recommended Ms. Sullivan follow up issue with Universal Engineering, our abatement
contact.
Floodin — Mr. McCaffrie commented re: 20" pipe coming from school to be connected
to manhole 9 (not in contract). Pipe was disconnected at the time. Heavy rainfall caused
flooding inside school. Steve McCaffrie and Chris Sullivan arranged for pumps and
worked together to handle situation. Walter Parker confirmed that the rooms affected
were fine.
Additional Metal Needed - Mr. MacCaffrie noted that there was an omission in Keyes'
sketch needed for metal. Dan Freeman agreed with Mr. MacCaffrie re: error. Keyes did
not account for supporting structural steel in gym area. Extra drawings will be required
for metal.
Keyes Update — Dan Freeman reported that his staff has returned from vacation and that
MBC should see more timely response from their office. Approximately ''/z of RFPs
received by Keyes, have been answered. 2-3 urgent items are being worked on currently.
Change order proposals to be included in next week's requisition are being followed up
by Ron Ashton. Pencil req. should be ready for review at Thursday site meeting.

He expects them to be finished within a week or two.
Protest Re: Fees — Mr. MacCaffrie reported that the Electrical Contractor is protesting
that the Town's portion of his fees be waived. The schedule of fees implies only that the
Town's portion of the fees "may" be waived by the Board of Selectman. Contractor
claims he did not carry fees in his bid, approximately $10, 000. J.T. Callahan gave
directive to contractor to proceed under protest.
Home Economic Wall — Walter Parker noted that during Zone I Demo, one wall in the
Home Economics classroom was taken down. He expressed that a wall must be in place
before the start of school. Steve MacCaffrie and Mr. Parker will coordinate putting a
temporary wall up.
MANSFIELD HIGH SCHOOL
Parkin issue ssue — Bob Gurek, Business Manager reviewed plan proposed by Michael
Trowbridge, Trowbridge Assoc. including designated parking for staff/students.
Discussion opened regarding feasibility of building parking lot in wetlands buffer zone.
Plan proposed behind MHS is in wetland buffer area and would require an upgrade of
drainage system, etc. Steve McCaffrie noted that there is a peat bog in that area as well.
Richard Feeley asked Jim May, Wallace Floyd to explore any other options that would
accommodate the additional parking needed. Dan Freeman, Keyes Associates will
coordinate with Kevin McBride and Wallace Floyd to locate 80 additional spaces and put
together schemes on MHS side of property.
David Young asked for clarification from Bob Gurek, that the MBC is in agreement with
the School Dept. in the following areas: the logistics of parking is all set with the School
Dept. for this year, Bert Cook still needs to commit in writing to the MBC a specific
( number re: parking spaces, and that the School Dept. will work with the architects to
` development a "feasible" plan to meet needs. Mr. Gurek was of the same understanding
in all areas.
Bid Process — Rich Feeley opened discussion with David Burson and Jim May from
Wallace Floyd regarding their recommendation to present a cost estimate at Town
Meeting for MHS project vs. hard bids. Legal opinion from Bob Mangiaratti concurs
with Wallace Floyd. Committee members voiced strong concern that voters will not
support a vote without hard bids in hand as promised. Recommendation from the MBC
is to move forward with bid process indicating proper wording, within the Invitation to
Bid, that the award of such bid, would be pending funding of the project. It was noted
that adding the wording would prepare bidders that they may be asked to hold their bids
if necessary. Mr. MacCaffrie commented that being asked to hold bid is a common
practice within the industry. Town Manager to make final decision.
Status of Drawings - Mr. Burson indicated that drawings for bid documents would not be
ready by Sept. la as previously stated. He admitted that the project was not fully staffed
due to contract issues between Keyes and Wallace Floyd. Drawings are 95% complete.
Rich Feeley expressed disappointment on behalf of the MBC with the response from
Wallace Floyd. Mr. Feeley asked for the earliest date documents would be completed.
Mr. Burson stated that he would discuss the staffing situation with his other principles to
try and meet a Sept. 15`" target date to have bids available. With a 5 week bid period,
General Bid could be in Oc.t 1501-200'. Discussion continued re: possibility of Town
Meeting date being pushed back a week. School Dept. offered support.
Pump Station Service — Problems with pump station service at High School brought to
the MBC's attention by Jim May, Wallace Floyd. Mr. May requested a recommendation
from MBC as to how to proceed.

access covers, pumps, controls and instrument. Covers to be loading rated H-20.
DY/KG Passes 4-0
Light Fixtures - Re: replacement of lights at MHS, Jim May raised questions concerning
TCI reference that because of grid ceiling, tiles should be replaced. Walter Parker noted
that the fixtures are old and should be replaced. Jim May noted that the cost factor to
repair or install new is about the same. The MBC recommended that Wallace Floyd plan
to include replacement of fixtures.
Auditorium ceiling — Due to cat walk located in auditorium, sprinkler system needs to be
installed. Jim May asked for direction regarding best approach to ceiling. With input
from Walter Parker and Steve MacCaffrie, the MBC recommended that the ceiling be cut
and patched by Sub Contractor.
Graphic Arts — Jim May commented that in a conversation with Ed Rosa, it was noted
that Graphic Arts will no longer be taught at High School. This will create a savings in
not having to relocate overhead doors.
Next Meeting: David Burson, Wallace Floyd and Dan Freeman scheduled to meet with
the MBC in 2 weeks (Sept. I").

direction from School Department to follow up.
Fire Panel Issue — Letter from Mr. Moretti received stating that charges incurred for panel
be billed to J.T. Callahan and not MBC or School Dept. Walter Parker stated although it
may be possible that they caused the panel to blow out, there in not enough evidence to
prove that J.T. Callahan was at fault. Walter noted that electricians were working on pole
