Charter Review Meeting - 7:35 p.m.
MBC met with the Charter Review Commission to discuss recommendations relating to
MBC being made in their preliminary report. John Dunn noted that having consistency in
overseeing projects has been a plus. His concern, was for the great number of volunteer
hours put in and the amount of responsibility expected of committee members. Concern
was raised that the MBC may be perceived as having too much power for a volunteer
committee. Ralph Penney sees MBC doing more developmental planning and less
involvement with day to day work. C. R.C. would like to see Town Manager have more
involvement and responsibility for major building projects.
Bill Williams, former Town Manager, commented positively on his past experience in
working with the MBC. He noted frequent communication between TM and MBC,
utilizing MBC more cost effective for town, and TM having ability to hire Project
Administrator if needed.
Proposed MBC recommendation to date - MBC is to be made up of 5 regular members
appointed by the Board of Selectman, each to serve a 3 year term. Up to 4 temporary
members could also be appointed by the Board of Selectman. Town Manager would be
on the committee, upon request from Board of Selectman. (TM would be able to serve
himself or designate Town Engineer or designee to serve.) The committee's project
involvement would be at the discretion of the Town Manager.
MBC member David Young, offered to help in wording responsibilities.
