters Middle School and Mansfield High School. Phase One includes Inspection Services — which will be for the entire school regardless of construction. The bids that are solicited are for lump sum, also included in this is an amount for hidden conditions. Chairman Liddick asked about MBC Minutes March 10, 1998 Page 2 of 5 damages caused by investigative inspections. Member Gay asked about the obligation of the monitor and control procedures. There was discussion regarding the disposal of materials in the crawl space. Chairman Liddick asked about the phasing of the work in relation with the general contractor. He feels that we able to save money on the Robinson School project because of the latitude of the phasing plan. He is concerned about claims from the contractor because he is hindered from accelerating the project. Mr. Dieb stated that his specification has specific language that addresses accelerating. MOTION: To authorize Keyes to move forward to accept the proposal from Keyes Associates dated January 30, 1998 for the asbestos abatement with Universal Engineering. (DY/RF) 4-1-0 (Moore) Discussion: Member Moore raised concern about having two prime contractors being on site at the same time. He stated that he is fundamentally opposed to this. After the completion of the phase one — a report will be issued. Chairman Liddick stated that the second phase on the meeting was to review the scheduling of project bidding. The committee reviewed the floor plans for the Qualters Middle School. There are several other issues that need to be covered: 1. The first issue that was discussed was the need to have the list of chemicals in the science labs in the Qualters Middle and Mansfield High school. This was forwarded to Walter Parker for action a letter will be sent to the superintendent. 2. Security System: A question was raised if this was to be included in the plans for QMS. As of this date, the security system is not included. Mr. Vogel asked if the school department wanted this system upgraded, left untouched, or piped for fixture expansion. Chairman Liddick stated that he did not want to add any new items for this system. School Committee Chairman stated that he wanted to have the boxes and conduits installed but the system would be installed later. This will be coordinated through the school department. 3. Shop plan layout — this will be left by Keyes to be coordinated with the shop teacher. 4. Conservation Issue: This needs to be submitted to the Conservation Commission for a second review due to parking lot changes. 5. Site Plan approval: The Town Engineer has suggested that this go through the site plan process again. Concern was expressed regarding parking at the High School site. It was the consensus of the committee to have Keyes move forward with the projects and suggest that Keyes go forward submitting for site plan review. Chairman Liddick will discuss this with the Town Manager. 6. Memorial Park: this project will not be included in the renovations because of the lack of funding. MBC Minutes March 10, 1998 Page 3 of 5 7. Transformer — Qualters: Mr. Parker stated that the electric department needs a letter regarding the removal and replacement of the transformer at Qualters. TCI will forward details on this. 8. Fire Department: There was a meeting with Lt. Sarro re: addressable fire alarm panel. The new system will be fully addressable by device and the replacement panel will be replaced with one that will be addressable by zone. TCl/Keyes will write a confirmation letter and ask for a written response on this issue. 9. QMS — TCI issues: It was the original plan not to replacement of unit vents, Mr. Battles has had discussion with staff and there were problems with many of these units. He stated that there were 42 units in question. Chairman Liddick asked if these units were affected by the work completed by Johnson Controls. Mr. Battles stated that there was work still to be completed by TCI. School Chairman Giordano asked if the replacement of the Unit Ventilators could be added as a bid alternate. Chairman Liddick asked that if this was done it could be at the cost of the high school project. The Town Manager stated that it would be better to complete this project correctly at the beginning rather than go back for more money after the project was completed. The committee directed TCI to review this item and make recommendations on what needs to be replaced. The Town Manager asked if there is any grant money available to complete this project. HIGH SCHOOL PROJECT: Mr. David Borsen, Wallace Floyd Associates gave an overview of the high school project. Chairman Liddick asked Wallace Floyd if they coordinated the bid schedule with Keyes. It is the intent that these two projects are bid together. Mr. Borsen stated that there would be issues that need to be addressed through addenda. Member Feeley discussed the status of Wallace Floyd moving forwards. He expressed concern with the quality of drawings and the liability of the committee with potential change orders. The Town Manager stated that he would rather have better documents and figures before we can go before Town Meeting. Chairman Liddick asked if we are looking for potential problems and risks if we race towards the April I" deadline. Mr. Borsen stated that there might be some risks if we go forward with the April I" date. Mr. Vogel discussed the bid plan for the projects. The committee discussed the pros and cons of bid scenarios. There was discussion regarding the issue of debt exemption for the school projects. This has been reviewed by Town Counsel and needs to be addressed by Bond Counsel. Chairman Liddick asked about delaying the Town Meeting until the bid documents have been reviewed. The Town Manager stated that he would prefer to have actual numbers in hand prior to going to Town Meeting. The Town Manager needs to discuss Town Meeting strategy with the Selectmen. Member Feeley stressed the importance of receiving a determination from Bond Counsel. Mr. Borsen agreed with Keyes on bidding the projects together.
