Chairman Feeley stated that the purpose of this meeting was to go over the
overview of the bidding process and the timing for Town Meeting and
request for additional funds. Member Young stated that it has been the
intention to go out to bid for the two schools. He stated that the Town
Meeting is set for May 4`'' and he has had discussions of the strategy for
going forward on the projects. Member Liddick asked that if there was a
way to hold the bid for an extended period until the fall Town Meeting. The
Committee reviewed the letters asking bond counsel for an interpretation for
the need to have an override election at the ballot. Chairman Feeley stated
that the MBC is looking for a directive from the School Committee
regarding the presentation for Town Meeting. Chairman Feeley stated that
they are not prepared for the spring town meeting. Chairwoman Miller
stated that it was always her impression that they were preparing for the Fall
Town Meeting. Ms. Miller asked about the parking situation. Member
Liddick stated that there has to be an understanding with all parties
regarding the parking solution for the complex.
Mr. Doug McCallum, Wallace Floyd was in attendance to discuss the high
school project. He had several questions which he needed answered.
1. Which rooms need to be painted? The Committee stated that the
rooms where work was occurring would be painted.
2. Doors — there are several doors that meet ADA compliance — and it
was their intention of keeping the doors that comply.
3. Wood walls must be removed — they don't meet code.
4. Ponding on existing roof — adding tapered insulation so that it's drains
to the interior roof drains. Existing drains are installed at random — it
is their intention to modify the existing system so that the roof will
perform the way it is supposed to work. There was discussion
regarding the infrared survey that was done several years ago, which
showed large areas of moisture. Mr. Mccallum stated that he fears
that there will be damage and that this decking will have to be
replaced. He recommended that this item be included as a base cost.
5. There was discussion regarding the specification for the roof and the
possibility of hiring an independent inspector to monitor the roof
installation. The Committee thought that this was a good idea.
6. The kitchen design has not been completed yet. Member Young
asked about noise control with panels in the cafeteria.
7. Changes in the graphic arts room because of elimination of the
program. The hood and ventilation system would be removed.
8. Science Rooms — presently do not meet current system. The
neutralizing system needs to be enlarged to handle the flow from the
current rooms. Member Young asked if there has been an
examination of the existing pump station.
9. Mansfield Cable Studio and computer networking system for the
additions. Mr. Parker asked if the raceways for conduits could be put
in the rooms. The Committee read the letter for the specifications for
the technology and electrical needs for the high school. The
committee recommended that the conduit sized be increased to 1 '/4"
from 1 inch.
10. Asbestos Demolition: to have any associated demolition work
removed from the bid documents. The architect is reviewing this.
11. Phasing: phasing plans have not been developed yet.. Mr. McCullun
stated that he would like to meet with the school principal. Mr. Parker
stated that all emergency accesses must be maintained.
12. Bus Loop: This needs to be coordinated and it should be one of the
first items completed. This has to addressed.
Member Young asked about the strategy of bidding the projects. Mr.
McCullum stated that he felt that you would get a better project if they were
bid separately. He felt that if these two projects were combined then the
complexity of the scope of the work would be beyond the ability of most
contractors.
MOTION: Send a letter to Keyes asking that the QMS bid be delayed for
two weeks — May 7th so that we can have sufficient review time and that the
High School will be bid no later than August. And to proceed immediately
with Universal Engineering abatement work — so that we will not lose
funding. DY/WM 5-0-0

questions but the school committee is responsible to present this project at
town meeting.

changes have mandated the increases in the projects.
