CHARTER REVIEW COMMISSION:
7:30 p.m. All members of MBC attended Charter Review Meeting.
MBC Position: Rich Feeley, Chairman introduced David Young as spokesperson for MBC.
David provided overview of MBC role and reviewed highlights of May 20th letter and meeting of
7/21/97 with Charter Review Commission. Copies of letter were given to attendees. Two main
concerns raised by David were to find a way to create better communication between department
heads and MBC during planning and construction phase through entire project and also during
period of transition from construction to acceptance of building. David and Rich Feeley offered
favorable support to a previous suggestion, to hire a professional for the town, working for the
MBC. David evaluated benefits of keeping the committee in place, referring to expertise of
committee members, providing a check and balance system, continuity among town projects,
neutrality in decision making, professionalism and a large savings to the town in man hours.
Communication - David encouraged Charter Commission to do further research regarding the
MBC and requested more communication between Charter Review Commission and MBC before
any decision is made to modify/eliminate MBC as it stands. MBC has not had any contact with
Charter Commission since their last meeting on July 21 st John. Dunn, CRC Chairman, stated
that the Commission is trying to review and evaluate the entire Charter for their Preliminary
Report and will meet again with MBC before the final.
Comments:
Police Chief O'Neill and Steve Maccaffrie both spoke highly in support of MBC efforts.
Tom Dwyer - Requested copy of letter to TM from Town Counsel (Sept. 24, 1998)
recommending wording changes to add "construct" in MBC responsibilities. Copies were
provided during meeting by David Young. (Letter refers to wording change recommended by
Town Counsel - handout from last Charter Revision in 1983 stated if question passes
responsibility of MBC would be developing plans, overseeing new design and construction.
"Construction" was left off of last revision.
Ralph Penner supports use of MBC in design phase and in a more advisory capacity during
construction. Suggestion made to have an in house person handle the day to day operations.

Pump Shed at Ash Property_ - Paul Howard of Tata and Howard Engineering coming in June 9th
@ 7:15 to discuss a building structure to house pump. Lee Azinheira currently working on sludge

reports copied for MBC, budget report, all change orders to be reported immediately to MBC,
chairman. Jim Liddick will draft memo.
